HomeMy WebLinkAbout4.03 SeniorCntrDesign RFP CITY CLERK File #600-30 AGENDA STATEMENT CITY COUNCIL MEETING DATE: April 16, 2002 SUBJECT: Senior Center Design - Request for Proposal Report prepared by: Herma Lichtenstein, Parks & Facilities Development Manager ATTACHMENTS: 1) Request for Proposal (no attachments) RECOMMENDATION: %[}~1) Authorize Staffto issue RFP FINANCIAL STATEMENT: Adequate fimds are available to undertake design of the Senior Center DESCRIPTION: In 1998 the City retained Group 4 Architecture Research and Planning, Inc. to evaluate the present Dublin Library Building and Site for conversion to a Senior Center. The Study included a program analysis of space and sit~ needs, a preliminary building evaluation and a conceptual floor plan. As a cost benefit analysis was not included as part of the Group 4 Study, in August 2001, the City Council retained the services of Noll and Tam Architects to determine the cost effectiveness of renovating the existing Library Building for a Senior Center, or demolishing it and constructing a new Senior Center. Further, Noll and Tam Architects were asked to evaluate how senior housing might be accommodated on the site along with a Senior Center. In February of 2002, Noll and Tam completed the Feasibility Study including recommendations from the Parks and Community Services Commission and presented their findings to Council. By unanimous vote, the Council determined that new construction was the preferred option, determined that further study should be done to provide housing units on the site, and authorized Staff to prepare a financial analysis of funding options for the new Senior Center. Regarding senior housing on site, in a separate action to be considered later at this meeting, the Council will be contemplating a Request for Proposal for Development of Senior Housing. If the RFP is approved for circulation, it is anticipated that proposals will be submitted to the City Council in July 2003. Based upon the direction from the City Council, Staff is also completing a financial analysis of the project cost to identify funding oPtions for consideration by the Council. The financial analysis is being done concurrently with the Public Facility Fee Update. It is anticipated that both studies will be complete by June 2002. Sufficient funds are available in the Fiscal Year 2001-2002 Budget to proceed with the selection of a design team and begin preliminary conceptual designs. A decision on how to fund construction of the improvements would be made once the financial analysis and fee update are completed. In order to proceed with the design of a new Senior Center, it is necessary to secure the services of a design team. Staff has prepared a Request for Proposals (Attachment 1) in order to solicit interested teams. 'The closing date for submittal of proposals is May 10, 2002. Following interviews, a recommended design team will be brought before the City Council for approval. RECOMMENDATION 1) Authorize Staff to issue Request for Proposals for design ora new Senior Center. 2 Request For Proposals To Provide Professional Services in the Development Dublin Senior Center Closing Date For Submittal of PropoSals May 10, 2002 at 5:00 PM Con tact Person Herma Lichtenstein Parks & Facilities Development Manager City of Dublin 100 Civic Plaza Dublin, CA 94568 Background: The City of Dublin is experiencing major growth which will double the size and population of the City within the next 20 years. To provide services for all segments of the population, the City is planning to provide an expanded Senior Program. The current Senior Center is in leased space and is rapidly becoming inadequate. The City is also in the process of building a new Library which will be completed in the winter of 2002. With the completion of the new Library the existing library will be razed to provide room for a new Senior Center. In February of 2002 the City completed a Senior Center Feasibility Study to confirm programming requirements, evaluate reuse of the existing Library Building for a Senior Center versus building a new Senior Center and examine the potential of including Senior Housing on the site. The outcome of this study was to move forward with new construction for a Senior Center and to begin soliciting Senior Housing Proposals. The Pro]ect: The proposed project entails design and construction documents for a new Senior Center and surrounding site work. Work to be undertaken as part of this project includes, but is not limited to: Review of the Program Study and other existing documents. Preparation of a complete site survey including all underground utilities and easements. Coordination and review with City Staff, Senior Center Staff, Senior Center Advisory Committee and Parks and Community Services Commission. · Preparation of conceptual designs for; Public Presentation, Parks and Community Services Commission and Council presentation · Preparation of schematic designs for; Public Presentation, Parks and Community Services Commission and Council presentation · Preparation of Design Development Plans and Council presentation. · Preparation of construction documents including specifications. · Preparation of budget estimates for construction. ATTACHMENT 1 In addition the City may be incorporating public art into the project. Please address how you have worked with artists in the past and if they Were part of the design team or an independent contributor. In addition, the selected team may be required to work closely with the City's potential Senior Housing Developer, once selected. Please describe any prior experience with senior housing, interfacing your design with another concurrent project and your methodology for creating a cohesive design between two separate projects. Selection Process: Five copies of your proposal should be submitted to the office of the Parks and Community Services Department by 5:00 p.m., May 10, 2002. Proposals may be hand delivered or mailed to 100 Civic Plaza, Dublin, California, 94568. The following information should be provided as part of your proposal: · A brief narrative describing the firm's approach to accomplishing the project. (Limit to two pages). · A summary of the firm's background and capabilities, including information on the firm's history and areas of specialization, or particular expertise. (Limit to one page). · Identification and background of the individual(s) who will perform the work and who will work and be the City's regular contact. · An organization chart should be included as well as resumes for each individual. · Identification and background of any other consultants who are proposed to assist in the development of this project. · A statement of qualifications including a list of relevant projects that the firm has completed which are similar to the project described above. Submittals should include reference names and phone numbers. (Minimum of five references on a separate sheet). · Proposed project schedule. · Consultant fee schedule. · Statement of professional liability coverage. Following a review of the proposals, the City will conduct interviews with qualified firms. The City will notify selected consultants two weeks after the proposal submittal date to set up interviews.
