None at this time DESCRIPTION: On February 19, 2002, the City Council received a report from Staff, which indicated that it was physically feasible to locate senior housing on the same site as the proposed new Senior Center. The City Council proceeded with an alternative which would result in the demolition of the existing Library building to develop a new Senior Center, and further provided Staff to conduct further studies on the fiscal feasibility of developing senior housing at 7606 Amador Valley Boulevard, the current site of the Library. Staff has evaluated the merits of conducting a study that would focus on the feasibility of constructing senior housing on this site versus proceeding with a Request for Proposal (RFP) for qualified developers who could provide a reasonable financial plan and specific development plan for construction of senior housing. It is Staff's opinion that proceeding 'with the Request for Proposal for a qualified developer will yield more accurate information and enable the City to proceed more quickly with the development of senior housing on the old Library site. Responses to the Request for Proposal will also help the City determine whether the senior housing can be built at the same time as the construction of the Senior Center or built as a separate project. The goal of the Request for Proposal is as follows: 1. To create affordable housing of an architecture and site design which is consistent with the Senior Center. REQUEST FOR PROPOSALS FOR DEVELOPMENT OF SENIOR HOUSING DUBLIN SENIOR HO USING Closing Date for Submittal of Proposals: May 24, 2002 ~ 5:00 P.M. GENERAL INFORMATION ON THE CITY OF DUBLIN The City of Dublin incorporated on February 1982 and is located 35 miles east of San Francisco off the 580 freeway corridor. It is 12.2 square miles in area. The City of San Ramon and Contra Costa County on the north, Castro Valley on the west, the City of Pleasanton on thc south and the City of Livermore to the east generally bound Dublin. Currently there are 9,872 housing units in the City. The population of Dublin is 32,570 as of 2001, with an estimated 2.93 persons per household. ABAG projects that over the next 20 years the number of households in Dublin will increase by 128%. Rentals for a studio, one and two bedroom ,apartments and duplexes range from approximately $1,000 to $2,400 per month. The median price for single-family homes is $471,000 and condominiums is $312,000 as of December 2001. 8% of the population is very low-income, 10% is low-income, 27% is moderate-income and 55% is above moderate income° The median income for a household of four in Alameda County is $74,500, for Dublin it is $84,048. DESCRIPTION OF SITE The City of Dublin is requesting proposals leading to the City's selection of a developer to carry out construction of a senior affordable housing development at 7606 Amador Valley Blvd. The site currently houses the City's library. A new library is being constructed in the Civic Center with an anticipated completion date of January 2003. As soon as this building is completed and all library material has been transferred the demolition of the existing building at 7606 Amador Valley Blvd. will commence. The construction of a new Senior Center will folloTM. The site consists of two acres bordered by commercial and residential uses and is currently zoned C- 1. Maps of site and vicinity are included in this RFP. The site will house a to-be-constructed Senior Center and housing. The amount of housing may vary depending on the configuration. It is estimated that between 30-50 units can be constructed on this site. The City recently completed a study evaluating the feasibility of locating senior housing adjacent to the Senior Center. A copy of this study is enclosed. Request for Proposals/Qualifications Dublin Senior Housing March 2002 Page 2 The City anticipates that the Housing Developer will either construct senior housing at the same time as construction of the Senior Center on the same site, or shortly after completion of the Senior Center. It may be feasible for the Housing Developer to use the same architect and contractor as the one used for the Senior Center. It would be necessary for the developer to be able to work closely with another project in a small area or minimize disruption to the newly completed and functioning Senior Center while development of senior housing proceeds. Describe the development team's experience in successfully developing high- density housing on difficult-to-develop infill' sites° Describe the development team's experience with cities like Dublin in regards to the local zoning and permitting process. · Describe the development team's track record in the design and construction of rental multi-unit housing projects within budget and on schedule. · Include cost per unit to construct and financial plan including proposed loan repayment plan. PROJECT FINANCING AND TOTAL DEVELOPMENT COST Provide information on all types of financing proposed and the amount of each that the developer plans to utilize to construct this project. · Describe the proposed length of affordability for project · Provide a 30-year proforma · Provide breakdown of soft costs and total costs · Include rationale for any requested amount from City for gap financing SELECTION PROCESS/CRITERIA The selection process will involve several phases. The City of Dublin proposes to accomplish Phases one through four within forty-five days from the receipt of completed applications or by July 8, 2002. Phase One A review team of the City's Director of Parks and Community Services or staff, the Housing Specialist, Ophelia Basgal, the Executive Director of the Housing Authority of the County of Alameda or staff, Amy Hodgett, HCD Manager for Housing .Development and Rebecca Flores, Senior Development Officer from the City of San Jose, will evaluate de{/eloper submittals. The initial review will determine conformance to submission requirements and whether proposals meet minimum criteria established. Review will include the developer's acceptance of RFP terms, completeness of submissions and compliance with the submission requirements of RFP. Experience in development of comparable projects will be considered and demonstrated ability of development team to deliver a quality product. Interview of most qualified applicants. Evaluation team will check references given and visit sites developed. Page 5 Phase Five Staff intends to recommend the two most qualified developers to City Council for their selection and approval. Upon approval, agreed upon loan funds from the City's Inclusionary in lieu fee account may be reserved for this project for a specific amount of time, in anticipation of complete financing package being obtained by the developer. When the developer has obtained all necessary funding, City financial documents will be drafted and signed. NOTICE TO DEVELOPERS This RFP and the selection process shall in no way be deemed to create a binding contract or agreement of any kind between the City and any developer submitting a proposal. All legal, rights and obligations between the successful developer, if any, and the City will come into existence only when a project is approved by the City Council and the appropriate legal documents are fully executed by the parties. The legal rights and obligations of each party shall at that time be only those rights and obligations which are set forth in such legal documents. Each developer submitting a proposal in resPonse to this RFP agrees that the preparation of all material for submittal to the City and all presentations are at the developer's sole cost and expense and the City shall not, under any circumstances, be responsible for any costs and expenses incurred by a developer. In addition, each developer submitting a proposal agrees that all documentation and materials submitted with a proposal shall remain the property of the City and are, as such, public records discoverable under the .California Public Records Act. The City reserves the right to accept or reject any or all proposals and to issue a new RFP at any time. MATERIAL REQUESTED Interested developers must submit information. The proposals must be May 24, 2002.
