A Regular Meeting of the Dublin City Council was held on Tuesday, May 7, 2024, in the City
Council Chamber. The meeting was called to order at 7:00 PM, by Mayor Hernandez.

3) PRESENTATIONS AND PROCLAMATIONS
3.1) Affordable Housing Month Proclamation
The City Council presented the Affordable Housing Month Proclamation.
3.2) Introduction of Dublin Police Services Lieutenant Phillip Corvello
New Dublin Police Services Lieutenant Phillip Corvello was introduced to the City Council.
4) PUBLIC COMMENT
Mike Grant provided public comment.
Brent Songey provided public comment.
Phil provided public comment.
5) CONSENT CALENDAR
5.1) Approved the minutes of the April 16, 2024 Regular City Council Meeting.
5.2) Received notification of the City Engineer's receipt of the Final Maps for review for
Tracts 8449 and 8677, PA-North The DC (Dublin Centre) and PA-4 The DC (Dublin
Centre), respectively.
5.3) Adopted Resolution No. 29-24 titled, "Delegating the Positions Authorized to Request
Disbursements from the California Public Employees Retirement System California
Employers' Retiree Benefit Trust."
5.4) Adopted Resolution No. 30-24 titled, "Approving the License Subscription to
Oomnitza, Inc. for Information Technology Asset Management Software and
Authorizing the City Manager to Execute Annual Renewals."
5.5) Received a status update on the City's Two-Year Strategic Plan.
On a motion by Councilmember McCorriston, seconded by Vice Mayor Hu, and by
unanimous vote, the City Council adopted the Consent Calendar, except for item 5.6.

5.6) Report on the Business Recovery Playbook and Approval of the Small Business
Navigator Program and Outdoor Operations Grant Program
This item was pulled from the Consent Calendar by Councilmember Qaadri for further
discussion and a Staff presentation.
On a motion by Councilmember Qaadri, seconded by Councilmember Josey, and by unanimous
vote, the City Council adopted Consent Calendar item 5.6 and adopted Resolution No. 31-24
titled, "Approving the Guidelines for the Small Business Navigator Program and Outdoor
Operations Grant Program."
RESULT: ADOPTED [UNANIMOUS]

6) PUBLIC HEARING
6.1) Street Lighting Maintenance District 1983-I; Landscape and Lighting
District 1983-2; Landscape and Lighting District 1986-I; Landscape and
Lighting District 1997-I; Street Lighting District 1999-I
The City Council received a presentation on the Engineer's Reports and the levy of special
assessments in each of the five assessment districts for Fiscal Year 2024-25.
Mayor Hernandez opened the Public Hearing
Upon receiving no public comment, Mayor Hernandez closed the Public Hearing
On a motion by Councilmember Josey, seconded by Vice Mayor Hu, and by unanimous vote,
the City Council adopted Resolution No. 32-24 titled, "Approving the Engineer's Report,
Confirming Diagram and Assessment, and Ordering Levy of Assessment for City of Dublin
Street Lighting Maintenance District 1983-1, Landscape and Lighting District 1983-2,
Landscape and Lighting District 1986-1, Landscape and Lighting District 1997-1, and Street
Lighting District 1999-1."

8) NEW BUSINESS
8.1) City of Dublin Fiscal Year 2024-25 Human Services Grant Program
Funding Recommendations
The City Council received a presentation regarding the funding recommendation for the
Human Services Grant Program and approved a funding allocation for Fiscal Year 2024-25.
Mayor Hernandez opened the public comment period.
Upon receiving no public comment, Mayor Hernandez closed the public comment period.
On a motion by Councilmember McCorriston, seconded by Vice Mayor Hu, and by
unanimous vote, the City Council adopted Resolution 33-24 No. titled, "Approving Funding
Recommendations for the Fiscal Year 2024-25 Human Services Grant Program."
RESULT: ADOPTED [UNANIMOUS]

8.2) Report on Bikeshare Programs
The City Council received a presentation on bikeshare programs and factors impacting the
feasibility of such a program in Dublin.
Mayor Hernandez opened a public comment period. Upon receiving no public comment,
Mayor Hernandez closed the public comment period.
8.3) Discussion of the Use of a Virtual Platform for Public Comment
The City Council received a presentation on whether to continue offering a courtesy to the
public to provide public comment virtually via Zoom.
Mayor Hernandez opened a public comment period. Upon receiving no public comment,
Mayor Hernandez closed the public comment period.
By consensus,the City Council directed Staff to continue offering Zoom as an option for
public comment.

9) CITY MANAGER AND CITY COUNCIL REPORTS
The City Council and Staff provided brief information-only reports, including committee
reports and reports related to meetings attended at City expense (AB1234).
By consensus,the City Council directed Staff to include $5,000 in the Fiscal Year 2024-25
budget as one-time funding for the Sister City Association.
By consensus,the City Council directed Staff to add an informational item to the next agenda
regarding the Affordable Housing Fund.
