We took the City's comments seriously and used the input to develop our response to Addendum's 4 and 5. Waste Management would like to draw the City's attention to three items in this service offering: Contract Acceptance Waste Management retracts all exceptions to the City's proposed contract. Waste Management will agree to the City's proposed contract language, as modified through the RFP's amendment process. Multi-Service Discount Waste Management has included in its price forms a discount on the Collection Compensation element, should the City decide to award both its Collection and Disposal contracts to Waste Management. Long-term Disposal Option Also included in our price forms is pricing for both 10 and 20-year disposal rates. Service Guarantee Waste Management will provide all of the diversion programs and public education services recently offered by its competitors as part of its service rates. Many ofthese services are already offered in the City; however, Waste Management agrees to implement those services that are not part of our current service package. Competitive Pricing with No Risk Waste Management's pricing is competitive while insuring that the City will continue to receive its current high quality services. The City can be confident of our staffing levels. Additionally, the City of Dublin will be able to rest easy with no service transition or risk of reduced services associated with a new vendor. For many years, Waste Management has provided high quality solid waste and recycling services in Dublin. Waste Management has been an innovative leader implementing diversion programs in Dublin well before other local communities, providing competitive rates and serving as a local environmental and community steward. The following information has been provided as required in our original proposal. We have provided a base proposal which includes utilizing CNG fuel for all collection vehicles and new carts for all residential customers. As a Preferred Service Option, we have also included an alternative proposal to minimize a rate increase. This option utilizes CNG fuel for all garbage and green waste residential vehicles, low sulfur fuel for all other collection vehicles and the use of existing carts. We believe this option to be the most cost effective choice for the City. We hope to enter into a contract that is attractive, effective and easy for the City and its customers. At the same time, LDD is committed to providing ongoing excellent customer service, while continuing to expand and improve diversion and customer service programs. Summary In preparing this Addendum for the City of Dublin, Waste Management's Livermore Dublin Disposal has taken into consideration the concerns presented by the City Council, Mayor, Staff and the City' sconsultant at the November 2n City Council meeting. Waste Management's pledge to the City includes a commitment to be the City's premier service provider, a commitment to the development of a superior relationship with City Staff and Council, and a commitment to playing a leadership role in helping the City of Dublin continue to achieve its waste diversion and recycling goals. Of course, all of this is built upon a foundation of an economical rate package. As such, in addition to our base proposal in response to Addendum #4 and #5, Waste Management has included an alternative proposal that relies on its existing equipment (Alternative Fuel residential trucks combined with low sulfur/low emission diesel commercial and roll off trucks). We look forward to working with the City of Dublin for years to come. Proposal to the City of Dublin Addendum #4 and #5 4 Livermore Dublin Disposal November 16, 2004 ~ ..~A!m,. " ....\l"ø ~.... M"~UIII-'- Section 6.1 Transition Plan As the City's current service provider, Waste Management's Livermore Dublin Disposal District is fortunate to have many of the basic solid waste and recycling service functions already in place in Dublin. For example, our professional drivers are trained on their routes and are familiar with their customers, our commercial recycling containers are in place and have been placed in accordance with our customers' requests, billing systems are in place, and our customer service staff is well versed with the geography of the City and its many programs. At the same time, LDD recognizes there are several critical changes that will require careful transition planning as part of the City's new solid waste and recycling contract. Our transition efforts have been broken into four major categories: 1. Promoting program changes to Dublin customers; 2. Ensuring internal operational changes are well planned to avoid impact on customers; 3. Employee training. Train drivers and customer service representatives on new program offerings. Drivers will also receive training on new equipment.; 4. Develop an effective communication plan for working with City staff and updating Council on the progress of the transition. " For the purpose ofthis proposal, we have separated these activities into "Operational" and "Public Education" efforts. Operational transition activities are included below. Please refer to Section 6.2, Public Education, for a complete review of the Public Education efforts that LDD will implement in Dublin. Operational Activities Associated with the City of Dublin's New Solid Waste and Recycling Services A. Alternative Fuel Vehicles City's existing collection fleet includes Alternative Fuel Vehicles for collection of residential garbage and green waste in the City. Should the City decide to move toward a comprehensive alternative fuel based collection system, there are several changes and action items that must be implemented in order to enable a smooth transition. These changes mainly involve equipment coordination and training, which must be incorporated into the overall transition planning process. Drivers who currently operate Alternative Fuel Vehicles in Dublin are familiar with the idiosyncrasies associated with this equipment. However, the rest of our drivers will require