Thompson, Public Works Director ATTACHMENTS: RECOMMENDATION: /~ FINANCIAL STATEMENT: Resolution authorizing the filing of a Grant Application Adopt resolution City of Dublin's Housing Incentive Program grant application has been approved in the amount of $1,306,125 for a transportation enhancement project that has not been determined thus far. The City will be required to provide 11.5% local match ($169,722) to construct the project. DESCRIPTION: Staff submitted to the Metropolitan Transportation Commission (MTC) an application to the Transportation for Livable Communities Housing Incentive Program (HIP) in conjunction with the proposed Dublin Transit Center. On July 25, 2001, the MTC granted the City of Dublin HIP funds in the amount of $1,306,125 subject to the approval of the Dublin Transit Center. These funds could be used for any type of transportation enhancement project or projects that qualify under MTC's Transportation for Livable Communities program. Staff will identify a potential project or projects that could be funded with these HIP funds and will make recommendation to the Council as part of next fiscal year's 5-year Capital Improvement Program. The next step in the process is to submit to MTC a resolution authorizing the filing of a grant application and committing the necessary local match for the project and stating the assurance of the City of Dublin to complete the project. If, for some reason, the Transit Center does not get approved by the City Council, the HIP grant would not be given to Dublin and the assurance in this resolution would become moot. RESOLUTION NO. --02 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AUTHORIZING THE FILING OF AN APPLICATION FOR FEDERAL SURFACE TRANSPORTATION FUNDS THROUGH THE METROPOLITAN TRANSPORTATION COMMISSION'S TRANSPORTATION FOR LIVABLE COMMUNITIES HOUSING INCENTIVE PROGRAM AND COMMITTING THE NECESSARY LOCAL MATCH FOR THE PROJECT AND STATING THE ASSURANCE OF THE CITY OF DUBLIN TO COMPLETE THE PROJECT WHEREAS, the Transportation Equity Act for the 21 st Century (TEA 21) (Public Law 105~178, June 9, 1998) and the TEA 21 RestoratiOn Act (Public Law 105-206, July 22, 1998) continue the Surface Transportation Program, the Congestion Mitigation and Air Quality Improvement Program and the Enhancements Activities Program; and WHEREAS, pursuant to TEA 21, and the regulations promulgated thereunder, eligible project sponsors wishing to receive federal transportation grants for a project shall submit an application first with the appropriate metropolitan transportation planning organization (MPO) for review and consideration in the MPO's Transportation Improvement'Program (TIP); and WHEREAS, the Metropolitan Transportation Commission is the San Francisco Bay Area's MPO; and WHEREAS, the City of Dublin is an eligible project sponsor for federal transportation funds; and WHEREAS, the City of Dublin wishes to receive federal transportation funds through MTC's Housing Incentive Program (HIP) funds awarded on a per bedroom basis for the following project: Dublin Transit Center; and WHEREAS, MTC requires a resolution stating the following: 1) the commitment of necessary local matching funds of at least 11.5%; and 2) that the sponsor understands that the federal funding through the HIP is fixed at the programmed amount, and therefore any cost increase cannot be expected to be funded through the HIP program; and 3) the assurance of the sponsOr will develop transportation projects funded through the HIP program that are consistent with TLC goals and guidelines; and 4) that the sponsor understands that funds must be obligated by September 30, 2004 for HIP projects, or the project may be removed from the program. 1) NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin that the City of Dublin by adopting this resolution hereby, states that: City of Dublin will provide at least 11.5% in local matching funds for the eligible transportation project when submitted to MTC; and City of Dublin understands that the HIP award for the transportation project is fixed at $1,306,125, and that any cost increases must be funded by the City of Dublin from local g:overlay\project\reso AuthorFundingApplic-HIP Funds.doc ATFACHMENT 1 3) MTC. matching funds, and that City of Dublin does not expect any cost increases to be funded through the TLC program; and The program funds will be obligated by September 30, 2004 for HIP projects.
