EXECUTIVE SUMMARY:
The City Council will consider accepting a Cannabis Tax Fund Grant for Dublin Police Services in
relation to the City's participation in impaired driving enforcement. This grant program supports
the purchase of a Command Vehicle for the facilitation of DUI checkpoints along with funding for
the checkpoint which aims to reduce impaired driving related to collisions, injuries, and deaths.
STAFF RECOMMENDATION:
Adopt the Resolution Confirming City of Dublin Participation in the California Highway Patrol
Cannabis Tax Fund Grant Agreement.
FINANCIAL IMPACT:
The new grant funds were awarded after the adoption of the Fiscal Year 2024-25 Budget and will
increase the Police Services revenue and expenditure budget by $131,247.36 as shown below.
The grant funds eligible expenses are limited to reimbursement of the purchase and outfitting of a
command vehicle and Police Services overtime costs associated with grant program activities.
There is no matching fund requirement and no net financial impact to the General Fund.

DESCRIPTION:
The California Highway Patrol (CHP) is awarding grant funds for its Cannabis Tax Fund Grant
Program (CTFGP), using best practice strategies shown to reduce impaired driving. The CHP
recently awarded Dublin Police Services a CTFGP grant in the amount of $131,247.36 to cover the
purchase of a Command Vehicle and overtime costs for the purpose of operating one DUI
checkpoint. This is Dublin Police Services' first awarded grant under CTFGP.
Operations conducted under this grant will make the streets of Dublin safer for all pedestrians and
motorists. The CTFGP grant will seek voluntary compliance of traffic laws by generating publicity
throughout the grant period.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
CONFIRMING CITY OF DUBLIN PARTICIPATION IN THE CALIFORNIA HIGHWAY PATROL
CANNABIS TAX FUND GRANT PROGRAM AGREEMENT
WHEREAS, injuries and fatalities resulting from traffic collisions are frequently caused by
preventable factors such as driver impairment; and
WHEREAS, On June 12, 2024, a Grant Agreement with the California Highway Patrol
was awarded to conduct a single -year Cannabis Tax Fund Grant Program (CTFGP); and
WHEREAS, the City was advised after the adoption of the Fiscal Year 2024-25 Budget of
the award of $131,247.36 to be made under the CTFGP; and
WHEREAS, the total award for the CTFGP will span the Fiscal Year 2024-25 as
described in the Staff Report presented to the City Council on July 16, 2024; and
WHEREAS, the enforcement grant is dedicated to reducing the number of fatal and injury
traffic collisions by funding one DUI Checkpoint and the purchase of a Command Vehicle for
checkpoint operations as well as providing for additional public safety awareness activities; and
WHEREAS, the City Council of the City of Dublin agrees that DUI enforcement and
awareness are important elements in improving overall public safety.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin
confirms the Grant Application and Approval with the California Highway Patrol attached hereto
as Exhibits A and B.
BE IT FURTHER RESOLVED that the City Council accepts the grant award of
$131,247.36.

Dublin Police Services is seeking the purchase of a fully marked Command Vehicle to be utilized for DUI Checkpoint
Operations and additional DUI related enforcement operations where a command post or staging area is required. This
Command Vehicle would have the capabilities of carrying and storing all necessary equipment (Already in possession
of equipment) to effectively and safely conduct a DUI Checkpoint or enforcement operation. The proposed Command
Vehicle would be based on a Chassis Cab configuration with a covered service utility bed. The Command Vehicle
would be fully marked and equipped with emergency lighting equipment and siren, and a base radio for
communications. The Command Vehicle would be operated by the Traffic Unit Sergeant, or a Traffic Unit Officer at the
discretion of the Traffic Unit Sergeant.

The City of Dublin is a city with a residential population of 72,060 as of 07/01/22. The U.S Census
Bureau ranked the City of Dublin as the fastest growing city in California. The City of Dublin has
seen a 58 percent increase in population over a 10-year period and is ranked as the 12th fastest -
growing city with a population over 50,000 in the United States. Through a continued growing light
industry, existing retail business, and planned future residential, retail, and commercial
development, the day -time population of Dublin increases significantly.
The City of Dublin currently has 126 miles of roadway, with more being planned and constructed.
The vehicular traffic in Dublin can increase to well over 100,000 vehicles coming in -and -out of the
city on an average day. This includes both residents and commuters using major roadways to
access nearby freeways. There are four major roadways thru Dublin which allow for a high volume
of vehicular traffic during all hours from the neighboring cities of San Ramon, Pleasanton, and
Livermore. These cities are growing at similar rates as the City of Dublin with retail, commercial,
and residential development. Dublin is bordered on the south by Interstate 580 and on the west
with Interstate 680 running north and south thru Dublin. Due to the increasing volume of traffic,
vehicle collisions are on the rise.
In 2023, Dublin Police Services (DPS) saw an increase of 8.5 percent in reported traffic collisions
with a total of 459. This increase includes a total of 124 injury collisions, up 18.1 percent over
2022, and 158 persons injured, an increase of 19.7 percent. DUI collisions saw a decrease from 27
collisions in 2022 to 23 in 2023, a decrease of 14.8 percent, attributed to the enforcement efforts
conducted by DPS staff. Through those enforcement efforts, shortcomings have been identified in
the equipment used for those operations and its method of deployment.
With the support from Cannabis Tax Fund Grant program, the DPS Traffic Unit will streamline its
impaired driving enforcement efforts and address some of the concerns associated with the steady
rise in injury and DUI related crashes in the City of Dublin. This Grant will allow funding for the
purchase of a Command Vehicle capable of transporting and storing the needed equipment used in
the targeted enforcement operations for the apprehension of impaired drivers.
This Grant will aid DPS in conducting scheduled DUI Checkpoints within the City, which will bring
community awareness and education about DUI related crimes. These targeted enforcement
engagements should continue to have a significant impact on the City of Dublin's overall collision
statistics.
In closing, the proposed Cannabis Tax Fund Grant will assist the Dublin Traffic Unit with the
operation of DUI related enforcement operations within the City of Dublin, aimed at improving the
safety of all roadway users.