training on the new equipment before it is operational within the City; Mechanics Proposal to the City of Dublin Addendums #4 and #5 5 Livermore Dublin Disposal November 16, 2004 ~ will also be provided training regarding the new commercial vehicles. This training will be completed by a combination of Waste Management staff, cart delivery subcontractors, truck vendors and our cart vendor. B. Cart Delivery Program Over the past several years, Waste Management has delivered more new roll carts than any other company in North America. In particular, as we have rolled out single stream collection programs, our crews and vendors have developed finelytuned delivery timetables, transportation planning for large numbers of carts, assembly and a well- managed plan for placing carts at our customers' homes. Waste Management works closely with our cart manufacturer, Cascade Engineering, to coordinate all aspects of the cart delivery program. (Information on Cascade Carts was included in our original proposal. ) Carts will be delivered two to four weeks before the new contract start date. They will be assembled on site, and loaded into van-body trucks for delivery on the street. The delivery crews, equipped with maps and complete customer lists, will deliver new sets of carts to approximately 1,000 households per day, Customer lists used for cart delivery will include information on specific cart sizes (and numbers) for each customer. Customers will be informed of the delivery two weeks before the carts arrive at their home (please refer to Public Education Section), and will have either the option of placing their old carts at the curb for removal when the new carts are delivered or placing them at the curb on their next collection day. LDD will add extra collection trucks for two weeks to collect the carts. The carts will be baled and shipped to local recyclers for processing into new materials. Instructions for proper use, program information, and customer service numbers will be included with the carts. C. Implementing New Residential Diversion Programs · Residential Food waste Collection Waste Management is proposing to promote food waste collection as part of the City's green waste collection program. Green waste carts will be labeled with information regarding food waste collection and preparation procedures. During the week before the new program begins, drivers will be provided information about food waste collection (along with other program changes), to ensure there is no confusion on the route. We have included more information about this program in the Public Education and Diversion Sections of this document. . Used Oil Filter Collection As part of our Public Education Plan relating to program implementation, City of Dublin customers will be instructed to place used oil filters into sealed plastic bags at the curb on collection day, next to their recyclable cart. Proposal to the City of Dublin Addendums #4 and #5 6 Livermore Dublin Disposal November 16, 2004 ~----------- VWlA~[:". 1III'_Yll:_MII.....1IIIW The week before the new contract begins drivers will be provided extensive training on the new service, as well as all other aspects of the City's new contract. . Driver Training Training for all drivers, supervisors, customer service, billing and office staffwill be completed two weeks before the new programs begin to enable all staff to answer questions they may be asked about the City's new and existing services. . Comprehensive Staff Training. Six weeks before the new program's start date,LDD will train additional customer service representatives for preparation of an increased call volume upon implementation of the City's new services. In addition, all drivers (residential and commercial) will be trained on all aspects ofthe City's new services. This training will include a review of the Contract's requirements and existing recycling programs and services. Transition Schedule and Plan. LDD will also provide the City with a Final Transition Plan subsequent to the award of the Collection Service Agreement. A transition schedule was included in our original proposal. Proposal to the City of Dublin Addendums #4 and #5 7 Livermore Dublin Disposal November 16, 2004 ~~ ~~ 6.2 Public Education Plan Over the past fifteen years, Waste Management has observed the importance of ongoing public education efforts in ensuring the success of local diversion programs. We have seen how critical these efforts can be, as many communities start out strong, but find their diversion rates slipping as public education efforts become stale and antiquated. At the same time, öther communities (like Dublin!) continue to add services and produce effective public education materials that push diversion percentages to increased levels. To ensure ongoing diversion success in Dublin, LDD will continually enhance its education programs and teaching methods to provide current and up-to-date information to our Dublin customers. Waste Management has also found that our work becomes more meaningful when we are integral1y involved in the local community. Our involvement in a broad range of community activities in Dublin elevates the awareness of the City's customers regarding their solid waste and recycling programs. Ultimately, this helps to ensure the success of the City's programs. Information Developed by Sector. Recognizing there are specific public education needs associated with different customer groups, LDD has developed public education programs tailored specifically to the unique characteristics of each., For example, single family customers, multi-family dwellings and commercial customers all respond to different types of public education messages - provided iq.,different types of infol111ational mediums. By working to communicate with each customer group, we are more likely to achieve success among all customers in Dublin. School Education. LDD has developed a special School Education Program that focuses on training local teachers to provide children with information about protecting the environment and our natural resources. This curriculum is aimed at young school children. Community Involvement. LDD has a long track record of participating in community events, providing educational information and workshops whenever the opportunity arises. As we have in the past, we will continue to host information booths at community events and local fairs and will participate in parades and other community events as appropriate. We view our services as a vital public health function and an important expression of the community's well being. Many of our employees live in the Dublin area and are dedicated to local environmental and social issues. Collectively, they represent decades of experience in the field of waste disposal and diversion. Our approach to the development of a public education program in Dublin is to implement a carefully designed, detailed implementation plan. Integrating activities, Proposal to the City of Dublin Addendums #4 and #5 8 Livermore Dublin Disposal November 16, 2004 ~ l~~j brochures, postcards, advertisements and community meetings which are designed to help to "get the word out" about the City's new services. Information on existing programs will be included in this effort to boost the City's overall diversion. In addition to the intensive efforts associated with the new contract and services, LDD has outlined ongoing efforts for public education activities throughout the life of the contract. We would like to highlight several inherent elements of our Public Education Plan: · Continued use of subcontractors or existing programs such as the "Go Green" program for school environmental education. Livermore Dublin Disposal will continue to work with existing programs such as the "Go Green" program and will work to enhance programs to incorporate new information and services. · Experience preparing multi-lingual public education materials. Through past experience we have learned of the need for easy-to-understand (graphic based), clear written educational material. We look forward to working closely with the City on the design and implementation of these outreach materials. · Participation at City events, such as booths, displays, sponsorship, parade, floats, etc. City events provide an excellent forum for education and promotion of waste reduction and recycling programs. LDD has been active in these events in Dublin and is careful to take every opportunity to promote the City's Diversion Programs. Residential Public Education and Outreach Promotion of Program Changes to Dublin Customers Livermore Dublin Disposal will work closely with City staff to develop effective educational information for our Dublin customers. The following transition activities will be implemented before the new program begins. · New Program Mailing. Upon award of a contract, LDD will begin to work with the City to develop communication pieces for the city's residential programs. A month before the new program is scheduled to begin these infoffi1ational pieces will be mailed to each customer. This brochure will provide information about the City's new programs and services, specifically highlighting Dublin's food waste and oil filter collection services. The brochure will include photos of the new carts and will explain the cart delivery schedule. Since we have found that a well-developed public education program increases diversion of existing materials through the education process, the new program mailing will also include information on the City's existing programs. The initial mailing will provide clear information on how to participate in all available programs. In addition to the initial start-up materials and basic service information, LDD will provide information to each customer on the proper handling and disposal of hazardous waste, including electronic waste. · Information Delivered with the Carts. Each cart will be delivered with a brochure that provides instructions for proper use, including a description of the materials to be placed in each cart and proper material preparation instructions. · Community Workshops. LDD's Public Education Coordinator will hold community workshops to educate residents about the new services offered as part of the City's new contract. They will educate residents about the Residential Food Scrap Program, oil filter recycling, and other services offered in the contract. In addition, these community workshops will include a review of existing programs, recycling materials preparation, and waste reduction and recycling tips. As part of these workshops, LDD's recycling staff will display cart samples, kitchen containers for food waste, recyclable materials, finished recycled products and finished compost. · Advertising. Newspaper ads will be run in local Tri- Valley newspapers, announcing new services and enhancements to collection programs. Multi-Family Dwelling Public Education Recognizing the unique challenges of reaching out, implementing and maintaining effective multi-family diversion programs, LDD has developed a program specifically designed for these customers. By relying on regular, personal site visits by our Public Education Coordinator, signs and brochure that communicate via graphics, well-labeled recycling containers and building meetings, LDDwill be able to implement an effective multi-family diversion program in Dublin. · Site Visits. Upon award of a contract, Livermore Dublin Disposal's Public Education Coordinator will phone each building or facility manager in the City of Dublin to arrange for a site visit to assess the needs and set up of any new services for the business and to discuss how they will benefit from the service. · Building Resident Workshops. Our Public Education Coordinator will educate multi-family residents about the City's new Food Scrap Program, oil filter recycling, and Bulky Clean-up Program. In addition, these community workshops will include a review of existing programs, recycling materials preparation, and waste reduction and recycling tips. As part of these workshops, LDD's recycling staff will make