Thompson, Public Works Director ATTACHMENTS: 1) 2) 3) Resolution Approving Funding Agreement with the City of Pleasanton Funding Agreement Letter dated November 8, 2001, from the City of' Pleasanton RECOMMENDATION: Adopt Resolution approving Funding Agreement with Pleasanton for Preliminary Engineering and Environmental Analysis of the Proposed Modifications to the 1-580 Freeway/Fallon Road/E1 Charro Road Interchange and authorize the City Manager to execute the Agreement FINANCIAL STATEMENT: With the execution of this Funding Agreement with the City of Pleasanton, Pleasanton agrees to reimburse the City of Dublin up to $94,700, the amount equal to the cost of amending the Project Report/Environmental Documentation, as outlined in Exhibit 'A' of the agreement. DESCRIPTION: The City of Dublin has: recently prepared a draft Project Report/Environmental Documentation (PR/ED) for proposed improvements to the 1-580/Fallon Road/E1 Charro Road interchange, as required mitigation associated with approved development projects in Eastern Dublin. Pleasanton has requested the City to have the draft PR/ED amended to include additional improvements at this interchange associated with proposed developments in 'Pleasanton. Dublin has a current contract with CCS, Inc., to prepare the PR/ED, and Staff has obtained a scope of work and fee proposal from CCS, Inc., for the additional PR/ED work. Pleasanton has agreed to fund the required additional cost of amending the PR/ED in the amount of $94,700 as outlined in the Scope of Work and Fee Proposal attached to the agreement as Exhibit A. This additional work includes a northbound Fallon Road to westbound 1-580 loop to accommodate traffic from the proposed Staples Ranch development in Pleasanton. Also included as a related agenda statement at this Council meeting is a contract amendment with the City's.consultant, CCS, Inc., to perform the additional work. Staff recommends that the City Council adopt the resolution approving the Funding Agreement with Pleasanton for preliminary engineering and environmental analysis on the 1-580 Freeway/Fallon Road/E1 Charro Road Interchange Modifications and authorize the City Manager to execute the Agreement. RESOLUTION NO. - 01 A RESOLUTION OF THE CITY couNCIL OF THE CITY OF DUBLIN APPROVING FUNDING AGREEMENT WITH THE CITY OF PLEASANTON FOR PRELIMINARY ENGINEERING AND ENVIRONMENTAL ANALYSIS OF THE PROPOSED MODIFICATIONS TO THE 1-580 FREEWAY/FALLON ROAD/EL CHARRO ROAD INTERCHANGE WHEREAS, Pleasanton and Dublin have mutual interest in performing physical modifications to the 1-580 Freeway/Fallon Road/E1 Charro Road interchange; and WHEREAS, Dublin has recently prepared a draft PR/ED for proposed improvements to the I- 580/Fallon Road/E1 Charro Road interchange as required mitigation associated with recently approved development in Dublin; and WHEREAS, Pleasanton desires to have the draft PR/ED amended to include additional improvements to the interchange as required mitigation associated with proposed developments in Pleasanton; and WHEREAS, Dublin has solicited and obtained a Scope of Work and Fee Proposal in the amount of $94,700 from CCS, Inc. dated November 27, 2001 for the required additional PR/ED work associated with' the proposed developments in Pleasanton; and · WHEREAS, Pleasanton and Dublin jointly prepared a funding agreement for this additional work and Pleasanton's City Council approved the fimding agreement on December 4, 2001. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby adopt this resolution approving the funding agreement with Pleasanton for preliminary engineering and environmental analysis of the proposed modifications to the 1-580/Fallon Road interchange. BE IT FURTHER RESOLVED that the City Manager is authorized to execute the agreement. PASSED, APPROVED AND ADOPTED this 18th day of December, 2001. AYES: NOES: ABSENT: ABSTAIN: Mayor ATTEST: City Clerk FUNDING AGREEMENT FOR PRELIMINARY ENGINEERING & ENVIRONMENTAL ANALYSIS 1-580 FALLON ROAD/EL CHARRO ROAD INTERCHANGE MODIFICATIONS THIS AGREEMENT is made this __ day of ,2001 by and between CITY OF PLEASANTON, a municipal corporation (hereinafter referred to as "Pleasanton") and CITY OF DUBLIN, a municipal corporation (hereinafter referred to as "Dublin"). RECITALS WHEREAS, Pleasanton and Dublin have mutual interest in performing physical modifications to the 1-580 Freeway, Fallon Road/E1 Charro Road interchange; and WHEREAS, said physical modifications will impact the 1-580 Freeway which is under the control and jurisdiction of the State of California, Department of Transportation (hereafter "Caltrans"); and