RECOMMENDATION:
FINANCIAL STATEMENT:
The budget for improvements is $3,762,510; the Final Scheme is
within the budget.
DESCRIPTION: As approved in the 2004-2009 Capital Improvement Program,
construction of Emerald Glen Phase III is scheduled to commence in Fiscal Year 2004-2005. The Emerald
Glen Park Master Plan incorporates the following primary elements in Phase III: two soccer fields; one
60' baseball field; picnic area; restrooms; street frontage improvements and parking.
In order to proceed with the park design Staff along with representatives from the landscape architectural
firm of Carducci and Associates engaged the public in the design process. On June 2, 2004 the first of
two public workshops was held to receive input on the design for the park. The City's Consultants
presented three conceptual designs for the site that incorporated the park program elements as outlined
previously, as well as some alternative elements such as bocce ball and cricket. At the meeting the
community voted on layout preferences and specific design elements for the park. This information was
then presented on June 21, 2004 to the Parks and Community Services Commission for their input and
direction.
In preparation for the second public workshop the Consultants incorporated the results of the first public
workshop and the Parks and Community Services Commission meeting into a Preferred Scheme
(Attachment 1). On July 12, 2004 the Preferred Scheme was presented at a second public workshop for
review and comment. One of the concerns articulated from the majority of those in attendance was the
proximity of the group picnic area to Persimmon Drive and the potential impacts to street parking. Those
in attendance believed that it would be more convenient and closer to park on Persimmon Drive than in
the parking lot along Central Parkway. As discussed during the meeting one option was to relocate the
group picnic area adjacent to the proposed baseball field.

In response to the public comment the Consultants prepared the Alternate Diagram Scheme (Attachment
2) to illustrate how the components could be relocated. The Alternate Diagram Scheme also reflects the
ideal orientation of the little league field, another comment received at the second public workshop. On
July 19, 2004 the Preferred Scheme along with the Alternate Diagram Scheme were presented to the
Parks and Community Services Commission for further comment. After much discussion the
Commission by majority vote (5 support/I oppose) recommended the Preferred Scheme with the
elimination of 1.5 acres to the east of the pathway to be reserved for the possible expansion of the State-
of-the-Art Recreation and Aquatic Center in Phase 4. The Commission's recommended reduction in park
area to be developed as part of this phase results in the elimination of the 60' baseball field.
In consideration ofthe Commission's recommendation that the scope of the Phase III project be reduced
until the ultimate size and space requirements of the State-of-the-Art Recreation and Aquatic Center are
determined, Staff recommends that the area of development be further reduced, ending along the edge of
the entry sidewalk, in order to better coordinate the phasing and construction of future improvements.
This area would be considered as part of the overall study area for the State-of-the-Art Recreation &
Aquatic Center providing greater flexibility for planning of all of the potential facilities. The study will
also consider whether the 60' baseball diamond as identified in the adopted Emerald Glen Park Master
Plan can be accommodated in this area. If not, it will be necessary to identify an alternate location for the
baseball field in order to meet the City standard for baseball fields at build-out of the City. Construction
of this area would be done concurrently with the construction of the Phase IV building improvements.
Attachment 3 is the Final Scheme which reflects the elements in the Preferred Scheme (with the
elimination of the 60' baseball field) and shows the reduction in park area to be developed as initially
recommended by the Parks & Community Services Commission and expanded by Staff and the
Consultant.
RECOMMENDATION:
Staff recommends that the City Council take the following action:
1) Receive presentation from Staff and Consultant;
2) Approve Final Scheme for Emerald Glen Phase III and authorize Consultant to proceed with
preparation of construction documents or provide additional direction.
