The cost of consultant services for this project is $40,000, as detailed
in the attached proposal. The cost of consultant services for this
project have been allocated in the FY 2004/2005 budget.
For several years, the City Council has been considering how to take a more proactive approach to
building the Donlon Way area into a cohesive district to better highlight Dublin's historic resources. In
August 2001, the City Council authorized Staff to prepare a Specific Plan for the Donlon Way Area,
although work on the plan did not proceed immediately due to work on other priorities.
This fiscal year, several projects related to the Donlon Way area were identified as high priorities in the
City Council Goals and Objectives for the Fiscal Year 2004/2005, including:
1. Commissioning a land appraisal for the Dublin Square Shopping Center at 11759 Dublin
Boulevard (Category: Heritage and Cultural Arts);
2. Undertaking a site master plan and programming study to determine the ultimate boundaries and
uses of the Dublin Historic Park (Category: Heritage and Cultural Arts); and
3. The development of plans for a Historical District in the Donlon Way area (Category: Community
Development).

Accomplishing Goals 1 and 2: Planning for Future Park Sites
In October 2003, the City Council identified six potential locations for future parks in Dublin in order to
COlTect the City's anticipated 5.3-acre parkland deficit as detailed in the Parks and Recreation Master Plan.
The Dublin Square Shopping Center and the See's Candy site were two of them. The potential park
locations were prioritized as follows:
1. Dublin Square Shopping Center (4.2 acres)
2. Alameda CountylUnion Pacific Right of Way (up to 18.9 acres)
3. Sees Candy Property (1.2 acres)
4. Starward Drive Property (.70 acres)
5. Eastern Dublin Property Owners Holdings (5.3 acres)
6. Dublin Unified School District Offices Site (4.4 acres)
On May 18, 2004, the City Council authorized Staff to proceed with appraisals and environmental work
on the Dublin Square Shopping Center and Alameda CountylUnion Pacific Right of Way sites and
approved a budget change to fund the studies. Although work on the appraisals has begun, the results of
the appraisals and environmental analyses for the two sites will not be available for several months. The
results of the appraisals and environmental analyses will allow the City Council to assess the feasibility of
using the sites for park purposes. If the City Council determines that it is desirable to designate either site
for a park, a programming study and General Plan Amendment Study to designate the site as a park would
be the next step. This could happen as early as December 2004.
Accomplishing Goal 3: Development of plans for a Historical District
In October 2003, the City Council adopted an interim development moratorium for property in the greater
Donlon Way Area in order to prevent construction that could negatively impact the anticipated historical
area planning work. On January 20, 2004, the City Council adopted Ordinance 2-04, approving a one-
year extension to the development moratorium in order to give the City time to prepare and adopt a
specific plan, together with design guidelines, to protect and preserve the historical resources in the area.
The moratorium expires on January 21,2005 and cannot be extended.
City Council Ordinance 2-04 outlined the following six items the City Council wanted to accomplish
during the moratorium period:
1. Complete Design Guidelines;
2. Evaluate the Historical District Designation Potential;
3. Assess the appropriate uses in the Specific Plan area;
4. Prepare appropriate development regulations that address setbacks, views, access, open space, and
architectural considerations;
5. Evaluate future infrastructure needs and existing economic constraints; and
6. Prepare the Specific Plan
In order to accomplish Items 1 and 2 above, Staff solicited proposals for consultants to prepare design
guidelines for the Donlon Way Historic Area in May 2004. Staff brought forth a contract for RBF
Consulting to prepare a Master Plan with Design Guidelines for the City Council's review and
consideration on July 6, 2004. The City Council expressed concerns regarding the Master Plan approach
and reiterated their interest in pursuing the development of a Specific Plan. Staff agreed to provide more
information to the City Council on how the proposed Design Guidelines and Specific Plan fit together, the
various efforts underway in the historic area, and to better explain Staffs approach to accomplishing the
City's goals for the area as detailed in the Goals and Objectives and in Ordinance 2-04.
In order to accomplish the work described in Ordinance 2-04, Staff is proposing to contract with a
consultant to complete Items 1 (Design Guidelines) and 4 (Preparing Development Regulations), and will

