Support development of a BMX Bike Track by a private concessionaire should land become available FINANCIAL STATEMENT : None DESCRIPTION At the January 9, 1990 meeting of the Parks and Recreation Commission, the Commission was presented with a petition from Dublin resident Mike Roemer, supporting development of a BMX Bike Track. As a result of the petition, the Commission requested that the item be placed on the agenda for a future meeting with additional information on BMX tracks. In researching this request, staff spoke with Steve Heath, sponsor of a BMX team, Tom Wallis, Operator of a BMX track, and Bill May, Leisure Services Director for Union City. Currently there are four local tracks which are operated by private concessionaires. Three of the four tracks are on public property that is leased to the concessionaire. The tracks are located in Stockton, Santa Clara, Sunol and at Moffatt Field. Additionally there is one "practice track" located in Union City. The track in Union City is located in a flood control channel and is not officially sanctioned by the Flood Control District or the City. However, bikers are not discouraged from using the channel for riding. Most BMX tracks are sanctioned by the American Bicycle Association and are operated by private concessionaires either as a non-profit or for profit operation. Typically they contain a 1500 foot track with eight lanes and obstacles 2-3 feet high, although some obstacles can be up to 5 feet high. In addition to the space needed for the track, a parking lot is necessary as there are up to 125-150 riders and their parents for race days. It appears that a minimum 5 acre parcel is needed for development of a BMX track. Sanctioned tracks carry insurance through the American Bicycle Association and. all riders are required to wear protective equipment. BMX appears to be a growing sport and may soon be an Olympic sport as well. Consequently there is a desire to have more tracks and practice facilities closer to home. Within the current City limits there is no public property that could support this type of facility. However private property within the Commercial Zoning District (C-1 and C-2) or the Light Industrial Zoning District (M-1) could be developed for this use with a Conditional Use Permit. At this time, staff does not feel that it would be feasible for the City to pursue development of a BMX track as land is not available and funds are not budgeted. Staff, however, does feel that it would be appropriate to endorse the development of a park should a private landowner wish to develop his/her property for a BMX track. Therefore, it is recommended that the Commission take the following action: 1. Receive Staff Presentation 2. Receive Public Comment 3.
