HomeMy WebLinkAbout3.3 Vice Mayor SelectionCITY CLERK FILE #610-20 AGENDA STATEMENT CZTY COUNCZL MEETZNG DATE: April 2~ 2002 SUBJECT: Selection of Vice Mayor ATTACHMENTS: 1) Resolution No. 5 - 96 Establishing Rules for the Selection of Vice Mayor RECOMMENDATION: Elect Vice Mayor FINANCIAL STATEMENT: None DESCRIPTION: Since 1996, the City Council's Policy.has been to select in December of each year, a member of the City Council to serve as Vice Mayor for a period of one year. In the absence of the Mayor, the Vice Mayor would become Mayor Pro Tempore and would assume the temporary responsibilities of the Mayor. In December of 2001, the Council was unable to select a Vice Mayor and directed Staff to again place the issue on the agenda following the election of a fifth Councilmember. In accordance with Resolution No. 5 - 96, Section 1. (c) Rules. The procedure for selection of vice mayor shall be in accordance with the current edition of "Roberts Rules of Order". This procedure is as follows: The Mayor opens nominations. · Any member can make a nomination. · Nominations do not require a second. · After each nomination, the Mayor repeats the name. The Mayor doses nominations when no further nominations are coming forward. The Mayor then asks for a vote. · When more than one person has been nominated, the Mayor takes the vote on the candidates in the order in which they were nominated~ . The Mayor announces the results of this vote. · This procedure continues until someone receives a majority vote. Staff recommends that the City Council determine who shall serve as Vice Mayor until December, 2002. COPIES TO: ITEM NO. ~ RESOLUTION NO. 5 - 96 A RESOLUTION OF ~ CITY COUNCIL OF THE CITY OF DUBLIN ESTABI.I.~[IING RULES'FOR ~ SEL~ON OF VICE MAYOR AND REPEAIJNG RESOLUTION NO. ~-87 WHEREAS, the City consolidates its general municipal election with the state, vide general election held in November of even-numbered years; and WHEREAS, Section 36801 of the California Government Code provides for the selection by the Council of one of its members as vice mayor. NOW, THEREFORE, BE IT RESOLVED that the City Council ofthe City of Dublin hereby. adopts the following rules: 1. ELECTION OF VICE MAYOR O) Time. At the City Council's first meeting in ~er,. following certification of the results of the general ~r~cipal election in even-numbered years, the City Council shall select one of its members az vice mayor. At the City Council's first meeting in December of odd .numbered years, the City Council shall select one of its members as vice mayor. Term. The vice mayor shall serve in such capacity for a 1-year period, or until a successor is selected. (c) Rules. The procedure for selection of vice mayor shall be in accordance with the current edition of"Roberts Rules of Order~. BE IT FUR~ RESOLVED that Reso~fion No. 5-87 is hereby rescinded in its entirety.
