A maquette of the proposed artwork will be presented at the meeting Receive presentation from Art Consultant, Lynne Baer Approve artwork or provide alternate direction Authorize Mayor to Execute Agreement FINANCIAL STATEMENT: The City will contribute $6,000 towards the cost of the artwork; sufficient funds are available in the Fiscal Year 2001-2002 Budget DESCRIPTION: A high priority goal for 2000-2001 is to work with Dublin Fine Arts Foundation to complete Art in the Parks projects for Shannon, Emerald Glen and Ted Fairfield Parks. During the summer, the Peter Voulkos sculpture, Sirius, was relocated to Shannon Park. The bronze sculpture graces the top of a knoll at the front entrance to the Community Center. For Ted Fairfield Park, an Art Selection Committee was formed with representatives from the City Council, Parks and Community Services Commission, Heritage and Cultural Arts Commission, Dublin Fine Arts Foundation and the public. The Art Selection Committee selected five artists to prepare proposals and maquettes for the park artwork. The maquettes were placed on display in the Civic Center Lobby. The public was encouraged to make comments regarding the pieces. At the end of the display period the Art Selection Committee met, reviewed the public comments and. selected the proposal by Oakland artist Johanna Poethig. Ms. Poethig is well versed in the creation of public art. Locally she is known for her work at Wells Middle School. For Ted Fairfield Park, Ms. Peothig proposes a work entitled "Birdwatch ". The piece is a ceramic work celebrating the birds in the area in a colorful and amusing play on the practice of bird watching. The site for the piece is the retaining wall across the bridge from Dublin Ranch Drive. At the end of the bridge a four-foot Scrub Jay stands watch over the entrance to the park. The child-sized bird at the center of the wall would be fabricated of hand-built clay, fired and glazed, and set directly onto the cement wall with mortar. The tiles surrounding the bird would be l"xl" mosaic glass tiles in a blend of colors. Bordering the centerpiece and stretching to the ends of the wall would be 6"x6" tiles with pictures of birds interspersed throughout the composition. The maquette of the piece will be presented at the meeting. The Art Selection Committee, the Heritage and Cultural Arts Commission and the Parks and Community Services CommissiOn reviewed the design and recommend approval of the artwork. The artwork is scheduled for completion in Summer 2002. It is the recommendation of Staffthat the City Council: Receive presentation from Art Consultant, Lynne Baer.
