ATTACHMENTS:1)Tri-Annual Parks and Community Services Department Report for January through April 2024. 7 Attachment 1 TRI-ANNUAL PARKS AND COMMUNITY SERVICES REPORT FOR JANUARY THROUGH APRIL 2024 Capital Improvement Projects & Park MaintenanceParks,Trails,&Open SpacesAt Dublin Sports Grounds, Fallon Sports Park,and Emerald Glen Park,the turf areas were slit seeded and received lip repairs, the infields were renovated to include ball field clay, and the dugouts had shade tarps installed.Both cricket fields, cages, and pitches at Fallon Sports Park and Emerald Glen Park were maintained. Also, Dublin Sports Grounds renovations included the reconstruction of backstops and the spreading of compost to enhance functionality and visual appeal. Maintenance and renovation efforts extended to the volleyball courts and scoreboard at Fallon Sports Park and the baseball and soccer fields at Emerald Glen Park. All work was completed during the annual field closure period, with fields opening back up for organized use on March 1. Ted Fairfield Park received substantial landscape maintenance, including planting 70 one-gallon rosemary plants. Finally, three-stream-bins were installed at Positano Hills, Passatempo, Sean Diamond, Clover, Schaefer Ranch, Stagecoach, Mape, and Shannon Parks. The Iron Horse Nature Park and Open Space Phase 1 groundbreaking was held on Thursday, April 11. Phase 1 of the new park will include a new trail, benches, seat wall, bike rack, bike repair station, shade structures,and educational interpretative signage highlighting the existing oak trees, wetland areas, and the history of the former railroad line through the site.A grand opening of the extension of St. Patrick Way from Amador Plaza Road to Regional Street was held on Thursday, April 4. The St. Patrick Way extension was designed as a future downtown event space and features Dublin’s newest piece of public art, “Acrossroadsacross”by artist Norie Sato. Dublin Art CenterThe center's opening has been delayed until 2025; however, Staff continue to work towards recruiting instructors and new classes. Classes cover a broad spectrum of interests,including ballet, Bollywood fusion, introduction to piano, flower pressing, paper-mâché, screen printing, resin art, watercolor painting, pencil drawing, charcoal artistry, color theory, encaustic hot wax basics,2D and 3D design concepts, clay exploration, hand-built ceramics, drama tailored for neurodiverse youth, beginner wheel throwing, iPhone photography, fascia stretching combined with ecstatic dance, classical Indian dance, and more. On March 6, a Request for Proposals (RFP) was issued to recruit a professional AV production management organization to provide quality sound and lighting services for Precinct Black Box Theater productions. The RFP closed on May 9. 8 Attachment 1People of the ParksThe People of the Parks program is an initiative that aims to foster community engagement and environmental stewardship. Dublin residents, businesses, organizations, and visitors are invited to keep Dublin clean and green. Participants completed theirfirst quarter in early January, and a raffle was conducted for those who submitted tracking sheets. Threewinners from the individual and family categories won prizes, including gift certificates, passes to The Wave, and passes to the Shamrock 5k. The second quarter began mid-January with 232 participants enrolled in the Individual and Family component and 10 in the Business and Organization component. Adopt-a-Bench ProgramThe Adopt-a-Bench program provides opportunities to honor special people or events and beautifies Dublin parks. When a park bench is adopted, a personalized message on an engraved plaque is added to either a new or existing park bench; this reporting period included the adoptions of three benches located in Don Biddle, Emerald Glen, and Schaefer Ranch Park.Contract ClassesDue to the introduction of new Yoga sessions, fitness classes experienced a rise in registrations. However, both Leisure and Sports classes observed slight declines in spring enrollment. Staff will continue to analyze these trends to determine the underlying causes and implement necessary adjustments for forthcoming seasons. February brought a Valentine's exchange and the beginning of fall 2024-25 preschool registration. In March, students sang and danced with Bingo Schmingo for St. Patrick’s Day and enjoyed a Spring Egg Hunt. April was busy with the 15th annual Pee-Wee Walk-a-Thon to raise money for the Youth Fee Assistance Program. Earlier this year, Staff encountered a new challenge due to the evolving landscape of early childhood education and Transitional Kindergarten (TK) becoming more prevalent. In response, Staff developed a new preschool program named Little Clovers, scheduled to launch in fall 2024. The recruitment for YAC members for the 2024-25 term was released in February, with 81 applications received