be completing Items 2 (Evaluating the Historical District Designation Potential) and 3 (Assessing
appropriate land uses) with existing Staff resources. Items 5 and 6 will be considered subsequently after
the work on Items 1-4 is completed.
Proposed Consultant Scope of Services (To address Items 1 and 4 from Ordinance 2-04)
As stated above, Staff interviewed and selected RBF Consulting (RBF) to work on the Donlon Way
Design Guidelines project. RBF has prepared design guidelines for a number of communities throughout
California, including the San Juan Bautista Historic District Plan, the Historic Downtown Los Banos
Commercial Design Standards, and the Design Guidelines for Historic Resources in Escondido. Resumes
for the key staff members to be involved in this project are included in the proposal.
The proposal in its entirety is attached as Attachment 2. Below is a condensed summary of the proposal's
main components:
Step 1: Proiect Initiation
RBF will prepare an existing conditions and opportunities/constraints analysis for the Donlon Way
Historic Area. RBF will also consult with the Heritage and Cultural Arts Commission at a study
session to review the Commission's vision for the future of the area.
Step 2: Prepare Administrative Draft Design Guidelines
RBF will prepare Administrative Draft Design Guidelines based on input fÌ"om the Heritage and
Cultural Arts Commission that will contain the following components:
· Overview of the existing urban design characteristics;
· Discussion and illustration of what is desirable and what is undesirable for the area;
· Architectural design guidelines;
· Site planning guidelines;
· Commercial signage guidelines;
· Streetscape Guidelines; and
· Guidelines for Rehabilitation, Repair, and Expansion of Historically Significant Buildings
The Administrative Draft will incorporate appropriate development regulations that address
setbacks, views, access, open space, and architectural considerations (as required by Item 4 of
Ordinance 2-04). After Staff review and comment, the Consultants will present the Administrative
Draft Design Guidelines to the Heritage and Cultural Arts Commission for their review and
feedback before preparing a draft for the Planning Commission and City Council.
Step 3: Prepare Draft Design Guidelines
After the Heritage and Cultural Arts Commission review, the Draft Design Guidelines will be
prepared and reviewed by Staff.
Step 4: Prepare Final Design Guidelines
The Design Guidelines will be finalized and presented to the Planning Commission and City
Council for their review. The Design Guidelines would become part ofthe Specific Plan, once it is
approved.
The Donlon Way Historic Area Design Guidelines process as proposed by RBF Consulting will last
approximately six months fÌ"om start to finish, and is scheduled to be completed by January 2005.
Throughout the process, Consultants and City Staff will be proactive in seeking input fÌ"om the Heritage
and Cultural Arts Commission, Dublin Historic Preservation Association, and others interested in
Dublin's heritage. In addition, Staff will be working diligently to ensure that the Design Guidelines are
completed in the most timely manner possible.

Other Planning Efforts (To address Items 2 and 3 from Ordinance, 2-04)
While the Consultants will be working to develop the Historic Area Design Guidelines, Staff will be
evaluating the historical district designation potential of the Donlon Way area and will be assessing the
appropriate land uses in the area for the Specific Plan. Staff will coordinate the various steps involved in
this process to coincide with the work on the Design Guidelines so that both can be completed
concUlTently. It is not anticipated that additional consultant services will be needed to complete this work
at this time. However, if it is determined by the City Council that substantial land use changes are desired
in the area, it may be necessary to retain consultants for some part of the required specific plan
components. An environmental analysis will need to be done prior to adopting a Specific Plan. The City
has existing contracts with environmental consultants who can be used to complete the environmental
analysis as necessary.
Conclusion:
There are a number of efforts underway in the Donlon Way area aimed at retaining and enhancing the
City's historic resources, and the contract with RBF Consulting will help the City complete two of the six
the steps outlined in the moratorium ordinance in a timely fashion.
RECOMMENDATION:
The City has a standard contract for consultant services that RBF Consulting has reviewed and accepted.
Staff recommends that the City Council receive the Staff Report, adopt a Resolution approving a
Consulting Services Agreement in the amount of $40,000 with RBF Consulting (RBF) to prepare Design
Guidelines for the Donlon Way Historic Area and authorizing the City Manager to execute the contract.

