PROJECT DESCRIPTION: Several projects related to the creation of a historic district in the Donlon Way area have been identified as high priorities in the City Council Goals and Objectives for the Fiscal Year 2004/2005, including: 1. Commissioning a land appraisal for the Dublin Square Shopping Center at 11759 Dublin Boulevard (Category: Heritage and Cultural Arts); 2. Undertaking a site master plan and programming study to determine the ultimate boundaries and uses of the Dublin Historic Park (Category: Heritage and Cultural Arts); and 3. The development of plans for a Historical District in the Donlon Way area (Category: Community Development). On July 6, 2004, Staff brought forth a consultant contract for RBF Consulting to prepare a Master Plan with Design Guidelines for the Donlon Way Historic Area. At that meeting, the City Council expressed their ongoing concern regarding future development in the area and how to prevent it from being incompatible with Dublin's efforts to strengthen the Donlon Way Historic Area. Staff agreed to examine the various planning efforts underway in the historic area and their relationship to the Master Plan process as proposed, and evaluate whether it is more appropriate to develop and implement a Master Plan or Specific Plan to achieve the City's goals for the area. At the City Council's direction, Staff is completing an analysis of several approaches to planning in the historic area and is summarizing the following options (both individually and in combination with one another) along with the cost implications thereof: 1. Preparing a Specific Plan for the Donlon Way Area; 2. Preparing a Master Plan with Design Guidelines for the Donlon Way Area; 3. Amending the Dublin Municipal Code to adopt a Historic District Zoning District; and 4. Initiating a General Plan Amendment for one or more parcels within the Donlon Way Area. Staffs comprehensive analysis will be completed shortly and will be presented to the City Council at the August 3, 2004 meeting. RECOMMENDATION: Staff recommends that the City Council continue this item to the August 3, 2004 meeting. \ Ct \ b COPIES TO: ITEM NO.