by the deadline. Members were appointed at the May 21 City Council meeting. Kids Night Out Kids Night Out was held at The Wave on January 20. Sixtyparticipants registered for a night of activities and a pizza dinner. Now in its third year, participant registration has increased by 30% over prior years, and the program will continue to be offered occasionally to meet the growing interest. Youth and Adult SportsAdult SoftballThe Coed division of the Adult Softball Spring League returned to Fallon Sports Park on March 7 with eight teams enrolled consisting of 105 players. Adult BasketballThe Men's Basketball Winter League at Stager Gymnasium had eight teams enrolled,consisting of 85 players. Games began on January 21, and the season ended with a championship game on March 24. Junior Warriors Youth Basketball LeagueThe Junior Warriors Youth Basketball League returned for its 2023/24 season. The season ran from December 4 - March 9, with 70 volunteer coaches and 671 co-ed participants from 11 Attachment 1kindergarten through eighth grade. Following the season’s conclusion, the City was among two teams selected to participate in the Junior Warriors Classic in Oakland at the Warriors practice facility.Facility Rentals Athletic Facilities/Picnic ReservationsStager Gymnasium hosted four youth basketball tournaments, totaling over 76 hours of use with over 1,500 participants. The multi-use cages at Fallon Sports Park were closed from March 11 to April 17 for lighting upgrades. The existing lights were modified, and additional lights were installed to enhance safety. The museum has implemented new hours, now welcoming visitors on Tuesdays from 4:00 p.m. to 8:00 p.m. and Saturdays/Sundaysfrom 10:00 a.m. to 2:00 p.m. In response to these schedule changes, Staff has enhanced the visitor experience by updating self-guided tour pamphlets for the Murray School House and Kolb House, enabling patrons to explore the exhibits at their own pace. Furthermore, new activities for children, including an informative cemetery scavenger hunt, providing engaging experiences for all ages, were added. Moreover, Staff continues to leverage the web-based/mobile app program, Otocast, to enrich visitor engagement. This program puts storytelling in the palm of your hand with narrated self-guided tours of the park highlighting important pieces of history. The Ohlone Medicine and Spirituality exhibit will be on display in the small classroom until August 2024. This exhibit examines the native plants and medicinal and spiritual traditions of the Ohlone. Weekend Wonders Weekend Wonders are one-day workshops heldmonthly at Heritage Park and Museums on Saturdays. In January, participants made dipped candles. In February, families made Valentine's cookies and cards while enjoying tea and hot chocolate. In March, participants had a garden party with fun crafts and planted seeds to take home and watch grow. Spring Story TimeDuring the reporting period, Heritage Park hosted its newest no-cost program, Spring Storytime. This program includes a book read by Staff and themed activities to follow. This program began in February and will continue every Saturday in the Kolb House from 11:00 AM - 1:00 PM until May 25. School Field TripsHeritage Park School field trips began in April, hosting two local elementary school classes (Kolb and John Green). As part of third-grade local history lessons, students learned firsthand about their community’s rich history and cultural significance. In total, 209students participated.Dublin CemeteryThe Pioneer Cemetery introduced an online GIS database (Storymaps) that allows public exploration of burial records on mobile devices and computers. Five new memorial pavers were ordered, and installation is expected this summer. The Memorial Boulder Program 13 Attachment 1completed a full internment with scroll. One memorial tree plaque was purchased this reporting period bringing the total to 13.Public Art The department introduced a new temporary art project that included painting various storm drainsthroughout Dublin. Twenty storm drains were selected to be painted with the theme of making the community aware of environmental sustainability. The submittal period for Utility Box Art proposals closed on April 16, and 46 proposals were received from 32 separate artists. The review process is underway with painting scheduled for summer 2024.Senior Center Senior ProgrammingThe Dublin Senior Center experienced a significant increase in average daily visitors compared to 2023, peaking in January of this year. The noticeable difference in visitor attendance is attributed to the addition of program offerings including: Senior Mixers, an increase in Bingo participation, Ping-Pong special tournaments, an additional offering of Line Dance, the Lunar New Year event, an AARP Tax Aid program, and Mindfulness and Meditation classes being offered in partnership with AmeriCorps