On a motion by Commissioner Gabriell, seconded by Commissioner Iharosi, and by unanimous vote, the Commission recommended James Dinh’s Public Art Design proposal to City Council. 6.2)Update on Activities by the City of Dublin HistorianThe Commission received a presentation by Steve Minnear, City Historian for the City of Dublin. He gave an update on projects and activities completed since he was appointed in January 2021. This included public speaking events, history tours, and assisting with the management of historical records. Additionally, Steve gave insight into upcoming projects and activities. 6.3)Update on Precinct Black Box Theater and Gallery 180The Commission received a presentation from Tyler Phillips, Recreation Supervisor, on the planned operations of the Precinct Black Box Theater and Gallery 180. He provided information on the plans for use inside the theater and the types of Exhibits inside the Gallery. STAFF RECOMMENDATION:Receive the presentation. FINANCIAL IMPACT:There is no financial impact associated with this presentation. DESCRIPTION:BackgroundIn 2007, the City Council approved the creation of honorary volunteer positions, Poet Laureate and City Historian, with the first volunteers appointed to positions in 2008. In November 2020, the City Council approved updated policies (Attachment 1) governing the positions of Poet Laureate and City Historian. Poet LaureateFollowing an open recruitment process, James Morehead was appointed Poet Laureate by the City Council in June 2021. James Morehead was reappointed in February 2023. The current two-year term runs through December 2024. Since being appointed, James Morehead has completed projects and activities that include reciting original poems at public events, organizing a poetry reading at the annual Splatter event, and organizing a city-wide poetry walk. The Commission will receive a comprehensive overview of activities that James Morehead has completed since being appointed Poet Laureate, as well as current and upcoming activities. 8 Page 2 of 2 STRATEGIC PLAN INITIATIVE:None. ATTACHMENTS:1) City of Dublin Poet Laureate & City Historian Guidelines 9 City of Dublin Guidelines for the Poet Laureate & City Historian Approved November 3, 2020 Poet Laureate Overview The Poet Laureate serves as a public advocate for the appreciation and advancement of literary arts in the City of Dublin. Duties •Create and read poetry for civic events, public ceremonies, and dedications, as coordinated through City Staff. •Serve as a resource to Staff, the City Council, and the Commission; may act as a liaison between the City and local schools, literary organizations, and bookstores. •Assist with the development of classes and workshops devoted to poetry; potentially coordinate and participate in staged poetry readings. •On an annual basis, have at least one original poem displayed in a City facility. Qualifications •Be a Dublin resident; at least 18 years old. •Be the author of published poetry or be willing to publish poetry during the term if selected. •Be ready to serve a two-year term with no compensation. •Affiliation with literary organizations is preferred but not necessary for appointment to the position. Service Term The selected Poet Laureate will serve a term of two years, beginning with City Council appointment at a public meeting. A term may be renewed upon submittal of a new application, unless or until a new Poet Laureate applies and is appointed. A Poet Laureate shall be limited to four two-year terms. Application Process Between October and December of the year prior to the formal appointment by the City Council, applicants will be required to submit the following: •An application. •A letter of interest, including what the applicant would like to accomplish if selected as Dublin’s Poet Laureate. •Two original poems. •A resume including a list of published poetry or other evidence of a body of original work (published or unpublished). •Attend a scheduled Commission meeting to read one original poem to commission. Selection Process If more than two applications are received, a Selection Committee coordinated by the Heritage and Cultural Arts Manager will review all applications and submit the top two choices to the Heritage and Cultural Arts Commission for final recommendation. The Selection Committee could include: •Heritage and Cultural Arts Commissioner •Las Positas English Department Representative Attachment 1 10 • Dublin High School English Department Representative • Local creative writing professional or instructor • City Staff person appointed by the City Manager’s Office (e.g., Heritage and Cultural Arts Manager or Parks and Community Services Director) The Heritage and Cultural Arts Commission will present their preferred Poet Laureate to the Mayor for recommendation to the City Council. Following City Council