RECOMMENDATION: ~~ Receive and Accept Police Services Staff Presentation FINANCIAL STATEMENT: None DESCRIPTION: The City of Dublin Police Services utilizes various forms of technology that enhance the level of service provided to the community. Staff has prepared a presentation on the various forms of technology utilized by Dublin Police Services. Dublin Police Services utilizes the technology of an automated telephone notification system to provide rapid emergency notification to the community during planned or unplanned events, man-made and natural disasters, and times of crisis. The fast and efficient dissemination of information during an emergency is essential for appropriate response and in directing the community to safety. In an emergency, the system can quickly notify Staff to respond and provide the most current information to the community. The system routinely can be utilized to provide information to neighborhood Watch Block captains, alert businesses and neighborhoods regarding crime trends, or notify community members of upcoming activities. Dublin Police Services patrol vehicles are equipped with "Mobile Video System" in car video and audio recording equipment. Video is a valuable tool used in the prosecution of traffic violations and related offenses, in evaluation of officer performance, and training of new officers. Video provides an accurate documentation of events, actions, conditions and statements made during arrests and critical incidents, so as to enhance officer reports, collection of evidence and testimony in court. The technology enhances Dublin Police Services ability to review probable cause for arrest, arrest procedures, officer and suspect interaction, and evidence for investigative purposes, as well as for officer evaluation and training. Through an Office of Traffic Safety Grant, Dublin Police Services obtained a Speed Monitoring and Awareness Radar Trailer (SMART). The SMART trailer is a portable speed display unit and public COPIES TO: ITEM NO. H/cc-forms/agdastmt. doc relations tool. The device is a passive traffic speed enforcement tool that reminds the driving public of the posted speed limits via a lighted LED display. A conventional traffic speed radar unit is mounted within the trailer and provides the speed of approaching vehicles. The trailer provides a reminder in the form of a "violator alert" by flashing the violator's speed in red when a pre-set speed limit is exceeded. The SMART trailer is capable of collecting information utilized in traffic analysis e.g., survey location, conditions and posted speed limits; total number of vehicles; speed of each vehicle; highest concentration of speed violators; traffic flows; speed groups; and average speed. The information gathered by the SMART trailer can be incorporated into various comprehensive reports. Applicant Live Scan is a system for the electronic submission of applicant fingerprints and the subsequent automated background check and response. Live Scan technology replaces the process of recording an individual's fingerprint patterns manually through a rolling process using ink and a standard 8" x 8" fingerprint card. Fingerprints can be printed via digitized electronic process (Live Scan), enabling the electronic transfer of the finger print image data, in combination with personal descriptor information, to central computers at the Department of Justice. This transfer of information takes place in a matter of seconds, instead of days required to send a hard copy fingerprint card through U.S. mail. The applicant would be fingerprinted at Dublin Police Services and related data is electronically transmitted to the Department of Justice. The results of the submission are sent via e-mail to Dublin Police Services within 4-6 hours vs. the typical 3-4 weeks via the U.S. mail. It is recommended that the City Council receive and accept the presentation from Police Services Staff.
