Replacement, Phase 2

DESCRIPTION: This was the second year of a proposed six-year project to replace
the old painted steel street light poles in subdivisions that were constructed in the 1960's. These
ungalvanized poles have deteriorated over time, and many are corroded to the point of needing
replacement. The City incurs some liability exposure from the condition of these poles, and it was
recommended in the 2002-2003 Capital Improvement Program to begin replacing all of the older poles. A
condition assessment was conducted in 2002-2003, and the poles in the worst condition' are being replaced
first.
This second phase project replaced 38 poles. The new poles installed are galvanized steel, which has an
estimated life span of 60 years or more. The galvanized poles will also reduce ongoing maintenance costs
by eliminating the n~eed to paint the poles every five years.
In addition to the construction contract performed by Brown & Fesler, Inc., three poles were replaced by
the City's maintenance contractor, Alameda County Public Works, due to a logistical problem with

overhead power lines. "Salvaged" poles from previous projects were modified to meet minimum
clearance from the power lines. The cost of the work by Alameda County is approximately $3,000,
including the cost of modifying the poles.
Brown & Fesler's work on this project has been completed according to specification. Staff recommends
that the City Council accept the improvements constructed under Contract 03-16 and authorize final
payment to Brown & Fesler, Inc., less retention to be paid in 35 days if no subcontractor claims are
received.