approval, the Poet Laureate will formally begin the two-year term in January of each appointment year. City Historian Overview The City Historian will assist researchers, students, librarians, and members of the public and press in accessing resources for historical information. Duties • Maintain, add to, and facilitate access to City historical records. • Respond to inquiries regarding the City’s past. • Serve as a resource to Staff, the City Council, and the Heritage and Cultural Arts Commission; may act as a liaison between the Commission and local schools, genealogical groups, and members of the media and the public. Qualifications • A demonstrated interest in the history of the City of Dublin, including participation in City Commissions, Committees, and other activities. • A demonstrated ability to maintain records. • Skilled in public speaking. Service Term The selected City Historian will serve a term of four years, beginning with City Council appointment at a public meeting. A term may be renewed, upon submittal of a new application, unless or until a new City Historian applies and is appointed. DESCRIPTION:BackgroundIn October 2019, the City Council approved an agreement with Group 4 Architecture Research and Planning, Inc. to develop the old Police Services wing of the Civic Center Complex, encompassing13,500 square feet of the Civic Center, into the Dublin Arts Center (Center). The Center will include a black box theater, an art gallery, and program spaces, including a dance studio, arts and crafts room, mixed media space, music studio, and a ceramics studio/arts yard. On May 19, 2020, the City Council approved the schematic design of the proposed Center (Attachment 1).Dublin Arts CenterConstruction of the Center started in November of 2022 and is anticipated to be completed in late spring/early summer of 2024. In preparation for the opening, Staff began developing tentative schedules for programs and activities that will take place in the new Center. The Center will feature six programable spaces: the Mixed Media Room, Arts and Crafts Room, Ceramics Studio/Arts Yard, Precinct Black Box Theater, Dance Studio, and Music Studio. Each space will host classes and programs tailored to its specific focus. 16 Page 2 of 3 Classes and ActivitiesStaff has been recruiting experienced and knowledgeable instructors in the arts realm to maximize the use of program-specific rooms at the Center. Instructors will conduct classes via one-year agreements and be compensated 60 percent of the resident rates generated from program fees while the city retains the remainder. Various year-round cultural arts programs for all skill levels and ages, from preschool to seniors, will occur during the center's regular hours of operation. The department will manage and collect program registration and advertise classes in the quarterly Activity Guides, the City’s website, and social media platforms, as well as through community email blasts. Staff will collaborate with the instructors each season to rotate and introduce innovative programs to ensure new and varied participant offerings. Furthermore, Staff will conduct surveys with participants at the end of each season to gather feedback and input for new programs to ensure that the center's offerings align with the community's interests. This approach aims to continuously enhance the cultural arts experience available at the Center. The department has received proposals and conducted interviews for the following classes that are being considered: Introduction to Drawing Introduction to and Group Piano Lessons Beginning and Advanced Watercolor, Painting, Oil Painting, and Resin Art Beginning Acrylic Painting Acrylic Painting and Gel Mediums Ceramics Hand Building Color Theory and 3D Design and Concepts Visual Arts: Mixed Media Ballet Texture Art Flower Pressing Screen Painting Paper Mache Art Journaling Mindfulness iPhone PhotographyThis list includes the received proposals; however, Staff is actively exploring additional niche arts courses to enrich and diversify the offerings at the Center. Potential additions include: Bollywood Theater and performing arts Improv Printmaking Architecture and design Vocal lessons Music History Sculpture 17 Page 3 of 3 Mosaic Photography Other creative disciplines This ongoing search aims to cater to a wide range of interests within the community, ensuring a vibrant and inclusive array of artistic opportunities at the Center.Ceramics Studio and Open Studio TimeStaff is in the initial stages of researching activities in the Ceramics Studio, including the possibility of open studio time. Open studio time is a valuable opportunity for artists to access the studio independently, fostering creativity and skill development. Contact has been made withneighboring cities with established ceramic studios to thoroughly review their policies, pricing