Resolution denying initiation of an Annexation Study RECOMMENDATION: Consider request and adopt appropriate ~ Resolution either authorizing or denying request FINANCIAL STATEMENT: None at this t~me. DESCRIPTION: Mr. Norman Soares of Standard Pacific Homes is requesting that the City Council authorize an Annexation Study for 67 + acres located at 6847 Tassajara Road (Attachment 1). Standard Pacific Homes currently has a contract to purchase the 67 + acres site from Mission Peak Properties. Staff is currently processing an annexation request on the Wallis Ranch property directly to the south of this site. The Applicant proposes to annex to the City and develop a single-family project that would consist of 93 single family homes, 8 affordable duet units and 43.3 acres of open space. The location of these units would be in areas designated on the Specific Plan. A General Plan Amendment Study may also be required for this site since a substantial portion of the site is proposed to be designated as open space and would enhance the open space character of Tassajara Creek and complement the present habitat open space on the adjacent Ridgewick property. An evaluation of the potential for a park on this site also needs to be done as a part of this request. G:XAgendasX2004\CCSR 2-17 Standard Pacific Annexation. Should the City Council authorize Staff to begin the Study, the following issues would be addressed among others: Determine the need for a General Plan Amendment, if necessary, for the proposed plan Evaluate the possibility of a park on this site · Examine the proposed land use and density to determine if they are appropriate based on the General Plan and Specific Plan · Work with the Applicant to process any necessary environmental documents · Study the land use plan, circulation routes and interrelationship and Infrastructure requirements · Examine the project in relationship to its location along a scenic corridor Analysis The City Council needs to determine whether an Annexation Study and potential General Plan Amendment Study should be authorized. All other entitlements, land use, site plan and scale of the project would be addressed by the Planning Commission and City Council and will be decided in appropriate public hearings, if the City Council initiates the Study. Both approval and denial resolutions have been included for your evaluation. If the City Council approves the initiation of this study, Staff will add the project to the Community Development Department work program. This project would follow those projects that were ranked by priority by the City Council in their annual Goals and Objectives session in March 2004. Recommendation Staff recommends .that the City Council receive thc Staff presentation and public testimony; question Staff and the public and adopt a Resolution either authorizing or denying the Annexation Study and potential General Plan Amendment request. 0 ~ ~ 0 ~ 0 ATTACHMENT / STANDARD PACIFIC HOMES January 19, 2004 Ms. Jeri Ram, AICP Planning Manager City of Dublin ~ 100 Civic Plaza Dublin, CA 94568 Re: Request to Initiate a Planning Level Entitlement Project for the Mission Peak Property, 6847 Tassajara Road, Dublin Dear Ms. Ram: Per our discussion on January 8, 2004, we are submitting the following information to request initiation of a City of Dublin planning level entitlement for the Mission Peak Property. Purpose and Location As described above, this is a request for initiation of a planning level entitlement for the Mission Peak Property. The Property is located within the Eastern Dublin Specific Plan area. The 67.8 acre site lies to the east of Tassajara Road between Silveria Ranch and the Moller Ranch. An Area Wide Location Exhibit is attached for reference. Proposed Proiect Description The Eastern Dublin Specific Plan indicates "Rural Residential," "Single Family Residential" and "Open Space" (Creek Corridor) land use designations on the Property. The project will feature a Creek Corridor with 100-foot setbacks from the top of bank, 93 single-family homes, 8 affordable duet units, and approximately 43.3 acres of open space. The locations of the uses coincide with those shown on the Specific Plan and are designed to be in conformance with the Specific Plan. Project Approvals Sought We understand that the project will require Pre-zoning, Annexation, Planned District approval, a Tentative Map and Design Review, and a Final Map with Improvement and Grading Plans. Justification for Proceeding with Processing The proposed project is within the Dublin General Plan and Eastern Dublin Specific Plan, and is in conformance with the uses shown in these Plans. Completion of the project will provide protection to and enhancement of the natural resources and open space on thc Property. NOW, THEREFORE, BE IT RESOLVED THAT the City Council of the City of Dublin does hereby approve the initiation request of an Annexation Study for the site.
