For the convenience of the City and as a courtesy to the public, members of
the public who wish to offer comments electronically have the option of giving

❑ Fill out an online speaker slip available at www.dublin.ca.gov. The speaker
slip will be made available at 10:00 a.m. on Tuesday, July 16, 2024. Upon
submission, you will receive Zoom link information from the City Clerk.
Speakers slips will be accepted until the staff presentation ends, or until the
public comment period on non -agenda items is closed.
❑ Once connected to the Zoom platform using the Zoom link information from
the City Clerk, the public speaker will be added to the Zoom webinar as an
attendee and muted. The speaker will be able to observe the meeting from the
Zoom platform.
❑ When the agenda item upon which the individual would like to comment is
addressed, the City Clerk will announce the speaker in the meeting when it is

5.3 Ordinance Amending Dublin Municipal Code Section 2.08.020 and Providing for an
Increase in Salary for City Councilmembers
The City Council will consider adopting an ordinance revising the Dublin Municipal Code
to provide for a salary adjustment for City Councilmembers following certification of the
November 2024 General Municipal Election. The City Council waived the first reading and
introduced the ordinance at the meeting on May 21, 2024. The City Council is now being
asked to waive the second reading and adopt the ordinance.

5.6 2024 Utility Box Art Selection

5.7 Acceptance of Cannabis Tax Fund Grant for a Checkpoint Command Vehicle and
DUI Enforcement Program
The City Council will consider accepting a Cannabis Tax Fund Grant for Dublin Police
Services in relation to the City's participation in impaired driving enforcement. This grant
program supports the purchase of a Command Vehicle for the facilitation of DUI
Checkpoints along with funding for the checkpoint which aims to reduce impaired
driving related to collisions, injuries, and deaths.

Vanguard Construction, Inc.
The City Council will consider approving the plans and specifications and awarding a
construction contract to FBD Vanguard Construction, Inc. for the Citywide Bicycle and
Pedestrian Improvements - Safe Routes to School Project. The project will install
Rectangular Rapid Flashing Beacons and upgrades to existing curb ramps at the following
locations: Amador Valley Boulevard/Burton Street, Central Parkway/Aspen Street, and
Grafton Street/Antone Way. The project will also modify the traffic signal at Central
Parkway/Hibernia Drive.

5.1 1 Amendments to the Dublin Municipal Code to Add Chapter 4.50 (Sidewalk Vending)
and Amend Section 5.100.090 (Merchandising, Advertising, and Signs — Prohibited
Acts) (PLPA-2024-00049)
On June 25, 2024, the City Council considered amendments to the Dublin Municipal Code
to regulate sidewalk vendors in accordance with SB 946. This includes adding Chapter
4.50 (Sidewalk Vending) to Title 4 (Regulation of Businesses) to establish regulations for
sidewalk vendors, and amending Section 5.100.090 (Merchandising, Advertising and
Signs— Prohibited Acts) to clarify that the City's general restrictions on selling goods and
services in City parks do not apply to sidewalk vendors. On June 25, 2024, the City Council
waived the first reading and introduced the Ordinance amendments with an adjustment
to the wording of Section 4.50.060(B) that has been incorporated and reflected in
Attachment 1. The City Council is now requested to waive the second reading and adopt
the proposed Ordinance.

6.1 Dublin Fallon 580 Project (PLPA-2023-00033)
The City Council will consider a request by GH PacVest, LLC for the Dublin Fallon 580
Project. The proposal includes eliminating the Public/Semi-Public land use designation,
converting 42.6 acres designated Open Space to Parks/Public-Recreation, establishing
development standards for the future development of 238 residential units and up to
3,299,670 square feet of commercial/campus office use, and subdividing the 192-acre site
into 11 parcels. Requested approvals include a General Plan and EDSP Amendment,
Planned Development Zoning Stage 1 Development Plan Amendment, Stage 2
Development Plan for the residential use, Vesting Tentative Tract Map 8663, 8666, and
8667, and a Development Agreement. The City Council will also consider an Addendum to
the Eastern Dublin Specific Plan Environmental Impact Reports.

8.1 Consideration of Ballot Measure to Amend the General Plan Regarding the Livbor-
Manning LLC Property East of the City Limits
The City Council will consider placing a measure on the ballot to amend a provision of
the Dublin General Plan added by the Open Space Initiative of 2014 in a manner that
would allow future approval by the City of limited commercial development on certain
property east of the City limits owned by Livbor-Manning LLC. If enacted, the measure
would not affect current voter restrictions on new housing development.
STAFF RECOMMENDATION:
Adopt the Resolution Ordering the Submission to the Qualified Electors of the City of
Dublin an Ordinance Amending a Provision of the Dublin General Plan that was added by
the Dublin Open Space Initiative of 2014; Calling for an Election to be Consolidated with
the Statewide Election to be Held on November 5, 2024; Fixing the Date and Manner of the
Election and the Procedure for Voting Therein; and Providing for Notice Therefor.
