Tree Replacement Plan RECOMMENDATION: /Approve tree replacement plan or provide alternate direction; direct ~,~t/ Staff to notify Shannon Park neighbors of tree replacement project. r FINANCIAL STATEMENT: $20,000 is available in the Fiscal Year 2001-2002 Budget DESCRIPTION: During the Public Hearing for the Fiscal Year 2001-2002 Budget, Councilmember Zika expressed concern about the condition of the eucalyptus trees along the west fence at Shannon Park due to the falling of an 8" diameter limb several weeks before the meeting. He suggested and the Council concurred that the trees be evaluated and that funds be included in the budget to potentially replace the trees. Twenty thousand dollars ($20,000) was included in the Fiscal Year 2001- 2002 for the project. The trees have been inspected by an Arborist and found to be infected with a pest know as Red Gum Lerp Psyllid. This pest extracts sap from the leaves, excreting honeydew in the process. This,in turn creates the blackened appearance due to sooty mold growing on the honeydew. This condition has weakened the trees to a point where it is quite likely that they are playing host to other pests as well. The Arborist recommends removal of the trees. Attachment 1 is the proposed tree replacement plan prepared by the City's Parks and Facilities ,Development Manager. The plan suggests that the eucalyptus trees be replaced with a combination of Liquid Amber, California Laurel and Mulberry Trees. Additionally, shrubs including Photinia, Fremontodendron and Gold Pfitzer Juniper are suggested for planting along the west fence. The concept behind the planting design is to install varieties that are fast growing, can withstand the wind and have a reasonable life span. Before proceeding with the tree removal and replacement, Staff recommends that a neighborhood meeting be held with the residents adjacent to Shannon Park to review the tree replacement plan. It is the recommendation of Staff that the City Council approve the tree replacement plan or provide alternate direction and direct Staff to schedule a meeting with the Shannon Park neighbors to review the plan.
