COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State
Law, no action or discussion may take place on any item not appearing on the posted
agenda. The Committee may respond to statements made or questions asked, or may
request Staff to report back at a future meeting concerning the matter. Any member of
the public may contact the Recording Secretary's Office related to the proper procedure
to place an item on a future Youth Advisory Committee agenda. The exceptions under
which the Committee MAY discuss and/or take action on items not appearing on the
agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non -controversial in nature and are considered for
approval by the Youth Advisory Committee with one single action. Members of the
audience, Staff or the Youth Advisory Committee who would like an item removed from
the Consent Calendar for purposes of public input may request the Chair to remove the
item.

Assign no less than four Committee members to volunteer shifts at the following events:

A Special Meeting of the Youth Advisory Committee was held on Wednesday, July 24, 2024, at

Ivan San Pedro, Recreation Supervisor, led the Committee in team building activities.
6.2) 2024-25 Youth Advisory Committee Work Plan
Nicki Wanzenried, Recreation Coordinator, presented an overview of the 2024-25 Youth Advisory
Committee Work Plan for discussion. The Committee discussed the work plan and ideas to be
incorporated into the final work plan to be presented at the next meeting.

EXECUTIVE SUMMARY:
The Youth Advisory Committee will conduct elections for the position of Vice Chairperson for the
2024-25 term.
STAFF RECOMMENDATION:
Conduct the election for Vice Chairperson for the 2024-25 term.
FINANCIAL IMPACT:
None.
DESCRIPTION:
Youth Advisory Committee members elect a Vice Chairperson annually. Committee members
interested in running for the positions are asked to share a personal statement (two minutes or
less) explaining to the Committee why they should be elected. Staff will then call for nominations
which will be voted on by each member.
At the June 12, Youth Advisory Committee regular meeting, the Committee nominated two
candidates for vice chair. Eight members attended this meeting and the vote ended in a tie. It was
decided to wait until the August 14 Regular Meeting to revote when more members would be in
attendance.

EXECUTIVE SUMMARY:
The Youth Advisory Committee will review and approve the 2024-25 Youth Advisory Committee
Work Plan and assign committee members to serve on ad hoc committees.
STAFF RECOMMENDATION:
Approve the 2024-25 Youth Advisory Committee Work Plan and appoint committee members to
serve on ad hoc committees.
FINANCIAL IMPACT:
None.
DESCRIPTION:
Each year, the Youth Advisory Committee (YAC) establishes a work plan for its term of service.
This work plan will serve as a guide for accomplishing goals and objectives during the 2024-2025
term. Additionally, some work plan items utilize an ad hoc committee to plan and implement. As
part of work plan approval, the YAC will appoint four to six committee members to serve on ad
hoc committees.
At the July 24, 2024, Special Meeting, the Committee discussed and established goals for the 2024-
25 Work Plan. The goals are presented below.
WORK PLAN GOAL #1 - Youth Mini -Grant Program
• Offer the Youth Mini -Grant Program to Dublin -based youth organizations/clubs and
programs that provide performing arts, multicultural awareness, or other youth -related
activities.
• All members must participate in reviewing applications.
o Objective 1.1 - Advertise and begin accepting applications for the program on

