SUBJECT: No Parking Zone in Front of the Bay Tree Business Park Office
Building at 11750 Dublin Boulevard

FINANCIAL STATEMENT: Sufficient funds are budgeted in the Street Maintenance Operating
Budget to cover the minor cost of approximately 81 feet of red curb.
DESCRIPTION: The City's Public Works Department recently received a citizen
request to prohibit on-street parking in front of the Bay Tree Business. Park office building at 11750
Dublin Boulevard, as shown on the location map (Attachment 2). This request was based on a concern
that outbound vehicles from this office complex have a limited visibility of oncoming traffic on Dublin
Boulevard as a result of vehicles parked between the office complex driveway and the adjacent driveway
to the east for the Little Kids Learning Center.
The Bay Tree Business Park has only one driveway for both ingress and egress. This driveway is limited
in width and can only accommodate one vehicle at a time. There is a concern that on-street parking
between this driveway and the Little Kids Learning Center driveway eliminates the option of using the
shoulder area between the two driveways as a refuge area to stop safely before entering the office
complex driveway to let an outbound vehicle exit first. As a result, a vehicle entering the office complex
must stop abruptly inside the travel lane on Dublin Boulevard and risk arear-end collision if another
vehicle is using the driveway to exit. Prohibiting parking between these two driveways would reduce the
potential for rear-end collisions at this location.
Based on a field review by City Staff, it was determined that on-street parking should be prohibited in
front of the office building at 11750 Dublin Boulevard due to safety considerations, as described above.
To implement this parking prohibition, Staff has determined that the City should insta1181 feet of red curb
in front of the office building at 11750 Dublin Boulevard, as indicated on the location map. Although
parking for four vehicles would be eliminated by installing the No Parking zone, sufficient parking spaces
would still be available on Dublin Boulevard, and the Bay Tree Business Park complex and other
businesses in the area offer off-street parking for employees and visitors.

The proposed red curb is located in front of an office building and would have no effect on parking
conditions for the nearby Hansen Drive residential neighborhood. Staff from. the property management
company of Affiliated California Real Estate, representing the ownership of the Bay Tree Business Park,
has expressed support for the proposed No Parking zone to City Staff.
Staff recommends that the City Council adopt the resolution approving 81 feet of No Parking zone in
front of the Bay Tree Business Park office building at 11750 Dublin Boulevard.

RESOLUTION NO. - 02
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
APPROVING NO PARKING ZONE IN FRONT OF THE BAY TREE
BUSINESS PARK OFFICE BUILDING AT 11750 DUBLIN BOULEVARD
The City Council of the City of Dublin hereby resolves as follows:
Section 1: Pursuant to City of Dublin Municipal Code Section 6.04.250, and in the interest of
public safety, parking is prohibited on the northerly curbline of Dublin Boulevard, from a point 276 feet
east of the easterly curbline of Hansen Drive, east a distance of 81 feet.
Section 2. Said No Parking Zone shall be added to Section 6.28.010 of the City of Dublin Traffic
Code.
PASSED, APPROVED AND ADOPTED this 5th day of February, 2002.
