DECEMBER 12, 2023
A Regular Meeting of the Dublin Planning Commission was held on Tuesday, December
12, 2023. The meeting was called to order at 7:00 PM by Commission Chair Tyler.

6. Public Hearing
6.1 Hexcel Redevelopment (PLPA-2022-00038)
Kristie Wheeler, Interim Assistant Community Development Director, introduced
Gaspare Annibale, Associate Planner.
Gaspare Annibale, Associate Planner, gave a presentation and answered questions
posed by the Commissioners.
Chair Tyler opened the public hearing.
The Applicant, Jennifer Freedman, from Overton Moore Properties, gave a presentation
and responded to questions.
Steve Minnier provided public comment.
Bob Ferraro provided public comment.
Chair Tyler closed the public hearing.
The Commissioners asked further questions and deliberated.
On a motion by Commissioner Thalblum, seconded by Commissioner Aini and by a vote
3-2, the Planning Commission adopted Resolution No. 23-11 “Recommending that the
City Council Certify the Final Environmental Impact Report and Approve an Amendment
to the Zoning Map, a Planned Development Zoning District with a Stage 1 and 2
Development Plan, a Site Development Review Permit and a Heritage Tree Removal
Permit for the Hexcel Redevelopment Project.” The Planning Commission’s
recommendation to the City Council included a recommendation that the Applicant wor k
with Planning staff to modify the project design to better align with the surrounding
historic area and design guidelines contained in the Dublin Village Historic Area Specific
Plan.

6.2 Dublin Municipal Code Amendments to the Inclusionary Zoning Regulations
(Chapter 8.68) (PLPA-2023-00032)
Kristie Wheeler, Interim Assistant Community Development Director, introduced Jason
Earl, Senior Management Analyst.
Jason Earl, Senior Management Analyst, gave a presentation and answered questions.
Chair Tyler opened the public hearing.
Upon receiving no public comment, Chair Tyler closed the public hearing.
On a motion by Commissioner Aini, seconded by Commissioner Grier and by
unanimous vote, the Planning Commission adopted Resolution No. 23-12
“Recommending City Council Approval of Amendments to Dublin Municipal Code
Chapter 8.68 (Inclusionary Zoning Regulations) Effective Citywide.” The Planning
Commission’s recommendation to the City Council included a recommendation that the
Council consider requiring periodic review of the inclusionary requirements.

Kristie Wheeler, Interim Assistant Community Development Director, introduced Amy
Million, Principal Planner.
Amy Million, Principal Planner, gave a presentation and answered questions posed by
the Commissioners.
The Applicant, Kevin Fryer, with Mission Valley Properties, gave a presentation and
answered questions posed by the Commissioners.
David Campbell, Landscape Architect, with Roach and Campbell, gave a presentation.
Emily Bonato, Principal and Senior Architect, with Dahlin Group Architectural Planning
Interiors, gave a presentation and answered questions posed by the Commissioners.
9. Other Business –
Kristie Wheeler, Interim Assistant Community Development Director, informed the
Commissioners that the next meeting scheduled for December 26th will be cancelled
and the next meeting will be January 23rd. The January 23rd agenda will include election
of a new Chair and Vice Chair along with a few other items.
She also informed the Commissioners that the League of California Cities Planning
Commissioner’s Academy is coming up in March and to watch for an email in early
January regarding registration.

The meeting was adjourned by Chairperson Tyler at 10:09 PM.