APPROVING A CONSULTING SERVICES AGREEMENT IN THE AMOUNT OF $40,000
WITH RBF CONSULTING. (RBF) TO PREPARE DESIGN GUIDELINES FOR THE
DONLON WAY HISTORIC AREA
WHEREAS, the City of Dublin is interested in developing a plan for a Historical District in the
Donlon Way area; and
WHEREAS, the City of Dublin City Council has directed Staff to move projects expeditiously,
and hire consultant firms when services are needed; and
WHEREAS, RBF Consulting has shown they have adequate ability to perform the planning
services required; and
WHEREAS, RBF Consulting will perform the work outlined in the Proposal/Scope of Services
and according to the Fee Schedule therein; and
WHEREAS, there are sufficient funds allocated in the FY 2004/2005 budget for the completion
of the contract; and
WHEREAS, the contract has been reviewed and approved by the City Attorney's Office.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
approve the agreement with the above-mentioned firm.
BE IT FURTHER RESOLVED that the City Manager is authorized to execute the agreement.

The Donlon Way Historic Area is
the original settlement area of
present day Dublin. In its early
history, natural springs (now
known as the Alamilla Springs)
attracted Ohlone and Bay Miwok
Indians to the area. These springs
later provided fresh water and shade for the first Spanish Explorers
to travel through the area. Eventually, Alamilla Springs became
a crossroads for two Spanish Trails: one traveling east-west
between the San Francisco Bay and the San Joaquin Valley, and
one traveling north-south between the Village of Martinez and
Mission San Jose (located in present-day Fremont). Around 1835,
a Mexican rancher named Jose Maria Amador built his home near
the Alamilla Springs. His home, known as Rancho San Ramon or
"Amador's", became a principal stopping point for travelers in
search of water, food, and lodging.

Like many Mexican rancheros, Amador was forced to prove title to
his land after the Mexican American War. The lengthy legal
process exhausted much of his financial resources and as a result,
Amador was forced to sell his landholdings to pay for legal fees.
Amador sold portions of his land to Irish immigrants, including the
Fallon, Murray, and Dougherty families.
These families built their homes near the
Alamilla Springs. By the late· 1 850s, the
settlement near Alamilla Springs grew to
include commercial buildings, a school, and
a church. In the 1860s, the settlement was
named after Ireland's capitol city, Dublin,
due to the high population of Irish families
living in the area.

In the early 1900s, Dublin became an important stopping point for
motorists traveling to and from the Bay Area. Several auto-related
business, including garages, service stations, hotels, and restaurants
were established in Dublin during this time. Following World War
II, Dublin experienced major suburban residential and commercial
growth like other communities throughout the Bay Area.

Recent Development Much of the suburban growth and development that has occurred in
the Donlon Way Historic Area has compromised the historic image
and character of the City. Several of historic buildings have been
demolished and replaced by housing tracts, shopping centers,
apartment complexes, and office buildings.

Fortunately, several resources were saved from demolition due to
hard work of local volunteers and City officials. The historic
resources that remain include:

· Pioneer Cemetery, 6600 Donlon Way (City-owned)
· Green Store, Dublin Boulevard (privately-owned)

The City of Dublin has a strong desire to retain the existing historic
resources within the Donlon Way Historic Area. Further, the City
would like new development and redevelopment projects within the
area to respect and reflect the historic character and image of the
City. In November of 2003, the City passed a moratorium on
permit approvals for projects in the area so that a study could
properly determine the historic area's boundaries and to develop a
strategy to insure that new development in the area preserves and
improves the image of the district.
At this point, the City is interested in developing design guidelines
that will help identify the area's character defining assets and that
will help guide appropriate design to unify the historic area into a
coherent and visually identifiable district. The design guidelines
will be developed for the core historic area and a peripheral area,
totaling approximately 30 acres.

RBF Consulting's Urban Design Studio (UDS) has successfully
prepared historic district design guidelines for numerous
communities throughout California. For the Donlon Way Historic
Area Design Guidelines, UDS has developed an approach that
builds upon our successful and well-proven past experience. Our
approach has been specifically tailored to meet your needs, as well
as those of business owners and developers, and the broader
community. Our approach will focus on four core attributes:

Cultural Arts Commission, and City staff throughout the
process
Developing a design guidelines document that respects the
historic and cultural integrity of Donlon Way, and that can be
used as an implementation tool by the City
Providing close coordination and communication with City

Our approach to building and maintaining rapport with the HCAC
and the City include:

Conducting a walking tour of the site as part of the project
kick-off
Providing timely advanced information for meetings including
agendas and draft work products
Coordinating HCAC comments on all documents and
providing a feedback mechanism to ensure group agreement
for all critical issues

In addition, UDS proposes hands-on and interactive exercises with
the HCAC to gain an understanding of the Commission's values,
concerns, and desires for the future of the Donlon Way Historic
Area. These exercises will include the TownScan TM Community
Image Survey. Utilizing a series of preference images that are
rated by the group, TownScan'IM is a tool developed by UDS to
elicit the community's preferences on a variety of design solutions
and to gain an understanding of the community's likes and dislikes.
DDS will also utilize visual aids (such as site plans, elevation and
perspective drawings and photos) to effectively communicate the
key elements of the Design Guidelines to the HCAC, the City
Council, and the public.
DDS believes that all planning process and products need to honor
the unique character and values of place. For the Donlon Way
Historic Area Design Guidelines, UDS will focus on developing
design guidelines that will encourage the preservation of significant
historic resources within the area and more importantly, the design
guidelines will identify the desirable characteristics and features
within the area that should be encouraged in new development
projects within the district. It is not our intent to force developers
to create a "themed" design style within the area. Rather, we
intend on developing design guidelines that will encourage
compatible development that respects and honors the history of the
area while allowing the truly historic buildings to be visually
distinguished as special resources within the community. Further,
the design guidelines will encourage development that unifies and
promotes the area as the City's historic settlement area.

UDS believes that a strong relationship with City Staff is key to the
success of all projects. To this end, the UDS approach will involve
regular coordination with City Staff, frequent and regular reviews
of products, and regular meetings to insure that the process and
product is meeting the expectations of the City. Draft agendas will
be prepared in advance of all meetings. Additionally, an action
item matrix will be utilized to identify all outstanding issues and
actions identified as outcomes for each meeting.
UDS is dedicated to the success of all projects and believes that
individuals with the most experience and skill should have a
prominent role in each phase of the planning process. As a result,
UDS has developed a team for the Donlon Way Historic Area
Design Guidelines that includes both an experienced Principal and
Project Manager.
Principal Ron Pflugrath is an urban planner/designer who has
been involved in a wide variety of public and private sector
planning projects over the past 30 years. Mr. Ptlugrath has a
thorough understanding of general plan implementation tools
and has prepared design guidelines, comprehensive zoning
code revisions, and development codes for cities and counties
throughout California. He has also successfully prepared
design guidelines for a number of historic areas within
California.
Project Manager Bill Wiseman is a senior planner with 18 years
of extensive private and public sector experience in urban design,
land use planning, historic preservation, open space and recreation,
and resource management. As a project manager, he is experienced
in coordinating complex projects; clearly communicating design
issues and solutions; and presenting projects at public hearings and
workshops.

The following recommended scope of work is based on our current
understanding of the City's needs, our familiarity with the project
area, and our experience with other similar projects. We are
prepared to revise the scope of work as necessary to better satisfy
the City's expectations for the project, its available budget, and any
time constraints. The proposed fee and schedule for this scope of
work follows this section.
The following scope of work assumes that City staff will work in
collaboration with UDS to resolve key issues, and will provide
available plans, maps, reports, and other infonnation needed to
complete the project. We will also need Staff to help coordinate
the workshops and public hearings.

This is the "get smart" phase of the project. During this phase we
will do everything necessary to acquaint ourselves with the
background infonnation for the project. Phase 1.0 will involve the
following tasks.
The UDS team will meet with City staff to review the proposed
scope of work, discuss in detail staffs expectations for the project,
set schedule milestones, and establish preferred future meeting
dates and methods for obtaining required background infonnation.
A field reconnaissance of the project area will be conducted with
City staff after the Kick-Off Meeting. Digital photos of the project
area will be recorded by UDS.
UDS will review existing reports and studies for the Donlon Way
Historic Area. These reports include the documentation that the
City has prepared on archaeology and built resources in the Donlon
Way Historic Area. This task assumes that the City will provide
copies of all relevant reports and studies to UDS.

UDS will prepare for the first Public Workshop by preparing
necessary handouts and presentation materials.
UDS will meet with the City's Project Manager and the Heritage
and Cultural Art Commission to discuss the planning process and
to understand the Commission's vision for the future of the area.
The purpose ofthe first workshop will be to:
· Inform the public as to the objectives ofthe project;
· Discuss design/development related issues within the project
area;
· Conduct a TownScan™ Community Image Survey; and
· Start to build consensus for a common ground vision.
The TownScan™ Community Image Survey is a presentation of
approximately 1 00 slides shown to elicit the Commission's
preferences on a variety of design solutions and to gain an
understanding of the community's values.

