The Sidewalk Safety Repair Program is budgeted in the General Fund (Fund 001). The pedestrian
curb ramps are funded through a Community Development Block Grant (CDBG).
* The Rubberized Sidewalk Pilot Project is included with the Annual Sidewalk Safety Repair
Program to utilize recycled rubber material as a replacement alternative to concrete. This pilot
project is funded through Recycled Product Preference Funds (Fund 224) from the Alameda
County Waste Management Authority (ACWMA). The low bid received shows the cost
rubberized sidewalk approximately twice as much as conventional concrete sidewalk ($14.75/SF

v. $7.50/SF, respectively). A budget change in the amount of $3,268 from Fund 224 is necessary
to fully fund the recycled rubberized sidewalk improvements.
DESCRIPTION: The Annual Sidewalk Safety Repair Program (Remove and Replace)
repairs sidewalk offsets of 3/4-inch or more that may pose a tripping hazard. The Remove and Replace
process is used in locations where the offset is more significant or where tree roots are causing the offset.
This procedure requires removal of the existing sidewalk, and in the case of root problems, removal of the
tree roots, and then replacement of the concrete sidewalk.
While maintenance of sidewalks and other frontage improvements is legally the responsibility of the
private property owner, the City Council has adopted a City-paid sidewalk repair program on a year-by-
year basis since 1983. At the budget hearing for Fiscal Year 2003-2004, the City Council extended the
funding of the repair program for an additional year.
This year, the sidewalk safety repair program will include construction of approximately thirteen (13)
pedestrian curb ramps that are funded through a Community Development Block Grant.
This year's project includes a pilot project to install rubberized sidewalk at various locations along Village
Parkway between Amador Valley Boulevard and Kimball Avenue. The installation of these test areas is
fimded by the Alameda County Waste Management Authority with the purpose of replacing concrete
sidewalks where tree roots cause chronic buckling and damage. The Rubberized Sidewalk Pilot Project
uses modular rubber paver tiles made of recycled California tire rubber. The tiles are easily installed and ·
instantly ready for pedestrian traffic. Rubber sidewalks allow for long-term, low-cost maintenance since
street trees root growth can be trimmed every several years without damage to either tree or sidewalk by
removing and repositioning the tiles. A budget change in the amount of $3,268 from Recycled Product
Preference Funds is necessary to fully fund the recycled rubberized sidewalk improvements
A total of 6 bids were received for the project (Attachment 3). The low bidder was AJW Construction,
with a bid of $63,364.50. Staff is investigating the possibility of adding more locations for removal and
replacement as the bid is below the amount budgeted for this project.
Staff has reviewed the bid results, checked references, and recommends that the City Council approve
budget change in the amount of $3,268 from unallocated Recycled Product Preference Funds and adopt
the resolution awarding Contract No. 04-03, 2003-2004 Annual Sidewalk Safety Repair Program and
Curb Ramp Installation, to AJW Construction.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
AWARDING cONTRACT NO. 04-03,
2003-2004 ANNUAL SIDEWALK SAFETY REPAIR PROGRAM AND
CURB RAMP INSTALLATION TO AJW CONSTRUCTION
WHEREAS, the City of Dublin did on March 11, 2004, publicly open, examine, and declare all
sealed bids for doing the work described in the approved Plans, Specifications, and Modifications for
Contract No. 04-03, 2003-2004 Annual Sidewalk Safety Repair Program and Curb Ramp Installation
authorized by the City Council on January 20, 2004, which Plans, Specifications, and Modifications are
hereby expressly referred to for a description of said work and 'for all particulars relative to the
proceedings under the request for bids; and
WHEREAS, said bids were submitted to the Public Works Director/Assistant City Engineer, who
has reviewed the bids to determine the lowest bid which was responsive to the ~requirements of the bid
documents.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby
award Contract No. 04-03 to the lowest responsible bidder therefor, to wit, AJW Construction, at a bid of
Sixty-Four Thousand, Three Hundred Sixty-Four Dollars and Fifty Cents ($64,364.50), the particulars of
which bid are on file in the office of the Director of Public Works.
