The City Council is the code reviewing body for City agencies, and the City Council must direct Staff to review the City's Conflict of Interest Code and make a determination by October 1, 2024, if there is a need to amend it. STAFF RECOMMENDATION: Direct Staff to review the City's Conflict of Interest Code and take the appropriate action. The City of Dublin's Limit for Fiscal Year 2024-25 is $485,074,181, which exceeds the City's related appropriations by $383,496,716. PUBLIC HEARING 6.1 Amendment to the Dublin Municipal Code Inclusionary Zoning Regulations (Chapter 8.68), Adopting a Methodology for Determining Affordable Housing In -Lieu Fees and Adopting Non -Residential Development Affordable Housing Impact Fees (PLPA- 2023-00032) The City Council will hold a public hearing to consider adopting amendments to the Dublin Municipal Code Inclusionary Zoning Regulations (Chapter 8.68), the methodology for establishing the Affordable Housing In -Lieu Fee, and the Non -Residential Development Affordable Housing Impact Fee. The amendments to the Inclusionary Zoning Regulations include lowering the applicability of the regulations to residential development projects of 10 or more units, creating separate affordability requirements for different product types, resetting the 55-year affordable resale restriction upon transfer of ownership units, and applying selection criteria to resale of ownership units. The Affordable Housing In -Lieu Fee program would be revised to establish fees on a per - square -foot basis for each product type. The Non -Residential Development Affordable Housing Impact Fee program would be retained with an inflationary index but would combine Research & Development and Office uses into a single category and set the fee at $1.39 per square foot. UNFINISHED BUSINESS — None. 8. NEW BUSINESS 8.1 Review of User Fee Study and Cost Allocation Plan The City's User Fee Cost Recovery Policy calls for a comprehensive user fee study to be conducted at least every five years to assure that user fees reflect the City's underlying costs. The current fee and cost recovery model was adopted by the City Council in June 2018. On December 19, 2023, the City engaged Matrix Consulting Group, Ltd to conduct both a User Fee Study and a Cost Allocation Plan. The City Council will receive the results of the two reports prior to considering adoption of a new master fee schedule. A public hearing to adopt the master fee schedule is scheduled for June 18, 2024. STAFF RECOMMENDATION: Receive the reports and provide input. The Mayoral term expires in December of this year.
