Adequate funds remain in the project budget for the fence installation from the · Measure B Bicycle & Pedestrian Fund. DESCRIPTION: On August 19, 2003, the City Council awarded Contract No. 03-08, Alamo Creek Bike Path from Amador Valley Boulevard to North City Limits, to GradeTech, Inc. This project paved the existing Zone 7 maintenance road along the west side of the Alamo Creek from Amador Valley Boulevard to the northern City limits. The path is 12 feet wide with an existing concrete v-ditch to control drainage. The project also included the installation of a raised pedestrian crosswalk on Willow Creek Drive. At its regularly scheduled meeting on October 21, 2003, the City Council directed Staff to install 200 feet of fencing along the creek side of the bike path directly south of Alamo Creek Park. The residents expressed a concern that users of the bike path would wander off the path and down into the creek to disturb the wildlife and plantings. Council directed Staff to return to the Council for approval of the fence design. COPIES TO: GradeTech, Inc. Zone 7 Water Agency Residents adjacent to path ITEM NO. g:~niscprojLAlamo creek bike pathLAS CCO4 I ~.~ ~ After reviewing several fence designs and discussing the various options with Zone 7 Water Agency staff, Zone 7 indicated that the four-foot-high black vinyl-clad chainlink fence (as pictured in Attachment 2) conforms to the Zone 7 fence standard. A 20-foot gate is included to allow Zone 7 maintena¢ce crews quick access to the creek channel below tO clear debris/obstructions, insuring channel capacity is sustained during high flow storms. The fence will be installed over the course of 200 lineal feet along the ~reek side of the bike path south of Alamo Creek Park (as shown on Attachment 3) and should deter people from wandering off the path at this location. Once the fencing type was established, Staff requested an estimate from the contractor. The con.tractor for the bike path project has agreed to install the fence at a lump sum price of $5,525. Staff believes this price to be less than the cost of an independently bid contract. Staff recommends that the City Council approve the fence design.
