Ambrose, City Manager ATTACHMENTS: Draft City of Dublin Ten (10) Year Strategic Plan RECOMMENDATION: Confirm the refinement of the City's Mission, Vision, Values, and definition of the Strategies, and Developed Strategic Goals or supply ~ Staff with additional direction. FINANCIAL STATEMENT: None BACKGROUND: At its December 16, 2003 meeting, the City COuncil approved the selection of Sherry L. Lund Associates to assist the City Council with its Strategic Planning Workshop, which took place on Friday, January 16, 2004. During the Strategic Planning Workshop, the City Council worked on the development of a draft Mission, Vision, and Value Statements for the City of Dublin. The primary focus of the Strategic Planning Workshop was the development of strategies that would provide a focused framework for City's Goals and Objectives program and the ultimate allocation of resources for the City over the next ten (10) years. The following are the six (6) Strategies developed by the City Council: 1. City of Villages 2. Continued Investment in Downtown District 3. Local Transportation 4. Open Space 5. Balanced Growth- Office/Retail/Residential · Camp Parks (a special focus in this strategy) 6. Break-Out Recreation Facilities · Historic Preservation (a special focus in this strategy) City Council requested that Staff further refine the Mission, Vision, Value Statements and Strategies and bring them back for City Council's consideration or for the Council to supply additional direction to Staff. COPIES TO: The City Manager worked with the City Management Team to refine the work that the City Council accomplished at the Strategic Planning Workshop. During the refinement process it became apparent that, in order to successfully bridge the proposed Strategic Plan with the current Goals and Objective process, it required the development of Strategic Goals that would support each of the six (6) Strategies. The Strategic Goals, which the Staff developed, are identified for each Council Strategy in the attached draft City of Dublin Ten (10) Year Strategic Plan.' If the Council concurs with the Strategy refinements and the Strategic goals, Staff will begin developing individual objectives to accomplish these goals as part of the 2004-2005 Goals and Objectives process. In order to aid the City Council in its deliberation on the various work products that are being presented, a definition grid has been developed that may serve as a guide point: Mission Statement: It should answer the question on "why we exist" and our purpose. The Mission should reflect something different about our City versus other organizations. * Vision Statement: It should be aspirational. ~ It creates room for the organization to stretch and grow beyond today. It should create excitement. It's not "just a slogan" ~ it should paint a more vivid picture. * Values Statement: , This will indicate how the City goes about accomplishing its Mission and Vision. The Value Statement is our guiding principles. * Strategies: A Strategy is one of the most robust means of achieving the Vision 'within the defined context (City, enterprise, department, etc.) and time frame. DRAFT CITY OF DUBLIN TEN (10) YEAR STRATEGIC PLAN MISSION The City of Dublin, through its commitment to continuous improvement, promotes and supports a high quality of life that ensures a safe and secure environment, fosters new opportunities and provides responsive services for the entire community. 1 VISION Dublin is a vibrant city committed to its citizens, natural resources and cultural heritage. As Dublin grows, it will balance history and progress to sustain an enlightened, economically balanced and diverse community. Dublin, with its distinctive place in the region, highlights culture, diversity and civic stewardship to create a broad mosaic. This mosaic is enriched by the blending of villages and neighborhoods -forming a common network that welcomes both residents and businesses alike; supporting the efforts and achievements of all. 2 VALUES Our Values in Building Community · Promote locations and events that bring people of all ages together. · Provide venues for family-based activities. · Foster heritage and cultural development. Our Values in Insuring a Safe Community · Provide high quality police and fire services to ensure the safety of the citizens living in the community. Our Values in Guiding Development · Assures that development contributes positively to the City's fiscal health. · Support pedestrian-friendly development, transit-oriented development, green building and environmental responsiveness. · Respect our neighborhoods--their identity, image, and aspirations. · Believe that no part of the community is better than another. · Promote high quality design and architectural standards in development. Our Values in Governing · Be open to the public and community. Operate at all times with honesty and integrity. · Exercise fairness in consideration of issues--Listen to all sides; Respect every opinion; and Treat all individuals with dignity. Dublin is a place where each person has a voice. · Provide a high level of customer service and responsiveness from City staff to citizens. · Strive to build an informed community through communication. Our Values in Relating to Other Communities and Entities · Respect the right of each individual community and entity to determine its own destiny. · Cooperate with other communities and entities, but do not interfere. · Acknowledge that we will not direct the work of another elected body. Encourage cooperation with other communities on issues of mutual concern..
