The cost of this project is being paid by the City's General Fund. DESCRIPTION: This is the third year of a proposed four-year project to replace the old painted steel street light poles in subdivisions that were constructed in the 1960's. These ungalvanized poles have deteriorated over time, and many are corroded to the point of needing to be replaced. --------------------------------------------------------------- COPIES TO: Bidders fe g:\miscproj\st lite pole 04-05\agst award � �<< . ITEM NO. This project was originally conceived as a five- to six-year project; however, the work has been escalated due to the potential risk caused by the deteriorated poles. Approximately 90 poles have been replaced to date. The new poles are constructed of galvanized steel, which has an estimated life span of 60 years or more. The galvanized poles would reduce ongoing maintenance costs (up to $20,000 per year) by eliminating the need to paint the poles every five years The 2004-05 project was bid on the basis of 135 poles. Since the total price bid is less than funds budgeted, it is proposed to add approximately 20 poles in order to complete the project for the area east of 1-680 and west of Village Parkway. The area west ofI-680 would be completed with the 2005-06 project. It is not recommended to adding enough poles to use the entire budget because of the possibility of encountering unforeseen conditions that could require change orders. A total of nine bids were received. The low bidder is St. Francis Electric, with a total bid of$164,739.15. Staff has reviewed the low bidder's proposal and is familiar with their work. Therefore, Staff recommends that the City Council adopt the resolution awarding Contract 04-12, Street Light Pole Replacement Project, Phase 3, to St. Francis Electric. Page 2ð() ~ '.4 I I~& RESOLUTION NO. - 04 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ********************** AWARDING CONTRACT 04-12 STREET LIGHT POLE REPLACEMENT, PHASE 3 TO ST. FRANCIS ELECTRIC, INC. WHEREAS, the City of Dublin did, on September 28, 2004, publicly open, examine, and declare all sealed bids for doing the work described in the approved Plans, Specifications, and Modifications for Contract 04-12, Street Light Pole Replacement, Phase 3, authorized by the City Council on September 7, 2004, which Plans, Specifications, and Modifications are hereby expressly referred to far a description of said work and for all particulars relative to the proceedings under the request for bids; and WHEREAS, said bids were submitted to the Director of Public Warks, who has recommended that the bid hereinafter mentioned is the lowest and best bid for doing said work; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby award City of Dublin Contract 04-12, Street Light Pole Replacement, Phase 3, to the lowest responsible bidder therefor, to wit St. Francis Electric, Inc., with a bid of One Hundred Sixty Four Thousand, Seven Hundred Thirty Nine Dollars and Fifteen Cents ($164,739.15), the particulars of which bid are on file in the Office of the Director of Public Works. BE IT FURTHER RESOLVED that the Mayor is authorized to execute the agreement. PASSED, APPROVED AND ADOPTED this 19th day of October, 2004.