strategies, and staffing parameters to ensure a safe and supportive environment within the studio. The City has not finalized a policy, but there is an inclination to implement open studio times for a few hours each week. This ensures balanced and accessible utilization of the Ceramics Studio.SummaryThe Center promises a vibrant array of cultural arts programs catering to diverse interests and aiming to become a hub for artistic exploration. It will continually adapt its program offerings to align with community preferences, actively seeking input to introduce new classes and ensure a dynamic and inclusive arts experience. Staff seeks guidance and feedback from the Heritage and Cultural Arts Commission regarding the proposed programs and invites recommendations on the types of classes the city should actively pursue. During the open call to artists, 55 proposals were received from 21 individual artists. STAFF RECOMMENDATION:Consider Storm Drain Art design proposals and recommend up to 20 proposals to the City Council for approval. FINANCIAL IMPACT:The cost of the Storm Drain Art temporary art project, including artist payments and miscellaneous supplies, is estimated at $13,000. This project is funded by the Public Art Fund and is included in the Fiscal Year 2023-24 Budget. DESCRIPTION:BackgroundStorm Drain Art, a temporary public art project that will be completed in 2024, will include the painting of up to 20 storm drain inlets throughout Dublin. Storm drains are the initial inlets allowing rainwater to enter local waterways before eventually flowing to the San Francisco Bay. Pollutants, such as motor oil, pet waste, and other sediment and urban chemicals, also enterstormwater systems. Adding artistic murals to storm drain inlets will help raise awareness and improve water quality in local watersheds and the San Francisco Bay. Artwork should also align with the City’s Values, which are a part of the adopted Mission and Vision Statements, including safety, inclusivity, diversity, equality, and history. Artwork must be suitable for all ages. 26 Page 2 of 3 2024 ProgramStaff issued a Call-for-Artists on October 11, 2023, publicizing the opportunity through normal City channels (website, social media, etc.), as well as via email to a list of interested artists, past temporary project artists, registrants in the Cultural Arts Database, nearby cities with similar temporary art programs, and the California Cultural Arts Council website. The deadline to apply was November 15, 2023. Potential locations of the storm drain inlets to be painted as part of the 2024 Storm Drain Art program are listed below. Student artists may work under a visual arts mentor’s guidance, and student artists’ design proposals must identify the professional artist by whom they are being mentored.Forty-eight design proposals were received from 18 professional artists, and seven were from three student artists. In total, 55 design proposals were received from 21 individual artists(Attachment 1). Each design proposal includes artist resumes, artist statements, and the artist’s proposed visual design. The Heritage and Cultural Arts Commission will consider recommending up to 20 design proposals and associated locations to the City Council. STRATEGIC PLAN INITIATIVE:None. Her jewelry design won several Gold Keys in the Scholastic High School Art Competition and her oil painting won a Silver Key. Her drawing has been selected for the cover of StoneSoup magazine twice. Her painting and photography was selected as a finalist in the River Of Words International Art Competition. It also provides an opportunity to respond to this challenge with a humorous, cartoon type approach which I found is often more effective than other approaches. I think that people relate more easily to a huge and important issue when it is presented in a non-scary, inviting way. I am showing simply drawn and painted aquatic animals in their environment along with a rhyme that directs the desired behavior, painted brightly to attract attention. It was fun to come up with the ideas and designs. I am open to any location these designs might fit and can scale them to any size between 6 and 10 square feet. 55 1. She was born in Moscow in 1956 in the family of the artist. She loved painting ever since she was born. When she grew up, she graduated first from Art School, and then from the Moscow State Art Academy. While searching for her unique style, she created a series of graphic drawings and paintings, which were purchased by the Hellen Lama Gallery in Ruan, France. Starting in the ‘90s, her artwork was featured at the Izmailovo Vernissage in Moscow, Russia. In 1993, Ekaterina's works were featured at the international art exhibition “Moscow-Berlin, Berlin- Moscow.” You can find her paintings in private collections all across the globe: Russia, Germany, Israel, the