FINANCIAL STATEMENT: Funding had been included in the Fiscal Year 2001-2002 budget to cover the costs associated with the proposed new classification and respective salary range value. DESCRIPTION: The City's personnel System is governed by several documents. Each document addresses a specific set of issues. The Staff report identifies proposed changes to the City's current personnel system. As discussed below, these proposed adjustments are based on the need to add a new job classification to the City's Classification Plan. CLASSIFICATION PLAN AMENDMENT Pursuant to the City's Personnel System Rules, a job description must be adopted for each classification in the organization. The job description typically includes key elements, knowledge, skills, abilities and requirements of the position. The job descriptions make up the City's Classification Plan. During Fiscal Year 2001-2002 the Parks and Community SerVices Director recommended to the City Manager a reorganization of the Parks and Community SerVices Department. The Department is currently organized into three divisions: Park and Community SerVices; Parks and Facility Development; and Heritage and Cultural Arts. At present, a Recreation Supervisor oversees the Heritage and Cultural Arts Division. This position is currently vacant, as the incumbent has transferred to the vacant Recreation SuperVisor position at Shannon Center. Given the program growth in Heritage and Cultural Arts and the complexity of the projects being undertaken in the area of public an, a new classification of Heritage and Cultural Arts Supervisor is recommended. Pursuant to the reorganization, the City Manager requested that the Personnel Office work with the Parks and Community Services Director to develop the new classification pursuant to the scope of duties. Attached to the Resolution (Attachment 1) is Exhibit A, which is the job description for Heritage and Cultural Arts SuperVisor. Staff recommends that the City Council adopt the attached Resolution amending the Classification Plan. COPIES TO: ITEM NO. SALARY PLAN AMENDMENT Included in the City's Personnel System are Resolutions that address salary ranges for part-time and full- time personnel. The attached Resolution is a proposed amendment to the City Salary Plan (Attachment 2) for full-time personnel. Once the Heritage and Cultural Arts Supervisor job description was developed, the City's Personnel Officer took the positions to market for development of the appropriate salary range and alignment within the City's existing Salary Plan. The resolution also identifies positions that are exempt from the Federal Labor Standards Act (FLSA) overtime provision and those that are not. The Salary Plan Resolution (Attachment 2) would establish the following monthly salary ranges for the new position: · Heritage and Cultural Arts Supervisor - $4,507 ~ $5,634 Staff recommends that the City Council adopt the attached resolution amending the Salary Plan Upon adoption by the City Council, Staff will begin the recruitment and selection process to fill the classification vacancy. It is estimated that the above recruitment will take between three and four months to successfully complete. Staff recommends that the City Council review the proposed modifications to the City's ClassificatiOn, Salary, and Benefit Plans and adopt the Resolutions. RESOLUTION NO. XX- 02 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AMENDING THE CLASSIFICATION PLAN Attachment 1 WHEREAS, in accordance with the City's Personnel System Rules, the City Council adopted Resolution No. 30-84 and subsequent resolutions which comprise the Classification Plan; and WHEREAS, it is necessary to periodically add job descriptions to the Classification Plan. NOW, THEREFORE, BE IT RESOLVED that Resolution No. 30-84 and subsequent resolutions shall be further amended to include a job description for the position of Heritage and Cultural Arts Supervisor {Exhibit A). BE IT FURTHER RESOLVED that this document shall become a part of the official Classification Plan for t_he City of Dublin; and that the changes contained herein shall be effective February 19, 2002. AYES: NOES: ABSENT: ABSTAIN: ATTEST: Mayor City Clerk K2/G/2- 19-02/reso-class.doc (Item 4.13) ATTACHMENT 1 Exhibit A Date Adopted: Date Revised: 2-19-02 Title: FLSA: Heritage and Cultural Arts Supervisor Exempt General Purpose: The Heritage and Cultural Arts Supervisor under general direction of the Park and Community Services Director plans, organizes, develops, and implements a broad range of community-wide heritage and cultural arts programming. The Heritage and Cultural Arts Supervisor is responsible for the management and operation of the City's Heritage Center and participates in departmental policy development, administrative planning, and problem resolution and performs related work as required. Distinguishing Characteristics: The incumbent of this class is responsible for organizing and directing all program activities related to citywide heritage and cultural arts activities. The incumbent will oversee all operations related to implementation of programs such as exhibition of art, arts education and/or related special events. This class differs from Heritage Center Director in that the Heritage and Cultural Arts Supervisor performs more varied and complex tasks associated with the supervision and implementation of the City's Heritage and Cultural Arts programs. Essential Duties and Responsibilities: The following duties are normal for this classification. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class. Plans, organizes, directs and supervises all activities of a major community heritage and cultural arts program including facility use, staffing, technical and administrative functions, programming and/or relations with the general public. Serves as Staff to the Heritage and Cultural Arts Commission. Exhibit A Serves as Staff liaison to the Dublin Fine Arts Foundation and the Dublin Historical Preservation Association. Negotiates and implements agreements related to both City public art projects and art projects required of private developers. Advises and serves as 'contact point for private 'sector public art projects; manages consultant agreements, coordinates public art projects with other City Departments and artists. Staffs and serves as secretary to the Heritage and Cultural Arts Commission; represents the City in meetings of the City Council, City Commissions and community groups and prepares oral and written reports; develops agendas and staffs related internal committees. Manages the operations, activities and programs of the Dublin Heritage Center, which includes the original Murray Schoolhouse, the old St. Raymond Church and the pioneer Dublin Cemetery. Participates and seeks leadership roles in regional and statew/de arts organizations. Composes and writes descriptions of Heritage and Cultural Arts exhibitions for brochures and for fund raising purposes; provides detailed written information on exhibits and artist. Supervises exhibit installations, arts education classes, and/or special events; evaluates program needs and identifies new arts programs and sources of support; writes grant Proposals for funding support. Prepares and administers Division and program budgets and makes recommendations on budgeting needs as they relate to personnel, equipment and materials; coordinates the collection and accounting of program user fees. Provides information about the City's Heritage and Cultural Arts program to local groups, agencies and arts organizations; provides information for press releases; oversees production of arts educational and promotional materials, catalogs, or programs; makes presentations and lectures to local groups and agencies to gather support and encourage community participation and education in the arts. Selects, trains, schedules, and supervises assigned staff as well as contractors and volunteers. Supervises program activities, maintains records, and prepares reports and recommendations concerning program activities; participates in development of long- range plans and objectives for Division; monitors current art and market trends in the arts industry. Exhibit A Minimum Qualifications: Knowledge of: Principles, practices and methods of supervision and arts administration. Principles and practices of cultural and heritage arts programming. The role that visual arts plays in the heritage and cultural education of the community. A wide variety of contemporary arts and arts movement including local, national and international artists. Curatorial principles and methods of program development, implementation, and promotion. Principles and practices of record keeping. Financial planning and program cost reduction methods. Fundamentals of budget preparation and administration. -. Principles and practices of basic supervision and training methods and techniques. Principles and practices of standard safety precautions. Methods of program planning and evaluation. Operational characteristics of the assigned program area. English usage, vocabulary, spelling and punctuation. Customer service techniques. Ability To: Act as a visionary to develop and implement long-range program goals that respond to the heritage and cultural needs of the Dublin community. Demonstrate an awareness and sensitivity to the art community's issues. Effectively work with community arts organization and negotiate-.contacts and partnerships for the delivers of heritage and cultural arts programs. Work independently under minimal supervision. Establish and maintain effective working relationships with diverse segments of the public and with City employees and officials. Physical Standards: The physical standard described are representative of those that must be met by employees to successfully perform the essential functions of this class. Education and Experience: Any combination equivalent to education and experience is likely to provide the required knowledge and abilities. A typical way to obtain the knowledge and abilities would be: Education: Bachelor's Degree in art, art history, arts administration, social science, recreation, marketing or public administration, or related field. Experience: Three years of progressively responsible experience in art, art history, arts administration, which includes at least one year of experience supervising Exhibit A the business activities for a Heritage and/or Cultural Arts Center of comparable size to the City of Dublin. Experience in art ~dUcation and cultural, social and fire arts programming is highly desirable. LicenSes; Certificates; Special Requirements: Possession of a valid California Class C drivers' license and Certificate of Automobile Insurance for Personal Liability. RESOLUTION NO. XX- 02 A RESOLUTION OF THE CITY COUNCIL OF TI~ CITY OF DUBLIN AMENDING TItE SALARY PLAN WHEREAS, in accordance with the City's Personnel System Rules, the City Council adopted Resolution No. 64-97 and subsequent resolutions which comprise the Salary Plan. NOW, THEREFORE, BE IT RESOLVED that the position of Heritage and Cultural Arts Supervisor shall be covered under Article I, Section A of the Salary Plan; and BE IT FURTHER RESOLVED that the position of Heritage and Cultural Arts Supervisor shall be paid a monthly salary within the following range with the exclusion of any Performance Pay Adjustment granted in accordance with the adopted Personnel Rules: Heritage and Cultural Arts Supervisor: $4,507 - $5,634 BE IT FURTHER RESOLVED that this document shall become a part of the official Salary Plan for the City of Dublin; and that the changes contained herein shall be effective February 19, 2002.
