HomeMy WebLinkAbout4.05 Parks&RecMasterPlan CITY CLERK File # JJ AGENDA STATEMENT CITY COUNCIL MEETING DATE: May 18, 2004 SUBJECT: Parks& Recreation Master Plan Report by Diane Lowart, Parks & Community Services Director ATTACHMENTS: 1) Budget Change Form RECOMMENDATION: 0D./~Approve budget change in the amount of $23,430 FINANCIAL STATEMENT: The estimated cost for appraisals and environmental work is $53,700; of this amount $23,430 would be expended in Fiscal Year 2003-2004. DESCRIPTION: In March 2004 the City Council adopted the Parks and Recreation Master Plan, March 2004 Update. The plan provides direction for addressing .the long-term recreational needs of the City and its changing population. At build-out of the City, a 299.5-acre park system is required based on providing 5 acres of parkland per 1000 residents. When the existing park acreage is combined with the proposed park acreage for the eastern and western growth areas, there is a 5.3 acre deficit at buildout of the City. Consequently the Master Plan Update sets forth the following Guiding Policies and Action Program to deal with the deficit: Guiding Policy 1.13 Select sites for parkland acquisition in order to provide for the anticipated deficit of 5.3+ acres. Action Program lk. Designate sites for new parks to alleviate the 5.3+ acre deficiency by amending the Parks and Recreation Master Plan to show the location of such future park sties. Anticipating the deficit, the City Council in October 2003 identified six potential locations for parks prioritized as follows: Dublin Square Shopping Center (4.2 acres) Southern Pacific Right of Way (up to 18.9 acres) Sees Candy Property (1.2 acres) Starward Drive Property (.70 acres) Eastern Dublin Property Owners Holdings (5.3 acres) Dublin Unified School District Offices Site (4.4 acres) In order to further evaluate these properties for potential parks, it is necessary to secure appraisals 'of the property value and perform environmental work to evaluate the potential presence of hazardous substances and the potential for soil and/or groundwater contamination. At this time, Staff recommends COPIES TO: K:\COUNCILXAgenda Statements~004X5-18 pk mp studies.doc the evaluation of the Dublin Square Shopping Center and the Southern Pacific Right of Way, as these are the top two priorities of the City Council. The estimated cost associated with appraisals and environmental work is $53,700. Of this amount $23,430 is estimated to be spent in Fiscal Year 2003-2004. Consequently an additional appropriation in the amount of $23,430 is needed in order to proceed with the evaluation. RECOMMENDATION: It is the recommended that the City Council authorize Staff to proceed with appraisals and environmental work on the Dublin Square Shopping Center and Southern Pacific Right of Way and approve a budget change for an additional appropriation from the General Fund Unappropriated Reserve in the amount of $23,430.