and the Dublin Mayor’s Youth Council. In addition, in partnership with VIP Travels and Tours, the center has expanded its trip/tour offerings as of March to include monthly casino trips, which visitors had highly requested.The center also witnessed a consistent increase in volunteer hours across all months compared to 2023. This is due to the addition of student volunteers being utilized at the Senior Center. This special event serves as a gesture of gratitude from City Staff, City Council members, and the Senior Center Advisory Committee towards volunteers who play integral roles in leading classes, organizing events, and facilitating programs throughout the year. 14 Attachment 1To honor their commitment and contributions, the City's executive team personally served over 60 volunteers a catered meal and provided small gifts of appreciation. Open Heart KitchenIn partnership with Open Heart Kitchen, this senior lunch program continues daily,averaging 60 lunches per day and serving 5,204 lunches in this reporting period. Thecongregate meal program provides a sense of stability for seniors. Special EventsSt. Patrick’s Day Celebration Festival On March 16 and 17, the City of Dublin held its 40 thAnnual St. Patrick’s Day Celebration Festival. Staple festivities such as the Lions Club Parade, Firefighters Pancake Breakfast, the Shamrock Fun Run and Walk, and Tea Cottage made this two-day festival a hit. To commemorate the 40 th anniversary, on Saturdaynight, a 200-drone show illuminated the skies above the city. Following tradition, there were three stages of live Irish entertainment, an Irish Marketplace, and carnival rides and games. An estimated 80,000 attendees showed up in high spirits!Shamrock 5K Fun Run & WalkThe Shamrock 5K Fun Run and Walk saw record enrollments this year, with 2,684 participants signed up for the competitive and untimed race. Runners participated in the 5K, with the top three of each competitive age group receiving awards for placement. The City also saw involvement from sponsors and in-kind raffle donators, including Sports Basement's $300 gift card donation and Tesla’s grand prize of a week with a rental Tesla.Farmer’s Market The Dublin Farmers Market opened on Thursday, April 4, with over 25 unique vendor booths. The Market is held on Thursday evenings at Emerald Glen Park and will run from April 4 - September 26; except for July 4.Spring EggstravaganzaOn Saturday, March 30, the Spring Eggstravaganza at Heritage Park had a turnout of 750 participants! Community members enjoyed the fun-filled event, including a classic egg hunt and photo opportunitieswith Peter Rabbit and Flopsy. Due to popular demand, face painting returned and was increased to two artists. This change significantly decreased wait times for families who were eager to have their faces painted with colorful characters and animals. 15 Attachment 1Dublin Pride WeekThe annual Dublin Pride Week, from April 20 – April 27, themed “Dublin: Green City, Bright Future!” kicked off with Volunteer Day on Saturday, April 20. DESCRIPTION:BackgroundAt its May 9, 2024, meeting, the Heritage & Cultural Arts Commission (Commission) reviewed proposals received for the 2024 Utility Box Art program. While the Commission generally agreed with the selection of top proposals (Attachment 1), some concerns were raised about individual proposals. These concerns were specific to darker color paint being used on various proposals, as well as the overall aesthetics of the Parks Reserve Forces Training Area (Camp Parks) themed boxes that would be located adjacent to Camp Parks along Dougherty Boulevard. The Commission voted to forward the item to a future date, allowing Staff to provide feedback, review, and address concerns with responsible artists. 18 Page 2 of 3 Utility Box ArtAnnually, the city implements a Utility Box Art program, which is coordinated as a temporary art program, allowing for up to ten utility boxes to be painted by local muralists. The city seeksproposals that incorporate annual themes with unique and creative ideas. Artwork proposals must align with the City’s Values, which are a part of the adopted Mission and Vision Statements, including safety, inclusivity, diversity, equality, and history. Artwork must also be suitable for all ages. All painted utility boxes are owned by the city and used to control traffic signal lights.Under the City’s current Public Art Master Plan, all public artworks must be produced by professional artists or by a student artist under the direction of a professional artist. Student artists may work under a visual arts mentor’s guidance, and student artists’ design proposals must identify the professional artist by whom they are being mentored.2024 Utility Box Art ProgramStaff issued a Call for Artists on February 23, 2024, publicizing the opportunity through normal City channels (website, social media, etc.). The deadline to apply was