August 16, 2024, to Dublin Unified School District (DUSD) high and middle schools,
Quarry Lane School, Valley Christian Schools, and Dublin -based youth organizations.
o Objective 1.2 - Accept applications through September 10, 2024.
o Objective 1.3 - Review applications at the September 11, 2024, Regular Meeting.
o Objective 1.4 - Review presentations at the October 9, 2024, Regular Meeting.
o Objective 1.5 - Present mini -grant recipient recommendations at the November
2024, Parks and Community Services Commission meeting and forward them to City
Council for approval in December 2024.
WORK PLAN GOAL #2 - Youth Mental Health Forum
• Plan and implement a mental health forum for Dublin middle and high school youth.
Panelists will include school counselors and local therapists that work with youth to
provide an overview of mental health issues and coping strategies. The forum may include
students that have experienced mental health issues and wish to share their stories.
o Objective 2.1- Appoint a minimum of four members to an ad hoc committee by
August 14, 2024. Secure the event's location, date, and time by August 28, 2024.
(Tentative date: Thursday, November 14, 2024).
o Objective 2.2 - Members begin to solicit panelists and set a deadline to have the
panel in place by September 11, 2024.
o Objective 2.3 - Develop a marketing plan including preparation of a flyer and social
media posts by September 25, 2024. Begin advertising the event to Dublin high and
middle schools, and Dublin -based youth organizations by October 9, 2024.
o Objective 2.4 - Confirm panelists, develop format, agenda, and timeline, and present
to the YAC at the October 9, 2024, YAC Regular Meeting.
o Objective 2.5 -Prepare a survey for participants and ask for feedback from panelists
and attendees at the conclusion of the event.
o Objective 2.6 - Prepare and send thank you notes to all panelists and complete any
follow-up for the event within seven days after the event.
o Objective 2.7 - Meet to review and provide feedback about the event. Discuss what
went well and what improvements can be made for next time —present findings at
the December 11, 2024, YAC Regular Meeting.
WORK PLAN GOAL #3 - YAC Kids Night Out
• Plan and implement YAC Kids Night. At the YAC Special Meeting on July 24, 2024, the YAC
decided to add a new event that will be a fundraiser for future activities and target
elementary age students.
o Objective 3.1- Establish a timeline and work plan for the event and appoint a
minimum of four members to an ad hoc committee at the August 14, 2024, Regular
Meeting. (Event date - February 8, 2025, at the Dublin Senior Center)
o Objective 3.2 - Create an event flyer for Staff review by November 13, 2024.
o Objective 3.3 - Plan evening activities and secure volunteers for the event by
December 11, 2024.
o Objective 3.4 - Advertise on the City website, City newsflash, social media, Constant
Contact, and distribute information by YAC members starting January 8, 2025.
o Objective 3.5 - Prepare a survey for participants and ask for feedback at the

conclusion of the event.
o Objective 3.6 - Meet to review and provide feedback about the event. Discuss what
went well and what improvements can be made for next time -present findings at
the February 12, 2025, YAC Regular Meeting.
WORK PLAN GOAL #4 - Benefit Concert
• Plan and implement the 111h Annual Dublin Benefit Concert on April 24, 2025, at the Dublin
Farmer's Market. Acts will include Dublin -based youth and senior organizations/clubs and
programs that provide performing arts, multicultural awareness, or other youth -related
activities. At the July 24, 2024, Special Meeting the YAC decided the concert proceeds would
go to the Don Biddle Scholarship Fund.
o Objective 4.1- Establish a timeline and work plan for the event and appoint a
minimum of four members to an ad hoc committee at the August 14, 2024, Regular
Meeting.
o Objective 4.2 - Create an event flyer by January 8, 2025, for Staff review to advertise
in the Spring Recreation Activity Guide, City website, City newsflash, and to be
distributed by YAC members.
o Objective 4.3 - Solicit performers of all ages from the DUSD high and middle schools,
Quarry Lane School, Valley Christian Schools, City contract youth and senior
instructors, Dublin cultural arts businesses, and other venues where artists perform
starting on January 13, 2025. The application for performers will open on January
27, 2025, and close on February 28, 2025, at 11:59 pm.
o Objective 4.4 - The Ad Hoc Committee will review applications between March 1
and 7 and select performers by March 14, 2025.
o Objective 4.5 - Attend, emcee, and implement the 2024 Dublin Benefit Concert on
April 24, 2025, at the Farmer's Market in Emerald Glen Park.
WORK PLAN GOAL #5 - Youth Entrepreneur Fair
• Plan and implement a new addition to the Benefit Concert, the Youth Entrepreneur Fair on
April 24, 2025, at the Dublin Farmer's Market. The fair will include booths and
presentations from local youth entrepreneurs showcasing their businesses, products and
services. Booth rental fees and maximum participation to be discussed by YAC members.
o Objective 5.1- Establish the timeline and work plan for the event and appoint a
minimum of four members to an ad hoc committee at the August 14, 2024 YAC
Regular Meeting.
o Objective 5.2 - Create an event flyer by January 8, 2025, for Staff review to advertise
in the Spring Recreation Activity Guide, City website, City newsflash, and to be
distributed by YAC members.
o Objective 5.3 - Solicit youth entrepreneurs from local high schools, middle schools,
community organizations, and business clubs starting on January 13, 2025. The
application for participation will open on January 27, 2025, and close on February
28, 2025, at 11:59 pm.
o Objective 5.4 - The Ad Hoc Committee will review applications between March 1,
2025, to March 7, 2025, and select participants by March 14, 2025.

