AMENDING RESOLUTiON 22-98 EXTENDING USE OF A PERMIT PARKING AREA
AT THE CUL-DE-SAC END OF SCARLETT COURT TO INCLUDE TAXI CABS
FOR THE RlDENOW PILOT PROJECT
WHEREAS, the Federal Highway Administration (FHWA) awarded a grant to the Alameda
County Congestion Management Agency (CMA) to implement and test the RideNuw carpool service at the
East Dublin/Pleasanton BART station; and
WHEREAS, the RideNow system is designed to make the most efficient use ofthe limited BART
parking by allowing people to carpool in a flexible and convenient manner; and
WHEREAS, the CMA, in partnership with BART, MTC, Caltrans, FHW A, the Cities of Dublin,
Pleasanton, Livermore, and San Ramon, and the Hacienda Business Park, has been working since Fall
2004 to launch a pilot program at the East DublinlPleasanton BART station; and
WHEREAS, the RickNow Pilot Project is intended to test the concept and usability of the new
RideNow technology, which is a web-based and interactive telephone system designed to connect and
match riders and drivers instantly to carpool to and from the East Dublin/Pleasanton BART station; and
WHEREAS, the goal of the RideNow program is to help reduce traffic congestion on freeways and
surface streets in Alameda County by reducing the number of solo-driven vehicles and encouraging more
commuters to use BART; and
WHEREAS, the CMA desires to launch the pilot Project by October 2005 and operate it for six
months; and
WHEREAS, continuation of the RideNow program beyond the first six months will be contingent
upon performance and degree of success achieved by the Pilot Project and the approval of a second phase
by the CMA Board; and
WHEREAS, the CMA has determined that an important element of the RickNow program is to
provide a guaranteed ride home to participants who do not successfully make a ride match with a driver
during afternoon commute hours of3:00 to 7:00 p.m. when commuters arrive at the BART station; and
WHEREAS, the CMA is offering a guaranteed taxi ride home service to RideNow participants if
rides are missed, using cab companies contracted for the CMA's Guaranteed Ride Home program; and
WHEREAS, the CMA has investigated a number of options for a taxi pick-up location, and has
identified the cul-de-sac area at the end of Scarlett Court as the only viable off-site option to accommodate
the taxi pick-up operation; and

WHEREAS, the CMA has requested the City of Dublin's assistance in allowing the cul-de-sac
area at the end of Scarlett Court to be used as a taxi pick-up location for RideNow participants who do not
successfully match with a driver during the afternoon commute; and
WHEREAS, on March 3, 1998, the City Council adopted Resolution 22-98 establishing a No
Parking Zone at the cul-de-sac end of Scarlett Court but allowing Preferential Parking Privileges in this
area for vehicles of City staffinembers and contract staffmembers displaying City permits; and
. WHEREAS, the CMA has indicated that the implementation of the Pilot Project is fully dependent
upon the ability to use the cul-de-sac end of Scarlett Court as a taxi pick-up area; and
WHEREAS, the City of Dublin has determined that the RideNow taxi pick-up operation at the cul-
de-sac end of Scarlett Court can be accommodated in an efficient and sate manner during the afternoon
hours when home-bound passengers arrive at the East Dublin/Pleasanton BART station, coupled with the
planned addition of a new streetlight inside the cul-de-sac for security and safety purposes during
nighttime; and
WHEREAS, in order to allow the RickNowPilot Project to use this cul-de-sac as a taxi pick-up
area, the current parking regulations at this location must be modified to allow "marked" taxi cabs for the
guaranteed ride home service to park in this area between weekday hours of3:00 p.m. and 7:00 p.m.; and
WHEREAS, the CMA will be responsible for furnishing special placards to its contracted taxi cab
companies for the Guaranteed Ride Home program to be displayed by the cab drivers marking their
vehicles as "RideNow Taxi Cab" when they pick up riders;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby approve amending Section 1 of Resolution 22-98 to read as follows:
"Pursuant to Dublin Municipal Code Section 6.04.275 and as established by Traffic Code Section
6.28.040 for Permit Parking areas, a No Parking Zone allowing Preferential Parking Privileges tor vehicles
of City staffinembers and contract staffmembers displaying City permits, and for taxi cab vehicles marked
as "RickNow Taxi Cab" between the weekday hours of3:oo p.m. and 7:00 p.m. provided that the RickNow
program - be it in the form of present or future phases - is officially active, shaH be established at the cul-
de-sac end of Scarlett Court, a total distance of349 feet."