April 16, 2024. The design theme for 2024 is “Out of this World.” In addition, four of the utility boxes are scheduled to be painted near Camp Parks. Artists were encouraged to submit ideas and proposals that align with the 2024 theme, or honor Camp Parks past, present, and future. Thirty-four design proposals were received from 20 professional artists, and 13 design proposals were received from 12 student artists. In total, 47 design proposals were received from 32individual artists (Attachment 2). Each design proposal includes artist resumes, artist statements, and the artist’s proposed visual design. Next StepsBased on initial evaluation, and after review of proposal modifications made by artists, the Commission will consider recommending ten design proposals and associated box locations to the City Council for approval. Should the Commission desire to not select proposals, any or all proposals could be rejected, and the locations slated for Utility Box Art in 2024 would get bumped to 2025. Since Dublin has an Irish counterpart, I used that as a main point of my art. I depicted central parts of Irish culture, like leprechauns and pots of gold. The pot of gold holds multiple meanings in my work. First, it represents Irish culture. It also symbolizes hope, luck and the mission to reach something out of our grasp. From a young age, I took an interest in art and decided to pursue it. Although I haven’t participated in many events like these, I have a passion for art and I want to take my talents and put it to use for the community. As a child, I drew a lot and liked to sketch what I saw in books and on TV. This later translated into a genuine interest, and I soon found myself learning how to properly draw. My art teacher, Mrs Nidhi, helped me hone my talent and taught me new things at the same time. I learned better how to paint and color my sketches, and it opened newer horizons for me. I only recently decided to pursue art for my future, and I’ve been working to build a portfolio and resume to help with this. I’ve been practicing for hours daily and have been taking rigorous courses like AP art and design and digital art in order to learn new techniques and improve as an artist and have results to show for it. Along with this, I have an interest in serving my community. I take part in Boy Scouts, and I regularly help out in service projects. I also participate in my school’s community by being present and taking part in campus beautification activities. I would describe myself as having a strong sense of community and I hope to be able to use my talents to broaden my outreach in order to benefit my society. I believe that art is a pathway for me to be able to express my creativity in a way that can promote creativity in others as well. I feel that by working on this project I will not only improve myself but improve the city of Dublin as well. Ever since I was able to hold a pencil, I have loved drawing, and I have continued to enjoy it ever since then. She has been taking weekly art lessons at Michelle Meng’s Art Studio for almost nine years. She works in many mediums of art but mostly enjoys sketching and painting. In addition to visual arts, Iris has also been trained in performing arts, such as dance and music. Because of this, her art usually takes a more whimsical approach when it comes to landscapes. She has lived all of her life in a suburban landscape but often takes outdoor hikes with her mother, which she finds to be inspiring for her art. Iris has competed in the Junior Duck Stamp Contest, the Dublin Arts Collective logo contest, and the Alameda County Fair, in which she has won the title of Best in Class, Best in Show, and Judge’s Favorite. She won first place at the Dublin San Ramon Women’s Club Student Art Festival, and has been commissioned by local businesses like Country Waffles. Iris views art as a very relaxing hobby and often finds herself drawing in her free time. When I was young, I often thought the ocean was an entirely different world from our own—that’s what I wanted to bring to life in my design. But I also wanted to make it something even more unbelievable, which is why I chose to transition from a more traditional seascape to a sky teeming with sea life. By showing these creatures in untraditional environments, I hoped to encourage others to branch out from their comfort zones. I was stunned by the sheer numbers of military personnel that moved through the lat, barren track of old Dublin. As a civilian, I was shocked at the hundreds of buildings constructed for World War II effort in a matter of months. There were so many questions, that I met with Steve Minniear, Dublin Historian, and author of the incredibly helpful book, “Dublin and the Tri-Valley: The World War II Years.” From these conversations and readings, including wikipedia and US military history sites, I devised these four designs: Fleet City, the