NOTES FROM MAY 6, 1997 CITY COUNCIL/PLANNING COMMISSION
JOINT STUDY SESSION ON THE ZONING ORDINANCE UPDATE
V 1. Parking of recreational vehicles in front of residences.
. Limit the number of RV's to one per lot.
. Prohibit RV's or any accessories from encroaching within one foot of the public right-
of-way.
. Study optional RV height limits ranging from 10 to 12 feet plus air conditioners.
. Require side yards in front of residences to be paved if used for RV parking.
. Allow curb cuts if an encroachment permit is approved by the Director of public
works. (I think we should require driveway to replace sidewalk.)
j 2. Parking of motor vehicles in front of residences for repair, dismantling, or painting.
. Better define "Repair".
. Allow certain types of repair but prohibit others.
. Prohibit dismantling and painting.

Permit repair of motor vehicles within qaraqes in residential zoning districts as an
accessory use if the vehicle is registered to an occupant of the residence but prohibit
painting of motor vehicles or repair of tractor trucks within qaraqes.
. Per PC recommendation.
/4. Chain link fencing is permitted along the side lot lies if behind the front yard
setback, and along the rear lot line, in the C-2, M-P, M-1, and M-2 zoning districts if it is
planted with vegetation of sufficient density and height to screen the fence from
adjacent parcels and public areas. C7 ,
. Per PC recommendation but add R-1 zone. I ~ is their intent to prohibit it in
street side yards of corner lots.
5. Distances between single family detached residences.
. City Council wants to keep existing Ordinance with variable side yard setbacks
determined by median lot width. They are concerned about driving up the cost of
housing.
. Planning Commission wants 15 feet between residences. Bob Fasulkey thinks taller
houses make up for larger distances between residences. Maxine Jennings thinks
that light, fire, and safety require a 15 foot distance between residences.

6. Enforcement.
. The City Council is split. Dave Burton feels enforcement should be on a complaint
basis. He feels that property maintenance issues should not be actively enforced.
There should not be an "anti-ugly police" measuring the height of grass. Valerie
Barnes likes a complaint basis but feels staffing is tot;limited to get the job done. Guy
Houston and Janet Lockhart want to vary enforcement and favor shorter time frames
and citations. Generally, enforcement should be variable. Health and safety issues,
and issues that are visible and really bother people should be actively enforced. The
Planning Commission is in favor of variable enforcement. Rich Ambrose wants to
look at revising the Property Maintenance Ordinance which uses the phrase
"Unreasonable Period of Time" to allow for more timely enforcement if that is the
Council's desire.
7. Corner Landscaping.
. The council feels that we should encourage rather than require corner landscaping
8. Trees.
. The City Council will go along with the Planning Commission recommendation if we
lose the pine trees and better define the "majority" of trees.
. The City Council did not want to require that trees be retained in single family
residential areas.