WORK PLAN GOAL #7 - Annual Report
• Generate an annual report highlighting the accomplishments of the Youth Advisory
Committee during the 2024-25 term.
o Objective 7.1 - Chair and Vice Chairperson to create a PowerPoint presentation of
accomplishments of the 2024-25 Youth Advisory Committee and provide Parks and
Community Services Staff with the Annual Report presentation by March 18, 2024.
o Objective 7.2 - Present the Annual Report at the April 9, 2025, YAC meeting for
members to review and provide feedback.
o Objective 7.3 - Present the Annual Report to the Parks and Community Services
Commission at their April 21, 2025, meeting and the City Council at their May 6,
2025 meeting. All YAC members are to be present.

the Floating Pumpkin Patch events.
STAFF RECOMMENDATION:

Heritage Fair, Ghosts of Dublin, and the Floating Pumpkin Patch.
FINANCIAL IMPACT:
None.
DESCRIPTION:
City-wide events offered by the City of Dublin, Parks and Community Services Department rely on
volunteers to make events successful. Volunteers complete various tasks, including helping with
event setup, cleanup, coordination, and more. Members of the Youth Advisory Committee support
these events by volunteering in a variety of capacities. Volunteer shifts are typically 3-5 hours in
duration.
Splatter
Splatter will be held at Emerald Glen Park on Saturday, September 14, 2024. The event features
three stages: a diverse line-up of live music and dance ensembles, an evening concert, a
community dance party under the stars, and a spectacular 250-drone show to close the event.
Splatter also features classic carnival games and other activities for kids of all ages. Adults can
sample fine wines from the Tri-Valley or enjoy a cold beer from local small -batch brewers. The
event includes a diverse selection of local food vendors and select food trucks. Volunteer shifts are
typically between 11 AM - 9 PM.

Harvest Fair
The 2024 Harvest Fair will take place on Saturday, October 12, 2024, at Heritage Park and
Museums. Participants will enjoy an afternoon of old-fashioned fall fun with farm harvest
activities, lively music, and seasonal foods. Revelers may also play in the hay and help harvest
vegetables in the Farmyard, visit the Murray Schoolhouse to see exhibits on Dublin's Immigrant
founders, or tour the 1910 Kolb House to see how a true farm family lived. Volunteer shifts are
typically between 9 AM - 3 PM.
Ghosts of Dublin
The City's Ghosts of Dublin event is at Heritage Park on Friday, October 25, and Saturday, October
26, 2024. Participants take a flashlight tour through the Dublin Historic Cemetery, hear haunting
stories of ghosts thought to be lurking in Dublin, see ghostly images of long -dead pioneers in Old
St. Raymond Church, and peek inside the Kolb House. This event is recommended for ages eight
and up. Volunteer shifts are typically between 6 PM - 11 PM.
Floating Pumpkin Patch
The Floating Pumpkin Patch takes place on Saturday, October 26, 2024, at The Wave. Participants
will enjoy swimming, pumpkin decorating, and games. Entry fee includes one pumpkin, decorating
materials, and entry into Recreation Swim. Volunteer shifts are typically between 12 PM - 7 PM.
