EXECUTIVE SUMMARY:
The City Council will introduce the new Garrison Commander of Parks Reserve Forces Training
Area, Lieutenant Colonel Richard B. King and new Command Sergeant Major Steven D. Lorey.
STAFF RECOMMENDATION:
Welcome the Garrison Commander, Lieutenant Colonel Richard B. King and Command Sergeant
Major Steven D. Lorey.
FINANCIAL IMPACT:
None.
DESCRIPTION:
The new Garrison Commander of Parks Reserve Forces Training Area (Camp Parks), Lieutenant
Richard B. King and the new Command Sergeant Major, who started on July 2, 2024, will be
introduced.
STRATEGIC PLAN INITIATIVE:
None.

GARRISON COMMANDER
LTC Richard B. King
Lieutenant Colonel Richard Brian King was born
and raised in Mt. Royal, New Jersey. He began
his military career upon graduating high school by
enlisting in the U.S. Air Force, where he spent the
next 9 years. He was later commissioned through
OCS in 2002. His academic degrees include a
Master of Strategic Studies from the U.S. Army
War College and a Bachelor of Science in
Criminal Justice from the University of Guam. He
is also a 2024 graduate of the United States Army
War College. He received his commission
through Officer Candidate School in 2002. He is a
graduate of the Military Intelligence Officer Basic
Course, Military Intelligence Captain's Career
Course, Defense Support to Civil Authorities II
Course, Command and General Staff College, and the United States Army War College.
Prior to his arrival at Camp Parks, he was assigned as a student at the U.S. Army War
College. Previous assignments include G3 Chief of Operations, Military Intelligence
Readiness Command; Deputy Commander, 336th Expeditionary Military Intelligence
Brigade, Ft. Dix New Jersey; Executive Officer, 203D Military Intelligence Battalion,
Aberdeen Proving Ground, MD; Army Reserve Engagement Cell (AREC) Military
Intelligence Planner, United States Army Pacific Command (USARPAC), Ft. Shafter
Hawaii; Company Commander, 203D Military Intelligence Battalion, Aberdeen Proving
Ground, MD; Assistant Operations Officer, 203D Military Intelligence Battalion,
Aberdeen Proving Ground, MD; Intelligence Training Officer, Western ARISC, Camp
Parks CA; Detachment 01C, North East Army Reserve Intelligence Support Center
(ARISC), Fort Devens MA; Battalion Assistant S2, 279th Infantry Battalion, 45th Infantry
Brigade.
His deployments include; Operation Southern Watch, Dhahran AB Saudi Arabia with the
4404th Composite Wing as a Command Post Controller in 1993; Operation Enduring
Freedom, Bagram Air Base, Afghanistan as a Military Intelligence advisor for a Joint
Task Force in 2013 where he established an Afghan Special Operations Military
Intelligence Company and deployed MI Detachments throughout Afghanistan.
His awards and decorations include the Bronze Star Medal, Army Meritorious Service

Medal (1 Silver Oak Leaf Cluster), Army Commendation Medal (2 Oak Leaf Clusters),
Air Force Commendation Medal (1 Oak Leaf Cluster), Army Achievement Medal (1 Oak
Leaf Cluster), Air Force Achievement Medal, Air Force Good Conduct Medal (2 Oak
Leaf Clusters), National Defense Service Medal (Bronze Service Star), Southwest Asian
Service Medal, Afghanistan Campaign Medal, Global War On Terrorism Service Medal,
Korean Defense Service Medal, Armed Forces Service Medal, Humanitarian Service
Medal, Armed Forces Reserve Medal (Silver Hour Glass /M Device), NATO Service
Medal (ISAF), Kuwait Liberation Medal, Combat Action Badge, German Armed Forces
Proficiency Badge (GOLD), and the Air Force Master Instructor Badge. Lieutenant
Colonel King is also a recipient of the Knowlton Award and the Order of St. Maurice.

COMMAND SERGEANT MAJOR
CSM Steven D. Lorey
CSM Steven D. Lorey enlisted in the United States Army in
December 1998 in Phoenix Arizona as a 11M- Mechanized
Infantryman. He later earned the MOSs 42A- Human
Resources Specialist and 35F- Intelligence Analyst.
CSM Lorey has served in most enlisted leadership roles
including, Rear Detachment NCOIC of a MICO, First
Sergeant of an Analysis and Control Element company and,
Senior Enlisted Advisor.
CSM Lorey's stateside assignments include the 1-12
Infantry BN, Fort Carson, CO, the 301st MI BN at Barnes
Army Reserve Center, Phoenix, AZ, The Western Army
Reserve Intelligence Support Center, Dublin, CA, the 378 MI
BN at Fort Sheridan, IL, the 549th MI BN at Camp Bullis, TX
and the NCOLCoE at Fort Bliss, TX. His previous assignment
was as a facilitator in the Department of Distance Education
for the Sergeants Major Course, Fort Bliss, TX. His overseas
assignments include 1-9 IN BN at Camp Hovey, South Korea and the 402nd CA BN, Fort
Buchanan, PR with deployments to Iraq for Operation Iraqi Freedom and Afghanistan for
Operation Enduring Freedom.
CSM Lorey has completed all levels of NCOES through the Sergeants Major Course. Additionally,
he has completed Army Basic and Small Group Instructor Courses, the Battle Staff NCO Course,
and Master Resilience Trainers Course. His civilian education includes a Bachelor of Science in
Public Safety Administration, Master of Public Administration from Grand Canyon University,
and a Master of Leadership Studies from the University of Texas at El Paso. He is currently
pursuing a Doctor of Strategic Leadership from Liberty University.
CSM Lorey's awards and decorations include the Meritorious Service Medal (5th award), the
Army Commendation Medal (5th award), the Army Achievement Medal (5th award), the Army
Good Conduct Medal (5th award), the Army Reserve Component Achievement Medal (2nd
award), the Armed Forces Reserve Medal with silver hourglass, "M", and numeral "3" devices,
the Iraqi Campaign Medal with campaign star, the Afghanistan Campaign Medal with campaign
star, the Korean Defense Service Medal, the Overseas Service Ribbon (4th award), the NATO
Medal, the Combat Action Badge, the Expert Infantryman's Badge, the Driver's badge with
Wheeled and Tracked devices and the German Armed Forces Proficiency badge (Gold).
CSM Lorey is married to his wife Brienne and has two cats, Donut and Princess.