WHEREAS, Caltrans requires a PR/ED Project Report/Environmental Document (hereafter "PR/ED") to be performed for any proposed physical modifications to its facilities; and WHEREAS, Dublin has recently prepared a draft PR/ED for proposed improvements to the 1-580 Freeway, Fallon R0ad/E1 Charro Road interchange as required mitigation associated with recently approved development (Dublin Ranch) in Dublin. WHEREAS, Pleasanton desires to have the draft PR/ED amended to include additional improvements at the 1-580 Freeway, Fallon Road/E1 Charro Road interchange as required mitigation associated with proposed developments in 'Pleasanton. WHEREAS, Dublin has solicited and obtained a Scope of Work and Fee Proposal from CCS, Inc. dated November 1, 2001 for the required additional PR/ED work associated with the proposed developments in Pleasanton. AGREEMENT NOW, THEREFORE, for the mutual consideration provided herein, the 'sufficiency of which is hereby acknowledged, the parties hereto agree as follows: Project. Pleasanton will fund the required additional cost of amending the PR/ED ($94,700), as outlined in the Scope of Work and Fee Proposal from CCS, Inc., which is attached hereto as "Exhibit A". Dublin Responsibilities. Dublin shall be responsible for the following: Enter into an agreement with CCS, Inc. to include the additional work for the Project. Administration of the CCS, Inc. contract, including review of monthly progress reports and processing payment to CCS, Inc. Submit monthly progress payment reports for completed work to Pleasanton Director of Public Works for processing of payments to the City of Dublin. Provide City staff to attend and participate in meetings as outlined in the Scope of Work from CCS, Inc. Pleasanton ResponsibiliW. Pleasanton shall be responsible for the following: Transfer funding for the Project that will be prOvided by Pleasanton to Dublin for the monthly progress payments within thirty (30) days of request. Provide City staffto attend and participate in meetings as outlined in the Scope of Work from CCS, Inc. Term and Termination. This Agreement shall become effective on the first date indicated above and shall terminate upon the acceptance by all parties of the work described herein. Indemnification. Neither Dublin, nor any officer or employee thereof, shall be respOnsible for any damage or liability occurring by reason of anything done or omitted by Pleasanton under or in connection with any work, authority or jurisdiction not delegated to or performed by Dublin under this agreement or otherwise. Pursuant to Government Code §895.4, Pleasanton shall fully indemnify and hold Dublin harmless for any liability imposed for injury (as defined by Government Code §810.8) occurring by reason of anything done or omitted to be done by Pleasanton under or in connection with any work described herein. Independent Capacity. Ambrose- City Manager ATTEST: ATTEST: Peggy Ezidro, City Clerk Kay Keck, City Clerk APPROVED AS TO FORM: APPROVED AS TO FORM: Michael Roush, City Attorney Elizabeth Silver, City Attorney EXHIBIT A SCOPE OF WORK FOR 1-580/FALLON ROAD INTERCHANGE MODIFICATION PROJECT City of Dublin TRAFFIC FORECAST UPDATE This is the scope of work of CCS Planning and Engineering, Inc. to provide traffic engineering services related to the updating of the traffic portion of the Project Study Report / Project Report for the 1-580 / Fallon Road Interchange, and to redefine the interchange conceptual geometrics based on the Year 2015 traffic forecast for the Phase I, initial project. CCS Planning and Engineering, Inc., in conjunction with TJKM, Dowling Associates, Inc. (Dowling), and David J. Powers and Associates (Powers) will perform the following items of work: PSR TRAFFIC ANALYSIS UPDATE Task 1. Coordination meetings (CCS, TJKM) - Attend coordination meetings with City of Dublin, City of Pleasanton, Alameda County, and Caltrans. Task 2. Review Traffic Forecasts and Previous Traffic Analysis - Task 2a - Compile and review data from previous traffic analysis (TJKM) Task 2b - Prepare updated traffic forecasts (Dowling) - Produce AM and PM peak hour turning movement forecasts for two intersections: 1-580 westbound off ramp and Fallon, and 1-580 eastbound off-ramp and Fallon. Plots of AM and PM peak hour link flows will be provided for the freeway and surface street approaches to the interchange and for the interchange itself. This data will be delivered to TJKM Associates for their operations analysis. Task 2c - Prepare updated traffic forecasts with Jack London Extension (Dowling) - A second set of model runs will be prepared to