Thompson, Public PVorks Director ATTACHMENTS: Draft Letter requesting California Highway Patrol assistance RECOMMENDATION: ~Approve draft letter and authorize the Mayor to sign letter FINANCIAL STATEMENT: The estimated cost for the Department of California Highway Patrol (CHP) services to enhance enforcement in the construction work zone is $22,000. This cost is included in the construction funds being advanced by the developers and will be credited against the required Eastern Dublin Traffic Impact Fees for various developments. DESCRIPTION: The Interstate 580/Tassajara Road Interchange Improvement project will require closing lanes on the 1-580 mainline during day- and nighttime construction of the project. The CHP typically provides enforcement services on Caltrans-sponsored construction projects to enhance enforcement in construction work zones within lane closures on the freeway mainline. In order to acquire these services for the City's project, the City must enter into an agreement with the CHP. A formal letter of request from the City Council is required to start the processing of the agreement. The agreement will be presented to the Council for final approval at a later date. Staff recommends that the City Council approve the draft letter and authorize the Mayor to sign the letter. COPIES TO: Captain C. T. Noble Department of California Highway Patrol 4999 Gleason Drive Dublin, CA 94568 SUBJECT: 1-580/TassajaraJSanta Rita Road Interchange Project Dear Captain Noble: The City of Dublin is in the process of implementing a highway improvement project within Alameda County under a Caltrans encroachment permit. The City is requesting assistance from the California Highway Patrol (CHP) to enhance enforcement in construction work zones within closed lanes during freeway closures. The services requested of the CHP will be similar to Construction Zone Enforcement Enhancement Policy (COZEEP) services utilized on Caltrans construction projects. It is anticipated that CHP services for enhanced enforcement on the project will be needed from March 2002 to October 2003. The estimated total cost of $22,000 contemplated for CHP services is based on rates for two officers per night closure. Please contact Ferd Del Rosario, Sr. Civil Engineer, in the City's Public Works Department at (925) 833-6630 to coordinate the preparation of the agreement. The City will seek authorization from the City Council to execute an agreement for the agreed- upon amount.
