A full video recording of the meeting with the adjournment notice is available on the City's website at: httns://dublin.ca.gov/ccmeetings A Meeting of the Dublin City Council was held on Tuesday, June 18, 2024, in the City Council Chamber. The meeting was called to order at 6:30 PM, by Mayor McCorriston. 1) CALL TO ORDER Attendee Name Status Michael McCorriston, Mayor Present Dr. Sherry Hu, Vice Mayor Absent Jean Josey, Councilmember Present Kashef Qaadri, Councilmember Absent Mayor McCorriston stated the City Council would not be holding the meeting due to a lack of quorum. While all Councilmembers were available, either in person or remotely, the Brown Act allows for video conferencing under limited circumstances. One of the requirements for a teleconferenced meeting is that a quorum must be present in the City of Dublin. At least three councilmembers were needed to be present to make a quorum. Of the four City Councilmembers, only two were present in the City of Dublin; therefore, the City Council was unable to proceed with the meeting. The only action available was to adjourn the meeting to a specified time and place. On a motion by Mayor McCorriston, seconded by Councilmember Josey, and by unanimous vote, the City Council adjourned the meeting due to lack of quorum and set the meeting for June 25, 2024 at 6:30 PM in the Council Chambers. On a motion by Councilmember Josey, seconded by Councilmember Qaadri, and by unanimous vote, the City Council adopted the Consent Calendar, except for item 5.11. RESULT: ADOPTED [UNANIMOUS] MOVED BY: Jean Josey, Councilmember SECOND: Kashef Qaadri, Councilmember AYES: McCorriston, Josey, Hu, Qaadri 5.11) Amendments to the Dublin Municipal Code to Add Chapter 4.50 (Sidewalk Vending) and Amend Section 5.100.090 (Merchandising, Advertising, and Signs - Prohibited Acts) (PLPA-2024-00049) This item was pulled from the consent calendar by Councilmember Josey for further discussion. On a motion by Councilmember Josey and seconded by Councilmember Qaadri, and by unanimous vote, the City Council waived the reading, and introduced the Ordinance Approving Amendments to the Dublin Municipal Code to add Chapter 4.50 (Sidewalk Vending) to Title 4 (Regulation of Businesses), and Amend Section 5.100.090 (Merchandising, Advertising and Signs —Prohibited Acts), with an amendment to change Section 4.50.060(b) to read, "Sidewalk vendors shall apply for renewal annually." RESULT: INTRODUCED [UNANIMOUS] MOVED BY: Jean Josey, Councilmember SECOND: Kashef Qaadri, Councilmember AYES: McCorriston, Josey, Hu, Qaadri 6) PUBLIC HEARING 6.1) Adoption of Rates for Garbage Collection, Disposal, and Recycling Services Provided by Amador Valley Industries and Establishing the 2024-25 Annual Assessment The City Council received a presentation establishing the garbage rates effective July 1, 2024 and establishing the Fiscal Year 2024-25 refuse -related property tax assessment. Mayor McCorriston opened the Public Hearing. Upon receiving no public comment, Mayor McCorriston closed the Public Hearing. On a motion by Vice Mayor Hu, seconded by Councilmember Qaadri, and by unanimous vote, the City Council adopted Resolution No. 70-24 titled, "Approving and Establishing the Collection of Minimum Residential Garbage and Recycling Service Fees for Fiscal Year 2024- 2025;" and Resolution No. 71-24 titled, "Amending the Schedule of Service Rates for Integrated Solid Waste Services." RESULT: ADOPTED [UNANIMOUS] MOVED BY: Dr. Sherry Hu, Vice Mayor SECOND: Kashef Qaadri, Councilmember AYES: McCorriston, Josey, Hu, Qaadri 6.2) Adoption of Master Fee Schedule The City Council received a presentation on a new Master Fee Schedule, based on information contained in the User Fee Study and Cost Allocation Plan presented to the City Council on June 4, 2024. On a motion by Councilmember Qaadri, seconded by Councilmember Josey, and by unanimous vote, the City Council adopted Resolution No. 72-24 titled, "Adopting a Master Fee Schedule for Services Provided by the City." RESULT: ADOPTED [UNANIMOUS] MOVED BY: Kashef Qaadri, Councilmember SECOND: Jean Josey, Councilmember AYES: McCorriston, Josey, Hu, Qaadri 7) UNFINISHED BUSINESS — None. Mayor McCorriston called for a break at 8:01 PM. Mayor McCorriston reconvened the meeting at 8:05 PM. 8) NEW BUSINESS 8.1) Actions to Fill City Councilmember Vacancy The City Council considered applications received to fill the City Council vacancy due to the appointment of Michael McCorriston as Mayor. Mayor McCorriston opened the public comment period. Mike Grant provided public comment. Catherine Brown provided public comment. Catheryn Grier provided public comment. Janine Thalblum provided public comment. Todd Padnos provided public comment. Mary Washington provided public comment. Renata Tyler provided public comment. Mayor McCorriston closed the public comment period. DUBLIN CITY COUNCIL MINUTES ADJOURNED REGULAR MEETING J.J N E 25, 2024 9 The City received 17 applications for the City Councilmember vacancy. The City Council shared their top two choices for consideration: Councilmember Josey's selections were Wahida Rashid and Janine Thalblum; Councilmember Qaadri's selections were Sameer Hakim and Stephen Wright; Vice Mayor Hu's selections were John Morada and Ramya Ramakrishnan; and Mayor McCorriston's selections were Janine Thalblum and Stephen Wright. Applicants Stephen Wright, Janine Thalblum, Ramya Ramakrishnan, Sameer Hakim, Wahida Rashid, and John Morada were interviewed by the City Council. The City Council discussed the applicants, and Janine Thalblum and Stephen Wright were identified as the top two candidates. Councilmember Qaadri made a motion, seconded by Mayor McCorriston, to appoint Stephen Wright to the City Council Vacancy for the unexpired term ending December 2024. Councilmember Josey made a substitute motion, seconded by Vice Mayor Hu, to appoint Janine Thalblum to the City Council for the unexpired term ending December 2024. Councilmember Qaadri made a friendly amendment that the applicant rescind her public endorsement for the upcoming Mayoral election, and Councilmember Josey and Vice Mayor Hu accepted the friendly amendment. On a motion by Councilmember Josey, seconded by Vice Mayor Hu, and by a 3-to-1 roll call vote, the City Council appointed Janine Thalblum to fill the Councilmember vacancy with the friendly amendment that she rescinds her public endorsement. RESULT: APPOINTED [3-TO-1] MOVED BY: Jean Josey, Councilmember SECOND: Dr. Sherry Hu, Vice Mayor AYES: McCorriston, Josey, Hu NOES: Qaadri Janine Thalblum was sworn in as Councilmember and took her seat at the dais. 8.2) City Council Committee Appointments and Assignments The City Council discussed the Mayor's appointments to the various local and regional boards, committees, and commission positions. On a motion by Councilmember Qaadri, seconded by Vice Mayor Hu, and by unanimous vote, the City Council adopted Resolution No. 73-24 titled, "Confirming the Mayor's Appointments to Various Local and Regional Boards, Committees, and Commissions" and directed Staff to notify affected agencies, as appropriate.