include the West Jack London Extension to E1 Charro Road. The same AM and PM peak hour plots and turning movement outputs will be produced and delivered to TJKM Associates. Task 3. Review and update assumptions (TJKM) - Prepare year 2015 traffic forecasts based on Dowling Associates' year 2000 Validation runs, existing counts, and City's traffic growth patterns. Update assumptions based on the latest available counts (no new counts will be conducted), land-use information, street network, and other issues such as cut-through traffic. Task 4. Perform and Update Operation Analyses for Years 2015 and 2025 Scenarios (TJKM) - Update the Traffic Operations Analysis for the Fallon Road/I-580 Interchange prepared by TJKM in 1999. Use the 2000 Highway Capacity Manual or 2001 CORSIM to perform the freeway and ramp junctions traffic operations; modified Circular 212 method as adopted by Contra Costa Transportation Authority (CCTA) or method normallY used in each City for intersection level of service analysis; Poisson Ratio method (Caltrans approved) to estimate the queue length for the turning lanes at ramp-end intersections; and SYNCHRO to evaluate the queue length and levels 1 11/27/01 Task 5. Task 6. Task 7. Task 8. of service for all intersections. Coordinate this traffic analysis with Caltrans to ensure that the above work elements are acceptable to them and to the City. Task 4a - Analyze freeway mainline merge/diverge, or weaving level of service to evaluate alternative lane configuration on freeway mainline and ramp junctions. Task 4b - Perform ramp-end intersection level of service analysis to determine the intersection lane configuration at Fallon Road and E1 Charro Road Task 4c - Perform signal warrant analysis Task 4d - Perform queuing analysis to determine the storage lengths for the turning movements at intersections Task 4e - Address ramp metering, HOV lane consideration, and mainline operations Prepare Draft Traffic Operation Report (TJKM) - Prepare and submit to the cities and Caltrans, a Draft Traffic Operations Analysis Report for review. Validation of Traffic Analysis (CCS) - Review Draft Traffic Operation Report, validates assumptions and traffic operations analyses. Select Link Analyses for Cost Sharing (Dowling) - For each of the two sets of model runs (with and without Jack London Extension), a select link analysis will be prepared for the AM and PM peak hours that will identify the city of origin and city of destination for the traffic using the I-~ 580/Fallon Interchange on-ramps, off-ramps, and the bridge over the freeway (7 links). Any vehicle trip using one or more of these links will be added to the city-by-city OD table for the entire interchange. The single table will then be used to compute the percentage of trips by city for each peak hour. The city-by-city OD table will include Livermore, Pleasanton, Dublin, Unincorporated Alameda County, and others. Prepare Final Traffic Operation Report (TJKM) - Upon receiving comments from the cities and Caltrans, prepare and submit a Final Traffic Operations Analysis Report to the cities and Caltrans. PREPARE GEOMETRIC APPROVAL DRAWINGS (GAD) AND ENVIRONMENTAL RE- EVALUATION Task 1. Prepare Draft Revised GAD including Proposed R/W (CCS) - Based on the Draft Traffic Operation Report on lane assignments, turning movements, queue lengths, etc., the GAD as submitted to Caltrans in May, 2000 will be updated. The updated GAD will include additional alignments, if any; revised typical cross sections, profiles, and layouts. Any necessary revision to the existing R/W will also be investigated. In addition, revisions to the 2025 traffic volume will be checked against the "plan line for ultimate geometry". Task 2. Task 3. Environmental Re-evaluation (Powers, CCS) -The rehsed Year 2015 geometrics will be re- evaluated against the existing environmental document. Any issue that is not consistent with the existing findings or requires additional studies will be identified. Evaluate Construction Phasing (CCS) - The proposed Year 2015 geometrics will be compared with the "plan line for ultimate geometry" for determination of feasibility and cost effectiveness 2 11/27/01 of any ultimate geometry improvements that should be incorporated in the Year 2015 project. The evaluation will include right-of-way, drainage, utility relocation, and traffic impacts etc. for construction phasing of the "ultimate" project. Task 4. Update Construction Cost Estimate and Design Schedule (CCS) - Construction cost estimate and design schedule will be updated based on the revised geometrics prepared under Tasks 1 and 3. Task 5.
