A regular mee~'-~ng of the City Council of the City of~ Dublin was held on
MondaY, August 25, 1986 in the meeting room of the DUblin Library. The
meeting was called to order at 7:30 p.m. by Mayor Peter Snyder.
ROLL CALL
PRESENT: Councilmembers Hegarty, Jeffery, Moffatt, Vonheeder and Mayor
Snyder.
PLEDGE OF ALLEGIANCE
The Mayor led the Council, Staff and those present in the pledge of alle-
giance to the flag.
CONSENT CALENDAR
On motion of Cm. Hegarty, seconded by Cm. Vonheeder, and by unanimous vote,
the Council took the following actions:

ApprOved the bid specifications for street sweeping and authorized Staff to
proceed with formal bid process pursuant to the City's Purchasing Ordinance;
Approved Warrant Register in the amount of $185,774.16
Cm. Vonheeder requested that a correction be made to page 172 of the minutes.
The motion adopting the Smoking Pollution Control Ordinance was seconded by
Cm. Jeffery rather than Cm. Vonheeder.
Cm. Hegarty requested that the planning consultant agreement be removed from
the consent calendar for questions. Staff clarified that the zoning
ordinance needs to be brought into conformance with regard to the densities
identified in the General Plan. This will be the first step to reviewing the
zoning ordinance. Public hearings will be conducted over the next year and
anyone who so desires will have a chance to be heard.
On motion of Cm. Hegarty, seconded by Cm. Vonheeder, and by unanimous vote,
the Council:
Approved corrected Minutes of Regular Meeting of August 11, 1986;
Authorized City Manager Ambrose to enter into an agreement with Duncan &
Jones for Planning Consultant services;
DONOHUE DRIVE TRAFFIC STUDY
The City Council received a report from the City's Traffic Engineering firm,
TJKM in October, 1985, regarding a speed study that was done on Donohue Drive
and Landale Avenue.
Ty Takawa, TJKM, indicated that the report stated that the prevailing speeds
observed on Donohue Drive were in the 34-37 mph range. Stop sign placements
were studied at three intersections: Donohue Drive @ Gardella Drive, and @
Ironwood Drive and Landale Avenue @ Vomac Road. TJKM felt that the placement
of stop signs in these locations would not do anything to lessen the speed of
vehicles traveling on the long unbroken section of Donohue Drive and might,
in fact, cause speeds to increase. The report also stated that motorists
might be inclined not to stop at these proposed stop signs because of the low
volume of side-street traffic at these locations. While the traffic volume
is higher at the Vomac/Landale intersection, a stop sign in this location
would have no effect on speeds on either Landale or Donohue.
The recommendation of this report was to increase police enforcement of the
25 mph speed limit on these streets and to install reflective pavement
markers along the yellow stripe on Donohue Drive and Landale Avenue.
The Council requested that a review of this report be placed on the agenda
for this meeting.

The placement of speed buttons/bumps was discussed. Staff reported that this
was considered initially and the residents felt they would create too much
noise.
Mr. Takawa indicated that ceramic buttons may be an alternative and they
could be staggered with reflective markers. The volume on this road is
approximately 1600 vehicles per day.
Cm. Hegarty suggested putting in bumps as a starter.
On motion of Cm. Vonheeder, seconded by Cml Moffatt, and by unanimous vote,
the Council agreed to continue this item until the meeting of September 8,
1986, and directed Staff to notify all residents along the streets in
question. Residents should be told that they will be able to make their
requests and feelings known at this meeting.
SAN RAMON ROAD PHASE II - AWARD OF BID - CONTRACT No. 86-6
At its meeting of April 28, 1986, the City Council authorized Staff to
advertise the San Ramon Road Phase II Street Reconstruction, Traffic Signal,
Street Lighting and Landscaping Contract 86-6 for bids.
The City received a total of 5 bids for this project. The low bidder was
Grade Way Construction. The bids received ranged from '$1,837,181.89 to
$2,195,063.44, the low bid being approximately $400,000 over the Engineer's
Estimate.
The major differences over the estimate were discussed. Because the 5 bids
received were relatively close in range, it was felt that no cost savings
would be realized by rebidding the project.
City Manager Ambrose reported that $1,244,100 was budgeted for the
construction portion of this project.
Cm. Hegarty questioned if assessments will be adjusted to fit within the new
costs.
City Engineer Thompson indicated that it would be necessary to conduct
another public hearing. This will most likely be done at the end of the
project. When final figures are in, the assessments to the properties can be
adjusted.
On motion of Cm. Moffatt, seconded by Cm. Jeffery, and by unanimous vote, the
Council awarded the bid to Grade Way Construction, Inc., authorized the Mayor
to execute the agreement;and authorized an additional appropriation from the
Street Improvement Reserve in the amount of $594,000.

OTHER BUSINESS
Sierra Court Construction Project/Labor Day Soccer Tournament
City Manager Ambrose reported that due to the project under construction at
the corner of Dublin Boulevard and Sierra Court, several parking spaces at
the Sports Grounds have been eliminated. Dublin Soccer groups are having a
major tournament over Labor Day Weekend, and Staff is working on some
alternatives to provide additional parking, as well as private traffic
control. Staff received approval to utilize the parking lot at Valley High
School. It will cost approximately $600 to fund private traffic control
needed as a result of the City's construction project.
On motion of Cm. Jeffery, seconded by Cm. Vonheeder, and by unanimous vote,
the Council authorized the expenditure of approximately $600 out of the
Police Department Budget to fund private traffic officers to direct the
traffic.
North Pleasanton Assessment District
City Manager Ambrose indicated that there would be a meeting this week with a
group of property owners affected by the North PleaSanton Assessment District
and its potential impact on property owners in the annexation area and future
annexation areas.
Industrial Park Sign
City Manager Ambrose reported that the owner of the industrial park sign at
corner of Dublin Boulevard and Sierra Court had decided to remove the entire
sign. The project has been completed and the sign is gone.
East Bay League of CA Cities Meeting
Cm. Vonheeder gave a report on an East Bay League meeting she had recently
attended. The League's Executive Director was the speaker. The League will
be highly involved in the tort reform issue, and will be looking at all
issues of Proposition 51.