USA, France, and Finland. Not long ago, Ekaterina moved to California to join her family and was impressed by the local beautiful nature and landscapes. She started the “California Dreaming” artwork series. Before and during the pandemic, she created about 30 paintings of different sizes on this theme. She created her own genre - Dreamscapes. In 2020, Ekaterina designed an award winning utility box artwork and completed a mural for the local community entitled “Orange poppies.” You can see her artwork in Dublin. In 2019-2020 some pieces of the “California Dreaming” series were exhibited in local galleries in Dublin, Danville, Los Gatos. Four of her big paintings were exhibited at the Splatter Festival in Dublin in September 2021 and in 2022 two of her pictures were used for advertisement of this festival. I am excited to participate in the Storm Drain Art project! I want to present my artwork for this project. I created a series of 5 paintings I called “Water is life”. The water theme is close to me. I have a lot of artworks about this theme in my portfolio. My first painting as a California artist is “Golden fishes”. I decided to paint two designs of this artwork for the Storm Drain Art Project. Another two artworks reflect water flowers, fishes and heron - aquatic life. My artworks reflect the beauty of nature. I am inspired by gorgeous California nature. I painted these compositions for the project, because they are symbols of safety and peace. And the fifth design was inspired by Japanese artist Hokusai (1760-1849), his engraving “Big wave”, but I painted it in my own, contemporary style. I wanted to bring a sense of flow and movement to the piece, so I opted to use a spiral shape to convey such along with some wave shapes to further illustrate a stream of raindrops that the fish will soon be swimming within. Small, quick, and harmless, these tiny ish bring a thrill to waders of all ages. I would like to present them here, as in the shallows of a lake, making their way towards the storm drain; the borders painted as circular window into their world, including shadows cast from above. The end result is a subtle Trompe L’Oeil. I painted the picture in acrylic paint on wood, using only a single scientiic illustration of the native minnow for reference. I can coax these gentle shades from the paints provided in the project. Design B: Rainbow School I am inspired by a tale of colorful ish swimming in rain puddles in Southeast Asia. I envision Betas, beloved irst pets for most of us, moving in a peaceful school towards and around the storm drain. This design would differ because I would not paint a background but use the pavement’s original surface: only the ish, their shadows, and the edge of the pool would be painted. Suspended in motion across the pavement, as if in perfectly clear water. Design C: Tide Pool My earliest memories at the beach are exploring the tidepools in Carmel, near to my childhood home in Paciic Grove, California. Sticky sea anemones, hard shells, slippery seaweed, and the leathery starish captivated me. I would like to paint a realistic tide pool on the pavement, with an irregular shape, like a real tidepool, with one edge next to the storm drain. I added the Australian blue ring octopus, a critter found in tidepools down under, as the star of the scene and a learning tool. The venom from this animal can paralyze a human for a short time and is used in medicine for delicate procedures. I also added this beauty for its jewel-like beauty. She works primarily in oils, although she has experience with public murals and a variety of printmaking techniques as well. Ms. Olson holds a BFA from San Jose State University, where she studied painting, a teaching credential, also from San Jose State, and a MA from CSU Bakersfield in education. She currently teaches art at American High School in Fremont, and has over twenty years experience as an art teacher. Ms Olson’s paintings are currently on display in the Dublin Art Collective’s group show, “Trees and Leaves”. Past shows include the Livermore Art Association spring show and plein-air painting exhibitions, Hayward City Hall, and San Jose Contemporary Art gallery. Her work is in a few private collections as well, and she contributed a painted electrical box titled “Morning Conversation” to the Fremont Boxart program. Ms Olson works in her peacock blue backyard studio, which can be seen when turning onto Foothill Road. Her work is primarily a celebration of joy through color, and her favorite subjects are typically leaves, plants, and the hills near her home, which she finds unendingly beautiful and fascinating. 