At this time, the public is permitted to address the Parks and Community Services
Commission on non-agendized items. Please step to the podium and clearly state your
name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In
accordance with State Law, no action or discussion may take place on any item not
appearing on the posted agenda. The Commission may respond to statements made or
questions asked, or may request Staff to report back at a future meeting concerning the
matter. Any member of the public may contact the Recording Secretary’s Office related
to the proper procedure to place an item on a future Parks and Community Services
Commission agenda. The exceptions under which the Commission MAY discuss and/or
take action on items not appearing on the agenda are contained in Government Code
Section 54954.2(b)(1)(2)(3).

Consent Calendar items are typically non-controversial in nature and are considered
for approval by the Parks & Community Services Commission with one single action.
Members of the audience, Staff or the Parks & Community Services Commission who
would like an item removed from the Consent Calendar for purposes of public input
may request the Chair to remove the item.

Homes” Holiday Home Decorating Contest and vote to select contest winners.

9. ADJOURNMENT
This AGENDA is posted in accordance with Government Code Section 54954.2(a). If

A Regular Meeting of the Parks and Community Services Commission was held on Monday,
November 20, 2023, in the Council Chamber at the Civic Center. Vice Chairperson Joseph
Washington called the meeting to order at 7:00 p.m.

7.1)Youth Mini-Grant Funding Recommendations
The Commission received a presentation on the Youth Mini-Grant Funding
Recommendations from Nicki Wanzenried, Recreation Coordinator, Youth Advisory
Committee Chairperson Braden Ou and Vice Chairperson Yma Santos.
Commissioners provided feedback and asked questions on various aspects of the report.
On a motion by Commissioner Richard Thornbury, seconded by Alternate Commissioner
Laura Gan, and by unanimous vote, the Commission recommended the funding amounts as
outlined in the Staff Report for City Council approval.

EXECUTIVE SUMMARY:The Parks and Community Services Commission will review the 2023 “Deck the Homes” Holiday Home Decorating Contest and vote to select contest winners.
STAFF RECOMMENDATION:Review contest applicants and select winners for the 2023 “Deck the Homes” Holiday Home Decorating Contest.
FINANCIAL IMPACT:Expenses for the program are included in the annual operating budget.
DESCRIPTION:BackgroundThe “Deck the Homes” Holiday Home Decorating Contest is intended to encourage and celebrate those residents who decorate their homes for the holidays. The Parks and Community Services Department organizes the program and utilizes the Parks and Community Services Commissioners to serve as the judges. The program was introduced in 2018, making 2023 its sixth season.Individual homes are judged in six categories. Winners receive a yard sign, a $50 gift card to a local business, and a certificate of recognition from the City Council. Staff promote the participants via various communication channels, including social media platforms and the City’swebsite. 2023 “Deck the Homes” Program At its October 16 meeting, the Parks and Community Services Commission reviewed the program and slightly adjusted the categories, adding two new categories, including the Dashing DebutAwardfor first-time entries and the Spotlight Award for a judge’s choice award. Additionally, applicants are no longer required to select specific categories when submitting a registration form. This change provides more flexibility for the judges and increases opportunities to win for

contest participants. The Parks and Community Services Commissioners served as the judges for the 2023 contest. The submission deadline was December 8, 2023, and judging took place between December 11-15, 2023.26 applications were received. Commissioners were provided an evaluation form to fill out for each nomination. Nominations were judged in the six categories listed below:
Seen from Space Award - Best Use of Lights and Color
Winter Wonderland Award - Best Use of Music, Movement, and Technology
Over Inflated Award - Best Use of Inflatables
Deck the Halls Award - Best Condo/Apartment
Dashing Debut Award – First-Year Contest Participant
Spot Light Award – Judges ChoiceAt its December 18, 2023, Commission meeting, Commissioners will present their recommendations and then take a final vote to select the winners.Winners not present at the December 18, 2023, meeting will be notified on December 19, 2023. Category winners will receive a special Best Holiday Decoration yard sign and a $50 gift certificate from local businesses. All winners will be invited to the City Council meeting on January 9, 2024, to be recognized.

Contest. One winner will be chosen from each of the following categories:

•Deck the Halls Award – best decorated apartment/condo/balcony
•Dashing Debut Award – rst year contest entry

Entry forms are available online at www.dublin.ca.gov/holidayhappenings or by request

The deadline to enter is Friday, December 8 at 4:00 p.m. Judging will take place December
11-15, and winners will be announced on December 19.