SeaBees, Parks Air Force Base, and Women in Service. I could have also added the Livermore Air Force Strip from WWII and the current Camp Parks military housing as two more designs. Because of the short time to the deadline, the images may change slightly and I may be able to add more detail as I learn more about this history. All information, text or imagery, will be put to Steve Minniear for approval. All photos used for reference will be properly acknowledged with full rights. Lorraine Wells is not just a talented artist, but was raised a sign painter from an early age and can script the pre-approved text onto the utility boxes. I hope these boxes will enthrall and educate the passing public as to Dublin’s amazing past. Attachment 2 110 Jen Huber, Page 9 Camp Parks: Fleet City 1941 - 1946 With the onset of World War II, the United States Navy began building the area known as Shoemaker in California. This location became their base for Basic Training and distribution of the SeaBees, the construction arm of the Navy, as well as Shoemaker Hospital, and the barracks for personnel and POWs. As stated in Steve Minniear’s book, Dublin and the Tri-Valley: The World War II Years: “At one point during the war, the three major facilities in what is now Dublin were called “Fleet City.” Camp parks and Shoemaker Naval Hospital were designed to support the Seabees.” During these ive short years, the Navy constructed 110 wood barracks, 146 buildings, 697 Quonset hut barracks, 348 Quonset huts, and 61 steel Buildings. Camp Parks trained over 116,000 men. During its height, 20,000 men were stationed at the base. Fleet City focuses on the buildings, and the atmosphere. I have left space below each image to add further relevant history during this time. The Map is the most important panel. I will be detailing the location of the important, to service Men and Women, buildings, as well as explaining their location relation to today’s streets and landmarks. Each panel depicting a building will be painted in Edward Hopper Style with directed sunlight to depict the time of day, morning. I include a sample of one of my paintings to illustrate the style. Attachment 2 111 Jen Huber, Page 10 SeaBees of World War II The Seabees, or Naval Construction Battalion moved through the Camp Parks, Shoemaker Camp Naval base between 1941 and 1946. It is estimated that as many as 71 separate Seabee battalions went through between 1943 and 1945, alone. Many were proud of their role in the SeaBees and the Navy yearbook from this time includes pictures of black Americans alongside white Americans. I would like to locate photos of black Seabees who spent time at Camp Parks. Steven Minniear, Dublin’s historian, assures me with time, this can be accomplished. The image of three sailors on one side, would become portraits of three men who served locally. The other panels include training that occurred at the base, as well as a panel depicting what SeaBees did in the Paciic, once deployed. The personnel will have some detail, but soft edges and warm light. Mount Diablo will feature prominently over the Rile practice panel. Attachment 2 112 Jen Huber, Page 11 Parks Air Force Base: 1951 to 1959 With the onset of the Korean War, the United States Air Force took control of what was left of Camp Parks. They renamed it by dropping the “Camp” and turned it into a Basic Training Center. Eventually they moved the basic training to other air force bases. However, they issued yearbooks for personnel during this time. The photos these are based on are from the actual yearbook and I include an aircraft lying over in each panel relevant to the war and the year. I have left space at the bottom of each of these panels for further information to better educate the public on our local history. The style of painting on this panel will be atmospheric, featuring billowing clouds, or mist, on every panel. The personnel will have some detail, but soft edges and warm light. Attachment 2 113 Jen Huber, Page 12 Camp Parks: Women in Service United States Naval Women’s Reserve or WAVES (Women Appointed Volunteers for Essential Service) were at Camp Parks from 1942 to 1946. To be accepted a woman had to be from 20 to 49 and have a college degree or the equivalent work experience. As for Navy Nurses, at the onset of the war, there were 800 active duty nurses but by the end of the war, that number grew to almost 1, 800, with 9,000 in reserves. Whether a WAVE working in an ofice or engineering position or a nurse at Shoemaker Hospital or later on a Navy Ship the work was hard and the women were exposed to constant hostility from men. So much so, that I am considering adding the picture of WAVES eating at their own designated table in the Mess Hall, to give them some peace. The photos will not be copied exactly and I hope to use some local nurses and WAVES from their yearbook. I would like to put a portrait of the highest