PARKS AND COMMUNITY SERVICES COMMISSION
MINUTES OF: December 17, 2007
The December 17, 2007 meeting of the Parks & Community Services Commission was called to order at
7:01 pm at the Dublin Civic Center, Dublin, California, by Chairperson Flores.
PLEDGE OF ALLEGIANCE
Chairperson Flores led the Pledge of Allegiance.

Commissioners Present: Flores, Jones, Elias, Guarienti, Lorenzo, and Muetterties
Commissioners Absent: None
ORAL COMMUNICATIONS
3.1 BRIEF INFORMATIONAL ONLY REPORTS FROM SENIOR CENTER AND YOUTH
ADVISORY COMMITTEES
Senior Center Advisory Committee
Mr. Martin Baron reported that the Holiday Dessert Party and the Holiday Luncheon were a success.
He reported that the Senior Advisory Committee invited patrons and volunteers to attend a workshop to discuss
ideas for new programs and services, and ways to foster more effective and communication between the
Advisory Committee and patrons.
He stated that upcoming events include the New Year’s Luncheon on January 10, 2008, the Super Bowl Party
on February 3, 2008, and the 2nd Annual LIFE event in May 2008.
He introduced the new format for the Senior Center’s monthly newsletter.
Cm. Guarienti stated that the Holiday Dessert Party and the Holiday Luncheon were both very nice. He thanked
Mr. McCreary, Parks & Community Services Manager, for facilitating the workshop at the Senior Advisory
Committee meeting. He stated that the attendees were very appreciative for the workshop.
Youth Advisory Committee
Cm. Gabriella Lorenzo stated that she was unable to attend the Youth Advisory Committee meeting. She
reported that Ms. Angela Gamez, Recreation Technician, visited Dublin High School to survey random students
on what programs and events teens would like to see in the area.
She stated that upcoming events include the “So You Think You Can Dance” teen dance on January 11, 2008.

On a motion by Cm. Guarienti, seconded by Cm. Muetterties, and by a vote of 4-0-2, the Commission voted to
approve the minutes of November 19, 2007 as submitted. Cm. Elias and Cm. Jones abstained from the vote due
to their absence during the November 19, 2007 meeting.

NEW BUSINESS
8.1 BIKEWAYS MASTER PLAN PROGRAM UPDATE
Ms. Erin Lamberger, Public Works Administrative Analyst I, presented the specifics of the program as outlined
in the Staff Report.
Cm. Guarienti Rich complimented Ms. Lamberger on the Staff Report. He asked if the educational programs
would be publicized in other outlets in addition to the City’s website. Ms. Lamberger stated that although the
advertising details are not finalized, most of the programs would probably be advertised in the City’s Activities
Guide as well.
Chair Flores invited the Commissioners to give input on methods to solicit feedback from the public on
bikeways programs and projects. Cm. Guarienti explained that workshops work very well for soliciting
feedback from the public. He discussed how other organizations have benefited from hosting workshops. He
stated that his recommendation is to have a community meeting or workshop hosted by the Parks & Community
Services Commission; either as a separate meeting or as a part of a regular meeting.
Cm. Lorenzo asked if the community meetings would be intended to provide information to the public or to
obtain answers from the public on specific questions or concerns. Ms. Lamberger explained that the intent
would be to solicit feedback from the public on the projects and programs they would like to see as part of the
program. Cm. Lorenzo stated that Staff should continue to distribute informational brochures at public events.
Ms. Lamberger stated that Staff plans to distribute brochures at all public events in the future.
Cm. Guarienti suggested that if there are two community meetings per year, one meeting should discuss the
educational programs and the other meeting should discuss the projects portion of the program. Cms. Elias and
Jones agreed with Cm. Guarienti’s ideas, stating that such meetings would also raise the visibility of the Parks
& Community Services Commission.
8.2 GLEN THE GUIDE MASCOT COSTUME
Mr. Paul McCreary, Parks & Community Services Manager, presented the specifics of the item as outlined in
the Staff Report.
The Commission expressed delight with costume, as well as its purpose and use.

Mr. Paul McCreary, Parks & Community Services Manager, presented the specifics of the item as outlined in
the Staff Report.
Cm. Jones stated that he receives a lot of good comments about the Senior Center from residents and non-
residents. He stated that such an attribute adds value to the City.
Cm. Guarienti stated that the Senior Center Advisory Committee has become more structured over time. He
commended Mr. McCreary and Ms. Anna Hudson, Senior Center Recreation Coordinator, for their work with
the Senior Center Advisory Committee.
Cm. Elias stated his support for the visionary Vision Statement. He stated that the Statement is a great step in
the right direction.
Cm. Muetterties stated that she is very impressed with the Senior Center Advisory Committee.
OTHER BUSINESS
9.1 BRIEF INFORMATION ONLY REPORTS FROM PARKS & COMMUNITY
SERVICES COMMISSIONERS AND/OR STAFF
Cm. Muetterties stated that she would be unable to attend the 2008 CPRS Conference.
Cm. Elias stated that he attended a football banquet for the Dublin Falcons Program at the Senior Center. He
stated that everything was great. He shared an observation from a column he wrote discussing gangs in Dublin
and the Dougherty Hills Dog Park. He stated that he would be out of town during the next Parks & Community
Services Commission meeting.
Cm. Guarienti stated that he attended the Fallon Sports Park Community meeting. He stated that the meeting
went well and was well attended.
Cm. Jones stated that he attended a Town Hall meeting about moving a tot lot from Valley High School to
Wells Middle School. He asked that the agenda packet for the January 2008 Parks & Community Services
Commission meeting be emailed to him.
Ms. Diane Lowart, Parks & Community Services Director, distributed the prototype of the St. Patrick’s Day
posters that would be presented to City Council. She reported on:
• Shannon Artwork being presented to the City Council;
• Shannon Center construction status;
• Piazza Sorrento is in its 90-day maintenance period;
• Devaney Square construction status;
• Pasatempo Park design is on hold;
• Fallon Sports Park construction status;
• Stagecoach Park project is out for proposals;
• Relocation of the Kolb house and structures;
• City Council decision on Dougherty Hills Dog Park; and
• Dougherty Hills Dog Park would be closed from January 1, 2008 thru March 31, 2008.
Mr. Paul McCreary reported that Ms. Dora Sotelo, Office Assistant II, retired on December 28, 2007. He stated
that Ms. Rachel Fishler has been hired as her replacement. He stated that upcoming events include the “So You
Think You Can Dance” teen dance, the next Winter Concert at the Senior Center, and the “Capture the

Creature” event at Alamo Creek Park. He further stated that the Senior Center would be closed for maintenance
December 22, 2007 thru January 4, 2008.
