FINANCIAL STATEMENT:
Costs for the Study will be paid from the General Fund budget.
DESCRIPTION:
The proposal would initiate a study to amend the City's General Plan to remove the designation of the
Extended Planning Area east of the area presently considered for annexation by the East Dublin
Properties' proposal. The Eastern Extended Planning Area encompasses the Doolan Canyon area and
includes approximately 2,744 acres lying north of 1-580 and between the incorporated boundaries of
Dublin, San Ramon and Livermore.
BACKGROUND:
The boundaries of the Eastern Extended Planning Area in east Dublin were adopted by the City Council
on May 10, 1993. At that time, the Eastern Dublin General Plan Amendment and the Eastern Dublin
Specific Plan were approved containing maps and certain references related to the City's potential future
interest in the area. The purpose of the boundary was to designate the acreage in this portion adjacent to
the City's Sphere of Influence (SOI) as an area of future study for determining suitable land uses.
Analysis:
The City of Dublin contains two Extended Planning Areas which are shown on the General Plan Land
Use Map. The Western Extended Planning Area is located between the limits of the City's incorporated
area and the boundaries of Alameda County and Contra Costa County to the north and West, and the

Eastern Extended Planning Area is located between the limits of the City's incorporated area and the city
boundaries of San Ramon and Livermore to the north and east. The area to be considered in the study is
shown on the General Plan Map (Attachment 2) as "Extended Planning Area," and on the Land Use Map
for Eastern Dublin in the General Plan (Attachment 3) as "Future Study Area - Agriculture." This area is
absent of urban land use designations.
The boundary of the Eastern Extended Planning Area was determined following the development of the
Eastern Dublin Specific Plan through adoption of a General Plan Amendment in 1994. This area is
outside of the infrastructure service boundaries and the 'limits of the City's Sphere of Influence, but was
included within the City's planning area and Eastern Dublin Specific Plan and analyzed in the Eastern
Dublin Specific Plan Program EIR.
The Eastern Extended Planning Area was annotated as an area for future study as no urban land use plan
had been proposed or studied. Although the area was covered by the Eastern Dublin Specific Plan and
Program EIR; it was anticipated that when urban land uses were proposed, additional studies would be
prepared to determine the most suitable type of development or preservation for the area. To date, no
specific land use plan has been proposed for the Area.
Asthe subject area has been shown as an area for future study for several years without compilation of
any additional information to determine its development potential, Staff suggests initiation of a General
Plan Amendment Study to consider removal of the Eastern Extended Planning Area Designation. While
the Designation would be removed, the extensions of or improv, ement of infrastructure (such as Dublin
Boulevard) which was assumed in the Eastern Dublin Specific Plan and Eastern Dublin Specific Plan
Program EIR are not proposed to be changed. In conjunction with the work related to the study, an
amendment to the Eastern Dublin Specific Plan will be processed to modify any maps or references to the
area.
RECOMMENDATION:
Staff recommends that the City Council receive Staff presentation and public testimony, question Staff
and the public, and adopt Resolution Approving the Initiation of the General Plan Amendment Study for
the Eastern Extended Planning Area (Attachment 1).

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
APPROVING THE INTIATION OF A GENERAL PLAN AMENDMENT STUDY
FOR THE EASTERN EXTENDED PLANNING AREA
WHEREAS, the boundaries of the Eastern Extended Planning Area in Dublin were adopted by
the city Council on January 7, 1994 as part of the Eastern Dublin General Plan Amendment; and
WHEREAS, the Dublin General Plan contains maps and certain references related to the City's
potential future interest in the Eastern Extended Planning Area of Dublin; and
WHEREAS, a General Plan Amendment Study has been determined to be necessary to consider
removal of the Eastern Extended Planning Area designation for an area encompassing approximately
2,744 acres; and
WHEREAS, the property is currently undesignated for land uses and development in the General
Plan and shown as Future Study Area - Agriculture in the Plan; and
WHEREAS, Section 65358(a) of the State of California Government Code states that an
amendment to the General Plan shall be in a manner specified by the legislative body; and
WHEREAS, the initiation request has been reviewed in accordance with the provisions of the
California Environmental Quality Act (CEQA) and was found to be Categorically Exempt under
Section 15306, Class 6 of the State CEQA Guidelines; and
WHEREAS, the City Council did hear and consider all such reports, recommendations, and
testimony hereinabove set forth and supports the initiation of a General Plan Amendment Study for
the removal of the Eastern Extended Planning Area designation and boundary; and
NOW, THEREFORE, BE IT RESOLVED THAT the City Council of the City of Dublin does
hereby approve the initiation request for a General Plan Amendment Study for the removal of the
Eastern' Extended Planning Area designation and boundary.
PASSED, APPROVED, AND ADOPTED BY the City Council of the City of Dublin on this
15th day of January 2002, by the following votes:
