Morton, Public Works Director ATTACHMENTS: 1) 2) 3) Budget Change Form Resolution of Award Bid Results RECOMMENDATION: 1) 2) ~~ Approve budget change in the amount of$34,536 Adopt resolution awarding Contract No. 04-09, Central ParkwayIPersimmon Drive Safety Improvements, to Redgwick Construction Company FINANCIAL STATEMENT: Budget for improvements in this capital project: FY 2004-2005 BUDGET LOW BID Improvements: $ 63,000 $ 88,669.40 This project is funded through Eastern Dublin Traffic Impact Fees. The low bid in the amount of $88,669.40 plus a 10% contingency is $97,536. As this amount exceeds the Fiscal Year 2004-2005 budget for improvements, a budget change in the amount of $34,536 is necessary to go forward with this project. DESCRIPTION: On August 17,2004, the City Council authorized Staff to solicit bids for Contract No. 04-09, Central ParkwayIPersimmon Drive Safety Improvements. This project will relocate approximately 320 feet of an existing left-turn lane leading from eastbound Central Parkway to northbound Persimmon Drive to its ultimate location. The relocation will move the left-turn lane closer to the center of the street and will help increase the sight distance in order to see vehicles approaching westbound over the Tassajara Creek Bridge. Project design was completed in Fiscal Year 2003-2004. Construction is scheduled to start in October 2004 and will take approximately two months to complete the work. --------------------------------------------------------------- COPIES TO: Bidders \t~ G:\MISCPROJ\CentraI Pkwy Persimmon Safety Impr\AS award.doc ITEMNO.~ C/ A total of 3 bids were received (Attachment 3), with the low bid of $88,669.40 being submitted by Redgwick Construction Company. Staff has reviewed the bids and determined that the contractor has performed similar projects within Dublin and for other cities. As noted in the Financial Statement, the low bid exceeded funds budgeted for this project. The original cost estimate used for budgeting purposes was based on unit prices for a similar project at Village Parkway and Davona Drive. It appears that the construction costs have inflated faster than anticipated, partly due to escalating oil prices. It is recommended that a 10% contingency be added to the low bid amount and an additional appropriation from the Eastern Dublin Traffic Impact Fees in the amount of $34,536 be approved in order for this project to go forward. Staff therefore recommends that the City Council approve the budget change in the amount of $34,536 and adopt the resolution awarding Contract No. 04-09, Central ParkwayIPersimmon Drive Safety Improvements, to Redgwick Construction Company. Safety /mpNladget Change Farm.doc ~~~ RESOLUTION NO. -04 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ********************** AWARDING CONTRACT NO. 04-09 CENTRAL P ARKW AY/PERSIMMON DRIVE SAFETY IMPROVEMENTS TO REDGWICK CONSTRUCTION COMPANY WHEREAS, the City of Dublin did, on September 7, 2004, publicly opened and examined all sealed bids for doing the work described in the approved Plans, Specifications, and Modifications for Contract No. 04-09, Central ParkwayIPersimmon Drive Safety Improvements, approved in the 2004-2009 Capital Improvement Program by the City Council on June 28, 2004, which Plans, Specifications, and Modifications are hereby expressly referred to for a description of said work and for all particulars relative to the proceedings under the request for bids; and WHEREAS, said bids were submitted to the Director of Public Works, who has recommended that the bid hereinafter mentioned is the lowest and best bid for doing said work; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby award City of Dublin Contract No. 04-09 to the lowest responsible bidder therefor, to wit, Redgwick Construction Company, at a bid of Eighty-Eight Thousand, Six Hundred Sixty-Nine Dollars and Forty Cents ($88,669.40), the particulars of which bid are on file in the Office of the Director of Public Works.
