ADJOURNED REGULAR MEETING - FEBRUARY 16, 1984
An adjourned regular meeting of the City Council of the City of Dublin was
held on Thursday, February 16, 1984 in the meeting room of the Dublin
Library. The meeting was called to order at 7:30 p.m. by Mayor Peter Snyder.
ROLL CALL
PRESENT: Councilmembers Drena, Hegarty, Jeffery, Moffatt and Mayor Snyder.
PLEDGE OF ALLEGIANCE
The Mayor led the Council, Staff and those present in the pledge of alleg-
iance to the flag.
GOALS & OBJECTIVES STUDY SESSION
City Manager Ambrose presented a status report on the City Goals & Objectives
for 1983. The City CoUncil proceeded to review and comment on the 1983 goals
and objectives.
Planninq: Cm. Jeffery requested clarification between Objective #2, Revise
Sign Ordinance and Objective #3, Revise Zoning Ordinance. Staff indicated
that ideally the Zoning Ordinance revisions would occur first, then the Sign
Ordinance revisions would occur concurrently or thereafter. However, the
sandwich board signs created the need for the Sign Ordinance study.
Building & Safety: Cm. Moffatt asked if microfilm was being used. Staff
responded that it was not being used for building permits. The City does
have some microfishe for planning applications.
Engineering~ Cm. Hegarty asked about the Dougherty Road/Hopyard Road signal
and interchange. Staff indicated that plans were received several days ago.
The controller issue needed to be resolved with Cal Trans. Cm. Moffatt asked
if the sign banner ordinance included service clubs. Staff responded that
the banners were for community wide events. Cm. Drena expressed concern that
Objective #8, Dublin Boulevard extension was a unique intersection that needs
to be carefully handled. He did not want the project ramrodded through.
Staff indicated that they had discussed the item with a property owner. Also
Staff had ruled out Sierra Lane as an extension. Mayor Snyder reminded the
City Council that the County Jail also has an impact on the project. Cm.
Hegarty stated that anything on the east depends on the extension, so it
needs to have some fairly high priority. The City Council directed Staff to
continue working on this item.

Community Identity: Cm. Jeffery suggested that the City entrance signs be
placed on the back burner until after intersections are designed at tho'se
locations.
Police: Mayor Snyder asked if traffic enforcement grant was related to
radar. Staff answered in the affirmative. Mayor Snyder also asked where the
seven Neighborhood Watch Programs were. Lieutenant Shores responded that
they were scattered around the City in different clusters.
Animal Control: Cm. Jeffery asked that consideration be given in the letter
to the Community to include mail-in licenses.
Capital Improvement Program: Mayor Snyder asked if P G & E knew the dollar
figure. Staff indicated that P G & E said approximately $250,000, in the
County's account.
Maintenance: Cm. Jeffery asked if the street trash receptacles suffered any
vandalism? Staff said there was some minor problems with the ARCO station
receptacle and that the street sweeper fixed it. Cm. Hegarty requested
information regarding the number of street trees in the City. Staff
responded that the County did not keep an inventory.
Transportation: Cm. Jeffery indicated that the bus system will get money
back into the community. Cm. Drena asked that street reinforcement for bus
stops be included in the five year Capital Improvement Project.
Administration: Cm. Jeffery stated that the newsletter could be a good
project to involve the community, such as Dublin High classes. The Council
discussed the possibility of community advertising and community promotion.
Recreation: The City Council indicated it would like to get the recreation
programs underway by summer 1984.
General Goverment: The City Council indicated the need to meet more often
with DSRSD and San Ramon. The City Council expressed interest in a Dublin
City brochure or informational booklet.
Planning: C~n Hegarty defined the downtown as the area bordered by Dublin
Boulevard, San Ramon Road, Amador Valley Boulevard and Village Parkway.
Other areas have commercial uses, but they are not downtown. The Downtown
Committee was discussed as an outlet for improving the community and for
Chamber input.
Building: The Council directed Staff to bring the Nichandros code violations
back to the City Council.
Police: Cm. Jeffery indicated that narcotics should be looked into. An auto
burglary program also should be examined.

Maintenance: Cm. Jeffery said the City Council should review the Oakland
Ordinance regarding trees on private property. Cm. Moffatt suggested
examining ordinance regarding vehicles being safely parked on the street.
CommUnity Improvements: The City Council expressed concern regarding
improving the appearance along San Ramon Road, particularly the east side.
With the aboVe exceptions the 1984 Goals and Objectives were approved by the
City Council.
ADJOURNMENT
There being no further business to come before the Council, the meeting was
adjourned at 11:00 p m.
