REGULAR MEETING 7:00 PM
A Regular Meeting of the Dublin City Council was held on Tuesday, May 21, 2024, in the
City Council Chamber. The meeting was called to order at 7:00 PM, by Mayor Hernandez.
I) CALL TO ORDER AND PLEDGE OF ALLEGIANCE

Mayor Hernandez stated that Public Hearing Item 6.1, Inclusion of a Community Facilities
District Financing Option in the City of Dublin's Participation in the California Statewide
Community Infrastructure Program (SCIP),would be continued to a date uncertain.
2) REPORT ON CLOSED SESSION
Mayor Hernandez reported there was no reportable action out of Closed Session.

3) PRESENTATIONS AND PROCLAMATIONS
3.1) Presentation from the Mayor's Council
The City Council received a presentation from the Mayor's Council on their activities during
the 2023-24 year.
3.2) 2023-24 Youth Advisory Committee Annual Report
The Youth Advisory Committee presented an annual report highlighting accomplishments
for the 2023-24 term.
3.3) Lupus Awareness Month Proclamation
The City Council presented the Lupus Awareness Month Proclamation.
3.4) Job's Daughters International Day Proclamation
The City Council presented the Job's Daughters International Day Proclamation.
3.5) Employee Introduction
New City of Dublin Staff member, Ramon Montanez, Code Enforcement Officer with the
Community Development Department,was introduced.
4) PUBLIC COMMENT
Brent Songey provided public comment.
5) CONSENT CALENDAR
Before reviewing the Consent Calendar, John Bakker, City Attorney, made a statement
regarding Item 5.5 noting that the Brown Act requires the City to provide a verbal statement
of any changes made to the compensation of city officials. The proposal in Item 5.5 is to
increase the City Manager's base pay salary by 3.5%, and it would include a one-time
contribution of$5,000 to the City Manager's Deferred Compensation account.
5.1) Approved the May 7, 2024 Regular City Council Meeting Minutes.
5.4) Received a report of payments issued from April 1, 2024 -April 30, 2024, totaling
$12,904,252.45.
5.5) Approved and Authorized the Mayor to execute the Fourth Amendment to the City
Manager's Employment Agreement and approve the one-time contribution to the
City Manager's deferred compensation account.

On a motion by Councilmember McCorriston, seconded by Vice Mayor Hu, and by
unanimous vote, the City Council adopted the Consent Calendar, except for items 5.2, 5.3
and 5.6.

5.2) Received the City Treasurer's Informational Report of Investments for the Quarter
Ending March 31, 2024.
This item was pulled from the Consent Calendar by Councilmember Qaadri for clarifying
questions.
5.6) Confirmed the Mayor's appointments to the Youth Advisory Committee and the Student
Representative to the Parks and Community Services Commission for the 2024-25 term.
This item was pulled from the Consent Calendar by Mayor Hernandez for further discussion.
By consensus, the City Council directed Staff to work with the Youth Advisory Committee to
discuss options for the structure of the Committee.
On a motion by Councilmember Josey and seconded by Vice Mayor Hu, and by unanimous vote,
the City Council adopted Consent Calendar items 5.2 and 5.6.

5.3) Waived the reading and introduced the Ordinance Rescinding and Replacing Ordinance
No. 6-82 Amending Dublin Municipal Code Section 2.08.020 and Providing for an
Increase in the Salary for Members of the City Council.
This item was pulled from the Consent Calendar by Vice Mayor Hu for a separate vote.
On a motion by Councilmember Josey and seconded by Vice Mayor Hu, and by a 3-to-2 vote, the
City Council adopted Consent Calendar item 5.3.

6) PUBLIC HEARING
6.1) Inclusion of a Community Facilities District Financing Option in the City of
Dublin's Participation in the California Statewide Community
Infrastructure Program (SCIP)

7) UNFINISHED BUSINESS
7.1) Economic Development Strategy Framework
The City Council received a presentation on the framework for the update to the Economic
Development Strategy and Economic Development Element to the General Plan.
Mayor Hernandez opened the public comment period.
Upon receiving no public comment, Mayor Hernandez closed the public comment period.
By consensus, City Council directed Staff to provide an informational report in the future
regarding programs to reduce vacancies within the City.
8) NEW BUSINESS
8.1) Report on Affordable Housing Fund Balance
The City Council received a presentation on the Affordable Housing Fund balance.
Mayor Hernandez opened the public comment period.
Upon receiving no public comment, Mayor Hernandez closed the public comment period.
Mayor Hernandez called for a break at 9:37 PM.
Mayor Hernandez reconvened the meeting at 9:40 PM.
By consensus, the City Council directed Staff to bring an item to a future meeting to consider
providing$5 million from the Affordable Housing Fund for Sunflower Hill at The DC.

9) CITY MANAGER AND CITY COUNCIL REPORTS
The City Council and Staff provided brief information-only reports, including committee
reports and reports related to meetings attended at City expense (AB1234).
By consensus, the City Council directed Staff to schedule a presentation from Visit Tri-Valley
for a future meeting.

Mayor Hernandez adjourned the meeting at 9:53 PM.
