DESCRIPTION: Staff received a request from the owners of Retreat for Children at 8339 Cypress Court to install an on-street disabled persons parking space in front of this facility to facilitate children pick-up and drop-off activities on weekdays and weekends (Attachment 2, letter dated May 29, 2006). The Traffic Safety Committee and Public Works Staff reviewed this request and determined that disabled persons parking zones would not be the proper application for serving passenger loading/unloading needs (Attachment 3, letter dated July 6, 2006). Alternatively, the City proposed installing a 20-minute parking zone at this location, effective Monday through Sunday, during certain hours of the day as needed to support this facility (Attachment 3, letter dated July 11,2006). The facility owners accepted this proposal (Attachment 2, letter dated July 17,2006) and subsequently requested that the 20-minute parking zone be established during the hours of7:00 a.m. to 7:00 p.m., Monday through Sunday. The Traffic Safety Committee reviewed this request and feels that it is reasonable. The space available for the 20-minute parking zone in front of the facility is 23 feet, as measured by Staff (Attachment 4, Location Diagram). Adjacent properties would not be physically impacted by the proposed limited-parking zone. COPY TO: Ms. Jennifer Jones, Retreat for Children ITEM NO. (D.li Page I of2 G:ITRAFFICILimited Parkinglagst-20-minute zone on cypress ct.doc If approved by the City Council, the proposed 20-minute parking zone will be implemented by painting the 23-foot curb green and erecting a sign posting the days and hours of the parking restriction. This would not be the first time-limited parking space installed in a residential area in Dublin. In 1995, the City Council approved a IS-minute parking zone on the westerly side of Brighton Drive, near Amador Valley Boulevard, which is currently still in effect. Should the Retreat for Children facility move at a later date, the green curb and 20-minute parking sign would be removed and the item deleted from the City's Traffic Code. Staff recommends that the City Council adopt the Resolution approving the establishment of 23 feet of 20-minute parking zone at 8339 Cypress Court. Subject: Residential handicapped. parking May 29, 2006 Dear Council, This letter is to request a handicapped space marked in front of 8339 Cypress Court in the city of Dublin. Based on a conversation with Ray Kuzbari this has been done before. Retreat for Children is an Intermediate Care Facility for the Developmentally Disabled- Nursing. Retreat for Children is licensed by the State of California Department of Health Services license # 550000115, and operates in the City of Dublin license # 008515. This facility is a converted residence to facilitate handicapped children 0 to 22 years of age. When parents come to pick up or drop off their childre11 there is no place to park and unload the children. Also the School Bus has minimal area to pick up and drop off the children and needs to remain in the street during the process of lifting the child into the bus. 99% of the time the neighbors are parked in front of the facility. Retreat for Children has acquired a full size van with lift for taxiing the children to and from locations such as Dr. Appointment's, parks etc. This vehicle is parked in the driveway and not the reason for this request. At present there are 2 children ages 13 and 9 in the facility. Ultimately there can be up to 6 children in the facility as licensed by the Health Services Department. Since receipt of your letter, our Traffic Engineer, Ray Kuzbari, and the City's Traffic Safety Committee (TSC) have taken the necessary steps (as listed below) to review the feasibility of granting an on-street disabled persons parking space to facilitate children pick-up and drop-off activities at this facility. The TSC is a committee that consists of City Staff members from the Public Works Department and Police Services. This committee meets once a month to discuss citywide traffic safety issues and citizen requests. In reviewing your request at its last meeting on June 20, 2006, the TSC noted that disabled persons parking zones are intended for use as parking spaces by operators of vehicles which display a distinguishing license plate or placard. Loading/unloading of passengers would not be the appropriate application for disabled persons parking zones. Loading/unloading zones are instead designated with white curb markings but are typically used in commercial or business district areas, and are not as effective in residential neighborhoods. It is true that the City Council once approved a request to install an on-street disabled persons parking space in a residential area. Approval of that request was granted on the basis that the applicant, who himself was a disabled person, lived in a home with a short driveway that did not fit his full-size van with wheelchair lift without partially obstructing the sidewalk and posing a safety hazard for pedestrians in the area. Furthermore, this person needed the disabled persons parking space for parking purposes, as he intended to use it continually and on a regular basis. Area Code (925) . City Manager 833-6650 . Even if the disabled persons parking space were established at this location, it would provide a parking space for only one vehicle with the appropriate license plate or placard, and would not accommodate parking needs for other parents who might arrive at the same time to pick up or drop off children. Furthermore, any resident or visitor of the Cypress Court neighborhood who might operate a vehicle with the appropriate license plate or placard could park in the disabled persons parking space and prevent parents or the school bus from using this space to pick up or drop off children. Based on the above analysis, the TSC has determined that a disabled persons parking space would not be appropriate at this location. I do understand your desire to facilitate the loading/unloading activities of children at this important facility; however, I believe that the TSC has made the proper determination regarding this request. Therefore, I must inform you that Staff will not recommend to the City Council that an on-street disabled persons parking space be established at this location. Alternatively, I recommend that you conduct an outreach effort in the neighborhood requesting cooperation on the part of nearby residents on Cypress Court to let the parking space in front of the facility be used exclusively by the facility on certain hours of a typical weekday or weekend. Neighborhood cooperation in this matter will be essential in reaching a workable solution. If you disagree with the outcome of this review, you will have the option of appealing your request to the City Council in writing or by appearing at future City Council meetings. These meetings are held on the first and third Tuesdays of each month at 7:00 p.m. in the Dublin Civic Center Council Chamber, located at 100 Civic Plaza, Dublin. As a viable alternative to the disabled persons parking space, Mayor Janet Lockhart has suggested that we consider designating the parking space described in your letter dated May 29th as a 20-minute limited parking space. This limited parking zone would be made effective Monday through Sunday during certain hours of the day as deemed necessary for the operation of the facility. If you are interested in this 20-minute parking space proposal, please let me know in' writing by Friday, July 28, 2006. In the event that you accept this proposal, Public Works StaffwilI contact you to discuss the appropriate hours for the limited parking zone and will refer this matter to the City Council for consideration and possible approval in September 2006.
