Staff has received the monies advanced by the Alameda County
Surplus Property Authority, Jennifer Lin, Mission Peak Homes, and
Greenbriar Land Company to construct the project. Also, the
supplementary Federal/State funds programmed for the project have
been approved by the State and the project is fully funded. The
advanced funds are being credited against the required Eastern
Dublin Traffic Impact Fees for the various developments.
DESCRIPTION: On November 6, 2001, the City Council authorized Staff to solicit bids for
Contract No. 01-12, Interstate 580/Tassajara Road Interchange Improvement Project.
This project will increase the capacity of the interchange to accommodate future traffic demand, including
traffic generated by several approved developments north of the project site, and existing developments
south of the interchange. The project is one of the traffic mitigations identified in the approval of the

Eastern Dublin Specific Plan and has been incorporated into the Eastern Dublin Traffic Impact Fee
program.
The proposed work i.ncludes the following:
· Demolishing the existing two-lane northbound Tassajara Road overcrossing.
· Constructing a new three-lane northbound Tassajara Road overcrossing,
· Constructing an auxiliary lane along eastbound 1-580 from the eastbound Santa Rita Road on-ramp to
the E1 Charro Road off-ramp.
· Widening the westbound 1-580 off-ramp from one lane to two lanes and providing a 400-meter
(1,312-foot) auxiliary lane in advance of the exit.
· Widening the eastbound off-ramp to provide a second left-turn lane at the ramp terminus at the
intersection of Santa Rita Road and Pimlico Drive.
· Lengthening the left-turn lane on southbound Tassajara Road approaching the Pimlico Drive
intersection.
· Narrowing the existing median along westbound Pimlico Drive to provide a four-lane approach at the
Santa Rita intersection.
· Reconstructing the westbound 1-580 loop on-ramp.
· Widening the diagonal westbound 1-580 on-ramp from one lane to two lanes.
The existing traffic signals at the ramp intersections would be modified to accommodate the proposed
lane arrangements. Ramp metering, ramp entrance lighting, and intersection lighting would also be
modified as appropriate for the proposed improvements.
Caltrans has finalized its review of the plans and has issued the encrOachment permit to the City to build
the project. The City has already received permission from the City of Pleasanton to perform work within
Pleasanton's right-of-way. The construction period is estimated at approximately 18 months.
A total of 9 bids were received (Attachment 2). The low bidder is DeSilva Gates Construction LP with a
bid of $7,054,!98.00. For this project, the City has established a 9% goal for Disadvantaged Business
Enterprise (DBE) participation, as required on projects with federal funding. De Silva Gates Construction
LP meets this requirement with 11.09% participation from certified DBEs.
Staff has reviewed the bids, determined that the low bidder has satisfactorily performed similar projects in
the past, and recommends that the City Council adopt the resolution awarding Contract No. 01-12 to
DeSilva Gates Construction LP.

OF THE CITY OF DUBLIN
AWARDING CONTRACT NO. 01-12
INTERSTATE 580/TASSAJARA ROAD INTERCHANGE IMPROVEMENTS
TO DESILVA GATES CONSTRUCTION LP
WHEREAS, the City of Dublin did, on February 12, 2002, publicly open, examine,
and declare all sealed bids for doing the work described in the approved Plans, Specifications, and
Modifications for Contract No. 01-12, Interstate 580/Tassajara Road Interchange Improvements,
authorized by the City Council on November 6, 2001, which Plans, Specifications, and Modifications
are hereby expressly referred to for a description of said work and for all particulars relative to the
proceedings under the request for bids; and
WHEREAS, said bids were submitted to the City Engineer, who has recommended that
the bid hereinafter mentioned is the lowest and best bid for doing said work.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby award City of Dublin Contract No. 01-12 to the lowest responsible bidder therefor, to wit, DeSilva
Gates Construction LP, at a bid of Seven Million Fifty-Four Thousand, One Hundred Ninety-Eight
Dollars and No Cents ($7,054,198.00), the particulars of which bid are on file in the Office of the City
Engineer.
PASSED, APPROVED AND ADOPTED this 5th day of March, 2002.
