COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State
Law, no action or discussion may take place on any item not appearing on the posted
agenda. The Committee may respond to statements made or questions asked, or may
request Staff to report back at a future meeting concerning the matter. Any member of
the public may contact the Recording Secretary's Office related to the proper procedure
to place an item on a future Youth Advisory Committee agenda. The exceptions under
which the Committee MAY discuss and/or take action on items not appearing on the
agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).

A Regular Meeting of the Youth Advisory Committee was held on Wednesday, August 14, 2024, at
the Dublin Senior Center. The meeting was called to order at 7:03 PM by Youth Advisory

4.1) Approved July 24, 2024, Special Youth Advisory Committee Meeting Minutes.
On a motion by Committee Member Alexander McComb, seconded by Committee Member Weiss,
and by a unanimous vote, the Committee adopted the Consent Calendar as amended to correct the
attendance to show that Committee Member McComb was present.

8-4-1 vote, the Youth Advisory Committee appointed Danica Molnar to fill the Vice Chairperson vacancy.

Nicki Wanzenried, Recreation Coordinator, presented an overview of the 2024-25 Youth
Advisory Committee Work Plan for discussion. The Youth Advisory Committee reviewed and
approved the 2024 -25 Youth Advisory Committee Work Plan and assigned committee members
to serve on ad hoc committees.
On a motion by Vice Chairperson Molnar, seconded by Committee Member Weiss, and by a
unanimous vote, the Youth Advisory Committee approved the Work Plan and designated ad hoc
committees.

EXECUTIVE SUMMARY:
The Committee will receive an update from the 2024 Mental Health Forum Ad Hoc Committee.
STAFF RECOMMENDATION:

DESCRIPTION:
The Youth Advisory Committee (YAC) has recognized the importance of addressing mental health
issues in the Dublin youth community. The YAC has prioritized this issue, and the current
committee continues to uphold its significance as part of their workplan. For the 4th consecutive
year, the YAC has chosen to plan and implement a mental health forum for Dublin middle and high
school youth, featuring panelists such as school counselors and local therapists who work with
youth to provide an overview of mental health issues and coping strategies. The forum may also
include students who have experienced mental health challenges and wish to share their stories.
Discussion topics may include anxiety, depression, isolation, and other mental health struggles.
The proposed event is tentatively planned for November 14, 2024. All YAC members are expected
to attend the entire event to assist with setup, logistics, and cleanup.
The Committee appointed five members to the Youth Mental Health Forum Ad Hoc Committee at
the August 14, 2024, Regular Meeting. The Ad Hoc Committee met on September 4, 2024, to
discuss objectives from the work plan and will present an update on the following:

• Objective 1 - Appoint a minimum of four members to an Ad Hoc committee by August 14,
2024. Secure the event's location, date, and time. (Tentative date: Thursday, November 14,
2024).
• Objective 2 - Members begin to solicit panelists and set a deadline to have the panel in
place by September 11, 2024.
• Objective 3 - Develop a marketing plan, including preparation of a flyer and social media
posts by September 25, 2024. Begin advertising the event to Dublin high and middle
schools and Dublin -based youth organizations by October 9, 2024.
• Objective 4 - Confirm panelists, develop format, agenda, and timeline, and present to the
YAC at the October 9, 2024, YAC Regular Meeting.
• Objective 5 -Prepare a survey for participants and ask for feedback from panelists and
attendees at the conclusion of the event.
• Objective 6 - Prepare and send thank you notes to all panelists and complete any follow-up
for the event within seven days.
• Objective 7 - Meet to review and provide feedback about the event. Discuss what went well
and what improvements can be made for next time —present findings at the December 11,
2024, YAC Regular Meeting.

EXECUTIVE SUMMARY:

FINANCIAL IMPACT:
The City of Dublin Youth Mini -Grant program is supported by the General Fund, which will
provide $2,500 for Fiscal Year 2024-25.
DESCRIPTION:
At the August 14, 2024, meeting, the Youth Advisory Committee (YAC) discussed goals for the
2024-25 work plan, including the implementation of the Youth Mini -Grant program. To better
align with the school calendar and ensure all clubs have the opportunity to apply, the application
timeline has been updated by Staff. This adjustment will allow all Dublin -based youth
organizations, clubs, and programs involved in performing arts, multicultural awareness, and
other youth -related activities to participate in the grant application process if they choose to do
SO.
The Youth Mini -Grant program was established in Fiscal Year 2012-13 to support youth
organizations that offer programs for middle and high school students not provided by the Parks
and Community Services Department. Funding is recommended annually by the YAC and awarded
by the City Council to organizations and clubs that best meet the needs of Dublin youth.
Youth Mini -Grant Program
The Youth Mini -Grant Program is offered to Dublin -based youth organizations/clubs and
programs that provide performing arts, multicultural awareness, or other youth -related activities.

The YAC administers the program and includes the following activities that all members
participate in.
o Assist with program advertising at Dublin Unified School District (DUSD) high and
middle schools, Quarry Lane School, Valley Christian Schools, and Dublin -based youth
organizations.
o Review applications and receive presentations at a regularly scheduled YAC meeting
and make a recommendation on funding amounts using the Mini -Grant Rating Form
(Attachment 1).
o Present mini -grant recipient recommendations to the City of Dublin Parks and
Community Services Commission and then forward them to the City Council for
approval.
Upon City Council approval, awarded grantees will be notified of their success and the award
amount. Following the completion of projects, grant recipients will have two weeks to complete a
brief project report describing how the funds were used and how many youth were impacted.
Grantees are encouraged to provide photos, testimonials, and flyers to explain their project's
successes. Only those who submit a project report in a timely manner may be considered for
future Youth Mini -Grants.
