DESCRIPTION At the City Council meeting of October 10, 1989,
the City Council considered the recommendation by the Parks and Recreation
Commission that the City pursue the development of a skateboard park at the
Dougherty Hills Park location. The City Council authorized the Commission
to hold neighborhood hearings in the vicinity of the Dougherty Hills Park to
solicit comments from the neighboring property owners. The City Council
also indicated that should the Dougherty Hills Park location be undesirable,
the Commission was authorized to work at identifying other potential
locations for such a facility within the City.
Attached in Exhibit A is a copy of correspondence sent to the property
owners in the vicinity of Dougherty Hills Park. Additional correspondence
was also sent to those persons who have indicated an interest at previous
meetings in development of a skateboard park.
By way of history, the Commission was approached by a group of Dublin
residents to study possible construction of a skateboard park. As a result
of this request, staff was directed to obtain additional information on
skateboard parks with regards to liability exposure, probable costs for
construction, and possible locations. The Commission studied these issues
and recommended that the City Council pursue development of a skateboard
park. The City does not currently have funds budgeted for construction of a
skateboard park.
It is recommended that the Parks and Recreation Commission take the
following action:
1. Receive Staff Presentation
2. Receive Public Comments
3. Direct Staff to Pursue Development of a Skateboard Park at
Dougherty Hills Park; OR
4. Identify an Alternate Location for Further Study

the County line on the North and Amador Valley Boulevard on
the South. The suggested location for the skateboard park is at
the south end of the park adjacent to Amador Valley Boulevard.

Staff sent correspondence to residents bordering Dougherty Hills
Park to solicit input on the proposed skateboard park. Attached
are letters of protest received from property owners.
Additionally below you will find comments taken over the phone
from property owners who cannot be in attendance at tonights
meeting.
Darlene Bettencourt, 7872 Shady Creek Road. Against skateboard
park at this location; was told that park development would be
limited to trails and passive uses. Concerned with traffic.
Mrs. Gobbi, 7945 Shady Creek Road. Against skateboard park at
this _location; concerned with parking and appearance. Would like
to see park in "natural" form.
Mrs. Gagnon, 7824 Shady Creek Road. Against skateboard park at
this location. Concerned with traffic, loitering and was told
park would be open space. Why not use a school?
Carol Trent, 7404 Quartz Circle. Extremely unhappy about
possible skateboard park. Was told property would be developed
as natural ridgeline park.

Re, Proposed Development/Skateboard 'Park —Dougherty dills Park
Dear Ms. Lowart,
As We discussed, JL Construction Company strongly protests the
potential location of a skateboard park adjacent to a
residential area. Our dove:lopment company is currently
building an upscale 206 unit multi -family project near the
intersection of stagecoach Road and Amador Valley Boulevard.
We feel that this type of recreational use is entirely
inconsistent with the surrounding residentially zoned
properties.
A skateboard park built at this location would be extremely
noisy and disruptive to the neighborhood. It wouid also cause
traffics congestion and possible loitering in the nearby
vicinity. Although it is important to provide adegudte parks
and recreational facilities for the Cit.y's 'teenagers to enjoy,
this specific use is inappropriate at this location.
Therefore, JL Construction oppposes the development of al
skateboard) park at Dougherty Hills Turk.
I received the public hearing notice yesterday, January 8,
19901 by mail, only one day before the scheduled Dublin Parks
and Recreation Commission meeting. I am not able to attend
tonight's meeting because of a scheduling conflict. however,
if the skateboard ark proinnt is presented to the City
Council, JL Const.rucCon Company Will. continue to protest. L

Dear Ms. Lowart,
am writing in regard to the proposed skateboard park on the south
end of the Doughtery Hills Park at Stagecoach and Amador Valley Blvd.
am not in favor of putting a skateboard park in that area, it already
has high traffic, the area is rather small, pedestrian/vehicular accidents
would occur, and if parking was provided, the area to skateboard is further
reduced.
My husband and I purchased our Dublin Estates home with the
understanding that the 90 acres of ridgeland ajoining the development
would be left open except for hiking paths. We believe the skateboard park
is not in keeping with the open space promise. The property values, in our
judgement would not be enhanced, by the addition of a skateboard park.
Dublin currently operates a swimming pool and several parks, and
insurance costs as well as staff costs to add a skateboard park should be
investigated. The balance skills learned in skateboarding will not be
without injuries, and the City of Dublin should look into the operating
histories and lawsuit judgements of skateboard parks now in use. The
implied liability, in our opinion, is quite high.
We would like to see the land minimally developed for ridgelands
hiking, or another mini -park like Stagecoach, which is used daily, attached
to the ridgeland trails. Perhaps a combination bicycle motocross or a
crosscountry and skateboard park could be built along the SP right-of-way
and Camp Parks at Doughtery road, away from homeowner conflicts of
interest, if Dublin ultimately underwrites such a park.

opinions on the skateboard park proposal.

Our household, located in Tract 5511, is very much opposed to
the proposed development of a Skateboard Park. The 90 acre
Dougherty Hills area is already an attractive nuisance for
young people, as evidensed during the Fall of 1989, in which
there were many events, wherein teenagers were climbing the
hill adjacent to Crossridge Road at midnight, and in some
cases being very noisy, drinking alcohol, and littering the
hillside with trash.
This is not a very desirable situation to homeowners whose
backyard abutts against Dougherty Hill. Nor is it desirable
to the rest of Crossridge Road homeowners to have all the
parking taken up by young people who are climbing up the hill
at night to party.

Therefore, it is our contention that4,`Skateboard Park would
merely serve as advertisment to the existence of Dougherty
Hills and attract potentially illict and frequent use by
youths at night, which would degrade an otherwise quality
housing development. This would not be in the best interest
of the City of Dublin.

At the Park & Recreation Commission meeting of January 9, 1990,
the Commission received input from approximately 50 residents.
The Commission concurred that the Dougherty Hills Park site was
not suitable for a skateboard park. The alternate site chosen
for consideration at this time, is the Dublin High School
property behind the Dublin Swim Center.

Dear Ms. Lowart:
I just today received your letter of notification of a very important meet-
ing of the Dublin Parks and Recreation Committee to be held on Jan. 9th.
This is certainly NOT enough notice to arrange ones work schedule to
attend. Therefore, I am forced to write.
I am definately OPPOSED to the "skateboard park" being placed in my neighborhood.
Amador Valley Blvd. and Dougherty are extremely busy roads; especially with the
many new homes/apartments being built in this area.
The tremendous noice level generated by such an activity in our quiet country-
side neighborhood is simply outrageous for the committee to even consider.
As residents, we have enough noise and traffic to endure from the Army facilities.
I hope that my opinion will be counted and that you will let me know the
decision.
In the future, please give us (the residents) advance notice, so we can plan
to attend in person and give onr opinion.