The purpose of this phase is to develop draft design guidelines that
will direct the design of future development and redevelopment
projects proposed within the Donlon Way Historic Area. This
phase includes preparation, review, and revision of draft documents
to ensure that the product is both understandable and acceptable to
staff and the community.
As a preliminary step, a draft outline of the design guidelines will
be prepared and submitted for review and comment by staff. Staff
should transmit one red-ink copy of final changes to the consultant
within one week of submittal.

UDS will to conduct a conference call with City Staff to discuss
comments on the draft outline and discuss possible alternative
formats for the design guidelines. The goal will be to format the
document in a way that is easy to use, simple to understand, and is
a rich blend of text, illustrations, and photographs. Verification of
a working outline will occur following submittal of the revised
outline.
UDS will prepare a draft version of the design guidelines based on
discussions with staff and the revised working outline. At this
stage, the draft design guidelines will be partially illustrated (at
least 75%). We will work closely with staff to determine which
guidelines need to have graphics to illustrate their purpose. A
sample table of contents of the draft design guidelines is shown
below for the City's consideration:

UDS will revise the Administrative Draft Design Guidelines and
prepare a completely illustrated preliminary draft of the Donlon
Way Historic Area Design Guidelines. Five copies of the
document will be provided along with an unbound copy for
reproduction and distribution to the Heritage and Cultural Arts
Commission.
UDS and City staff will meet with the Heritage and Cultural Arts
Commission to present and discuss the Draft Design Guidelines.
UDS will record comments on the document and work to resolve
issues presented by the Commission.

UDS will prepare a Public Hearing Draft of the document by
incorporating changes to the manual as directed by the Heritage
and Cultural Arts Commission and City Staff. UDS will prepare
one camera~ready original of the public hearing draft manual for
reproduction and distribution by staff.
UDS will present the Public Hearing Draft Design Guidelines
manual at one public hearing before the Dublin City Council. The
presentation will summarize and highlight key components of the
Design Guidelines. Audio and visual tools, such as a PowerPoint
presentation, handouts, and poster graphics will be used at the
presentation.
UDS will prepare the Final Design Guidelines Manual by revising
language as directed by the City Council. It is anticipated that
modifications to the document, as per Council comments, will be
relatively minor and no substantial changes will be required.
Following these revisions, it is not anticipated that no further
modifications will be made. One camera·ready copy of the manual
and an electronic file will be provided to the City.

The following team members from RBF Consulting's Urban
Design Studio that are proposed to work on the Donlon Way
Historic Area Design Guidelines Project. Included is summary
statement about their past experience and their proposed role on the
project. Resumes providing a detailed description of each team
member and their project experience are included in Section 9.
Mr. Pflugrath is an urban planner/designer who has been involved
in a wide variety of public and private sector planning projects over
the past 30 years, including historic districts. With public agencies
throughout California, he has established a strong reputation for
preparing design guidelines, zoning and land use documents,
community design elements, and specific plans. Mr. Pt1ugrath has
a thorough understanding of these General Plan implementation
tools and has prepared design guideline manuals, comprehensive
zoning code revisions, and development codes for numerous cities
and counties. Mr. Pt1ugrath has taught related professional
development courses for UCLA Extension and has lectured at Cal
Poly San Luis Obispo and Cal Poly Pomona in the Urban Planning
Departments.
Mr. Wiseman is a an experienced project manager and senior
planner with 18 years of public and private sector experience in
urban design, land use planning, historic preservation, open space
and recreation, and resource management. Mr. Wiseman's
experience also includes public sector and project management,
including preparation of design guidelines, rezoning and permit
processing, subdivision maps, public information and general plan
amendments. As a project manager, he is experienced in
coordinating complex projects involving large multidisciplinary
teams; clearly communicating complex technical issues; creating
economically feasible solutions; and presenting projects at public
hearings and workshops.

Mr. Jones has four years of professional experience as a land use
and environmental planner and urban designer. His work has
included planning and environmental analysis for urban
revitalization plans, office parks, residential subdivisions,
transportation improvement projects, solid waste facilities, and
casino/hotel resorts. He has also been responsible for the
preparation of Community Plans, Design Guidelines and Standards,
Specific Plans, Revitalization Plans, and various environmental
documents.
Mr. Meek has over three years of professional experience on
planning and environmental projects in both the public and private
sectors. He has been responsible for providing planning services
and environmental documentation for land development, retail,
institutional, recreational, business park, transportation and solid
waste facility projects. His work has included project coordination,
research, investigation, analysis, and computer·generated
renderings and exhibits.