118 Page 3 of 4 Artist Statement I chose marbles for this project as they are so boldly colored I believe they will catch the eye of passing viewers. They are also playful objects, and may easily roll down drains. Tucked behind a yellow marble, nearly falling down, I painted one marble like the Earth, in an effort to show what is thrown away when things go down the drain that are harmful to the watershed. I plan on using a variety of bright colors for this project, and could make it three by three feet or larger if that was desired; the design is malleable based on the space provided. As someone who has grown up in the Bay Area, I’m aware of the importance of keeping our storm drains and other areas where our water gets drained out to the bay clean and free of trash and other remnants that can be harmful to the ecosystem. For two of the pieces I decided to include some of the local marine wildlife to draw attention to who and what are being affected by the water quality. I’ve been a decades-long member of the Nature Conservancy, the Sierra Club, and the Union of Concerned Scientists, among other groups. She has lived an ar�ul life on the East Coast (Jersey City) prior to moving to the Bay. Born and brought up in India, moved to the United States in 2012. From the �me she remembers, art has always been more than a passion for her, in fact almost a way of life, driving her to a formal educa�on that included her Bachelors of Fine Arts and Masters in History of Arts from India. Her art is a combina�on of Fine Arts and Cra�s and she has developed a style which involves her culture, tradi�ons, aesthe�cs, emo�ons and intellect. Swa� works on several mediums like murals, chalk, wood, canvas, glass etc. She is also a proficient henna ar�st who proudly reflects her inspira�ons from the motherland and has taken her mehndi designs to every medium, from hands to canvas to walls to streets. Her works are noted for elegance and aten�on to detail and her soul is highly influenced by indigenous arts of India - mo�fs from these reflect consistently in her works. Besides making art for the walls, she paints a lot of art that is func�onal. She loves paterns. She loves colors. Having spent �me with tribal ar�sts of central India and many other states, she has a deep connec�on with the indigenous arts of India as well as America. I have a good experience of pain�ng on the streets and I am thrilled to see this project now happening in my city. Having done a couple public art projects in the Tri Valley, pain�ng a few storm drains would be an addi�onal wonderful project and I will be glad to extend my crea�vity and experience in Dublin in many more ways. My previously painted storm drains were in ‘aqua�c’ theme as it was announced by the city and every corner home by the storm drain, chose a par�cular subject, for eg. Fish, salamander, mermaid etc. The works I am sharing are from 2018 and my works have progressed ever since. For Dublin, I propose to paint some fishes, some flowers, mermaids, hearts, beau�ful mandala designs (ref. u�lity box). Such subjects will be easily reciprocated by the residents. We have so many children, so many parks, having some of those painted around the drains will be a wonderful act of art. I am truly very excited to being one of the many chosen ar�sts for this project, mostly because I live in Dublin, I have done many more projects and art shows and I come with an experience of pain�ng in public arts. I am confident, if selected, I would do my best to take this project and paint some lovely atrac�ve storm drains. Fishes are a symbol of human awareness and happiness. They have freedom of movement in water. It also represents fer�lity and abundance. The residents will connect to such a subject deeply and kids love water and fish. Flowers are a mood li�er. They grow with joy wherever possible. Symbolizes friendship and unity while they also stand for death and forgiveness. Flowers have a deep associa�on with our lives. Having some flowers painted around the drain will create a curiosity and the residents with pause and admire. Hearts are always welcoming for many themes. It indicates wide range of emo�ons. Lots of hearts in different colors around the drain will create cheer, a feeling compassion and understanding, Dublin’s beau�ful LGBTQ residents and Dublin’s support for love one love all. All residents promptly connect to a symbol that is heart as it awakens love in so many ways. Mandala designs (somewhat like my u�lity box), they will be ornamental designs around the drains in different paterns and colors. Mandalas are a symbol of universe, a connec�on between our inner worlds and outer reality, designs that start from a circle and going around it. Residents will connect to neutral designs that has lots of paterns and colors and some may also connect the ar�st style to other works. Can be geometric, can be organic. It’s a chemistry of complex paterns. My art contribu�ons in Jersey City ranged from canvas to walls to streets and everything in between. I am trying to do the same in the Tri Valley.