6. Performance Measures/Scope of Work

1 Command Vehicle for DUI enforcement operations (Q1 = Purchase, Q2 = Receive/outfit, Q3-Q4 = Use to complete
DUI Checkpoint operations and supplement Saturation Patrol operations). Command Vehicle will be used as a
Command Post for Checkpoint Operations in conjunction with holding and transporting all necessary equipment for
operations. We aim to increase public education and awareness of DUI related crimes with the goal of continued
reduction of DUI related collisions.
1 DUI Checkpoint Operation (Q3), aimed at apprehending offenders of DUVDUID related offenses while also increasing
awareness of DUVDUID related incidents (Deaths/Collision).
4 DUI Saturation Patrols (Q1 = 0, Q2 = 0, Q3 = 2, Q4 = 2): We aim to reduce DUVDUID related incidents (Deaths /
Collisions) by 10%, which will improve the safety of all roadway users within the community.

improve roadway safety in the community.

drivers in the community.
4 Message Boards for DUI Checkpoints and Educational Messaging (Q1 = Purchase, Q2 = Receive, Q2-Q4 =
Use to complete DUI Checkpoints and education): We will utilize the Message Boards to notify the public of
an approaching DUI Checkpoint. In between DUI Checkpoints, we will display educational messaging against
driving under the influence.
4 Educational Presentations at local high schools (Q1 = 1, Q2 =1, Q3 = 1, Q4 =1): Aim to contact at (east 100
students each quarter to increase awareness of driving under the influence. The presentations will educate
students on the implications of driving impaired.

The Dublin Police Services Traffic Sergeant will monitor and evaluate statistical data, including reported collisions,
collisions with DUI as a Primary Collision Factor, DUI arrests, and Impaired Driving Operations. This data will be
compared to previous years to measure the impact on public safety. Memorandums will be authored documenting the
data points and the effectiveness of the Grant.

Describe the plan for reducing reliance on future grant funding. Include a summary and timeframe to continue efforts when

Future grant funding will not be required to continue the operation of the proposed Command Vehicle. The Command
Vehicle will remain in service beyond the standard rotation of patrol vehicles based upon its specified purpose and
operation. Future DUI related operations may be integrated into unit annual budgets to allow for reduced reliance on
Cannabis Tax Fund Grant Program funding. Additional funding may also be sought through the Office of Traffic Safety
grant programs.

The Traffic Unit Sergeant will manage the proposed QFant. The Traffic Unit Sergeant, William Chase, has taken over the role of Traffic
Unit Sergeant in 2023, after working in the Traffic Unit for the past 4 years. Sergeant Chase has been part of grant operations and
shadowed his predecessor in drafting and managing previous grant operations and DUI Checkpoint Operations. He is currently managing
the FY2024 Grant funded through the Office of Traffic Safety (OTS). Since 2014, Dublin's Traffic Unit has been a participating agency
in DUI Mobilization efforts and a DUI conviction "Hot List" program
Any contact with the public will be done with Dublin Police Services Sworn Staff Dublin Police Services (DPS), as a part of the
AJaneda County Sheriffs Office, is nationally accredited through the prestigious Commission on Accreditation for Law Enforcement
Agencies (CALEA) and is nationally recognized for its professional excellence throughout the organization. Dublin Police Services and
the Alameda County Sheriffs Office are the only Sheriff's Office contract city in the 58 counties in California to be CALEA-accredited.
This prograrnhas fiill administrative support and every effort will be made to continue the grant activities after grant conclusion.

The Dublin Police Services has submitted a Grant application to the Office of Traffic Safety for the 2024/2025
operational period. If awarded, the Cannabis Tax Fund Grant Program will be utilized in the aquisition and
implementation of a DUI Command Vehicle. Additional funding will be utilized for a DUI Checkpoint Operation and
DUI Saturation Patrol Operations. If awarded, the proposed OTS Grant would fund additional DUI Checkpoints,
Collaborative DUI Enforcement Operations, and general Traffic Enforcement Operations, including Distracted Driver,
Pedestrian and Bicycle Safety, and Driver Education presentations.

DUI Checkpoint Operation
One (1) DUI Checkpoint Operation. Personnel include twelve (12) Officers for eight (8 ) hours (1800-0200),
$11,247.36 = 96 hours ($117.16/hr)
Equipment
Costs may include non -expendable, tangible, personal property having a normal useful life of more than one year,
and an acquisition cost of at least $5,000 (ex: four identical assets, which cost $1,250 each, for a total of $5,000, are
not considered an equipment purchase). Equipment shall be directly related and necessary to complete grant -
funded activities included in the Project. Equipment should be purchased at the beginning of the Project
Performance Period to ensure it is utilized when completing corresponding Project activities. If requesting
equipment, the Project shall contain a correlating grant -funded Project activity (ex: Message Board for DUI
Checkpoints). DUI Saturation Patrol equipment approved by CGU may utilize eligible outfitting expenses, which only
include emergency lights, sirens, radio, and transport partition (cage). To be eligible for reimbursement, equipment
must be purchased and received within the Project Performance Period. Itemize separate Budget line items for
each Equipment item. For EACH Budget line item, the narrative shall include the below: * Description of equipment
item * Quantity * Unit cost and total cost