ranking woman oficer today: Admiral Michelle Howard. These gastropods, which are present around the Bay Area, clung to the underskirts of the river’s banks in the day’s heat, except for one brave soul sending itself on a slime rope swing into the river – a curiosity which sent me and our 4-year-old investigating the details of these underfoot lives. Understories plays with the “Out of This World” theme - referencing an other-worldly and prehistoric creature that inhabits our day-to-day forest meanderings, but experiences another sensorial universe of scents, munchings, and pathmaking. The most common phrases I heard were things like "life stinks" or "life is so unfair". This feels like a very common message in the world. But I believe there is real power is the ·out of this world" message that Life Doesn't Stink! We can move past disappointments and hard things when we look for the good and find things to be grateful for. Look Up As I've studied the effects of depression and anxiety on our parents and teens, I've noticed that it tends to make us look down, both literally and metaphorically. We cast our eyes down to the ground and we also look down on ourselves and our potential. My message is to Look Up! Look forward, move past, feel hopeful and believe in possibility. I hope that youth and adults alike can embrace this out of this world message. Climbing Mountains To gether I have always been inspired by mountains and their beauty and majesty. But, it was only after I summited my first mountain that I realized how important it is to climb mountain� wit� p�ople who push and strengthen you. I was inspired by the Metamorphosis by Gurbuz Dogan Ek�ioglu and indian mandala art which both, in harmony, highlight the mysterious and surrealist nature of an ocean. The style of Indian Mandala art allows intricate geometric details to craft beautiful designs that embody spiritual and religious significance in Indian culture. The contrasting elements like the fish and bird signify change and renewal in society as we transform into something new and beautiful like them. She is 13 years old, and always has had a passion for arts and crafts, whatever form it may be in. Doodles, painting, clay, she was interested in all of it.Throughout her school life, she has always been known as the artsy kid, even in second grade. Although her mom insisted she should take an art class outside of school, Youna never really gave it much thought, liking the idea of being self taught. In the past three years of her Middle School life, whenever there was a chance to take a class related to art, she jumped in without any hesitation. Each year, Staff works with the Heritage and Cultural Arts Commission to identify the project that will be developed and implemented that year. In recent years, the City has completed painted storm drains, library boxes, oversized picture frames, and others. For the next project, Staff has developed three potential options for the Commission to consider, as outlined below. The project is anticipated to begin with solicitation to artists in summer 2024 and be completed in spring 2025. Costs for each project vary but cannot exceed the total funding allocation for the annual Temporary Art Program. 2024 Temporary Art Program Options 182 Page 2 of 2 Option 1 – Mural paintings on basketball courts at city parks, specifically the key (rectangle area directly adjacent to each basket). Possible locations include Alamo Creek, Dolan, Ted Fairfield, and Schaefer Ranch Parks. These four locations would allow for eight murals to be painted. Project supplies procured by the City, including paint, will cost approximately $5,000. Additionally, each artist would receive a $500-$1,000 stipend per mural. Option 2 – Decorated molded fiberglass shamrocks, approximately three feet high by threefeet wide. Five shamrocks would be decorated by artists and placed at parks and facilities throughout Dublin including The Wave/Emerald Glen Park, Civic Center, Shannon Park and Community Center, and others. Additionally, as these are on a weighted base, they could be moved around to different parks and facilities if desired. Project supplies procured by the City, including five fiberglass shamrocks, will be approximately $15,000. Each artist would provide their own supplies to decorate the shamrock and receive a $500-$1,000 stipend. Option 3 – Painted wood lawn benches. Eight to 10 benches would be painted by artistsand displayed in parks and facilities throughout Dublin. Project supplies procured by the City, including the wood lawn benches, would cost approximately $4,000. Each artist would provide their own supplies to decorate the bench and receive a $500-$1,000 stipend.Next Steps The Commission is being asked to provide input on the project option to pursue, including locations, artist stipend, design, and any other items that should be considered before project implementation.
