SDR Dear Ms. Ram: A few questions surlaced during the Planning Commission's Special Meeting on June 27, 2006, Lowell Outdoor Sales and Merchandising Proaram A major component of Lowe's Home Improvement Center is its' Outdoor Display and Merchandising program. An exhibit titled "Outdoor Display Area Plan "was included as part of the Site Development Review Package. A concarned express by the Planning Commission Chairman was the unpleasant view of particular merchandise that was displayed and the manner that it was placed in front of the store. Lowe's has been working with staff on our Outdoor Display Area Plan to include screen walls that would serve to partial ..croon merchandise and enhance the view along the ..tore frontage. The screen walls also serve as railled landscape planters that will provide softscape that will further improve the appearance In front of the store. The villUal problem appears to be primarily related to certain building material items placed in front of and underneath the Indoor Lumber Yard I Customer Canopy Loading Area. Thi.. area is intended a.. a pick up area for commercial building contractors who place their orders the day before and typically come in the morning hours to pick up building materials. Also, some building materials for contractors and homeowners are placed in front of the Indoor Lumber yard for dally purchase and convenience for easy pick up for customers, Each Store manager is responsible for the orderly and safe, placement of all bUilding material.. and products, Admittedly, some stores and some store managers are bener at managing the Outdoor Display Area than others. It i.. intended that the outdoor Display Area of our proposed Dublin store be well managed in compliance and conformance with all project conditions of approval and clty code requirements. Page 2 JUly 10. 2006 Lowe's Truck Delivery Ooeratlons Approximately, 15 to 20 truck deliveries (tractor trailers) oar dav occur at the recessed delivery dock area located at the rear of the store. Between 4 to 8 deliveries (smaller flatbeds and panel vans) ~ ~ occur at the side of the Garden Center area and approximately 6 to 10 deliveries (flatbeds) per week occur at the Lumber Deliver Door, Most deliveries actually occur between 6:30 am to 6:00 pm, Monday thru Friday. Most of the deliveries to the Garden Center occur in the morning, Some deliveries may occur during the week ends if store is a high volume store, All truck deliveries are made at the rear of the store. Ingress and egress shall be primarily via Dublin Avenue at Brannigan Street along the driveway extension located at the rear of the' stare, A 110 foot diameter tum around (Cul-de-sac) is provided at the truck well location far truck maneuvering. There may be occasions that egress from deliveries to the Garden Center may occur along the loop driveway between Lowe's and the aut parcels, Also, there may be occasions where both delivery trucks and or customers may exit along Northside Drive. In any event every design and signage effort will be made to avoid truck delivery via Grafton Street.