available samples of the City's new collection carts, kitchen containers for food waste, examples of recyclable materials, finished recycled products and finished compost. · Waste Audits. LDD will offer to complete waste audits for multi-family complexes in Dublin. These audits can help building managers provide the correct size garbage containers, learn how to educate their tenants, and understand how to monitor for proper preparation of recyclables. Although recycling services will be offered at no extra charge to the City's multi-family customers, LDD recognizes that most multi-family residents do not pay directly for their solid waste. Working with facility managers, LDD willlook for incentives to encourage participation by each and every resident. Ongoing, personalized education efforts are particularly critical in order to achieve successful multi-family diversion. LDD's Public Education Plan provides an ongoing commitment to ensure adequate staffing, driver-time, and the development of annual flyers and brochures (to accommodate high turn-over rates) specifically targeted to multi-family customers. Commercial Customer Public Education Recognizing there are significant opportunities for diversion of commercial recyclables, LDD has developed a comprehensive program to reach out to these customers to promote the City's new "free" recycling collection services. Commercial recycling outreach and waste audits will identifY additional commercial recyclable and organic materials diversion opportunities. · Mailer. A flyer will be mailed to each business in the City and our recycling coordinator will visit each business to discuss opportunities for improved recycling, to offer to complete a waste audit, and to describe opportunities for cost savings. Ongoing education will insure the success ofthis program in the short and long-term. · Waste Audits. LDD will provide an employee or contractor to conduct business source reduction audits for Dublin businesses throughout the term of the contract. Businesses will be audited each year to assist in the development of source reduction, reuse, and recycling. · County Recycling Resource Guide. LDD will work cooperatively with the Alameda County Waste Management Authority (ACWMA) to provide businesses with the County Recycling Resource Guide. · Employee Training. LDD's Public Education Coordinator will conduct employee training sessions to any commercial customer who requests this assistance. Often, a brief lunchtime review session is sufficient to help employees understand how to participate effectively in their office recycling program. · Signage. Clear and easy-to-understand signage will be placed on containers and enclosures. This will help employees and custodial staff to remember what and how to recycle their facility's material. D. School Education Programs Public school recycling education programs will be implemented to educate students on waste reduction, reuse, and recycling. Recognizing that involvement is a critical component in any successful diversion program, LDD sees children as an asset in achieving our diversion goals. They are interested in saving the earth and more importantly, children can teach their parents how to save it too. Teacher involvement is a critical component to the success of this program. To that end, LDD will make available curriculum that will aid teachers in incorporating solid waste topics into their lesson plans. · Slide Show. A professional slide show will be available for upper elementary, junior high, high school and adult classes. The presentations will include our "Cycler" robot that sings to the children about recycling and makes the presentation fun and engaging. Whenever possible, the presentations include a visit from one of our drivers to show the children how the truck works and to discuss the importance of safety. Other school activities that LDD will offer include: · Posters and Other Printed Material for Schools.. Waste Management will provide recycling posters for students, brochures for faculty, and recycling stickers for interior recycling containers. All printed educational materials will be mutually agreed to by the school district, the City and LDD prior to distribution. Educational materials will be distributed at least two weeks prior to the first day of class. · Presentations. LDD's Public Education Manager will be available to make school presentations about the 4 R's (Reduce, Reuse, Recycle and Rot) and general awareness and education on environmental responsibility. The program content will be developed in consultation with City recycling staff. · Central Cafeteria Food Waste Program Implementation. LDD's Public Education Coordinator will offer to help in the implementation of a food waste recycling program at the central cafeteria prior to the 2005-2006 school year. LDD will work with the full-time staff of the food service vendor that manages the central cafeteria to implement the food waste recycling program. LDD's Public Education Coordinator will also be responsible for the proper education to cafeteria staff through presentations and literature. · School Recycling Containers. LDD will provide recycling containers and collection at special events at no additional charge to the school district for five special events per school year. The school district must notify LDD no later than two weeks prior to any event as to the type and location of the event as well as the number of garbage and recycling containers needed. LDD will work with the school district's Operations Supervisor and the City Recycling Specialist to maximize recycling at special events. . E. Ongoing Public Education Efforts As stated earlier, the key to success of the City's waste diversion effort is a commitment to effective ongoing public education. Over the entire term of the contract, LDD's Public Education Coordinator will work closely with the City to ensure information is distributed effectively to keep waste diversion at the forefront of our customer's conSCIOusness. There are numerous activities LDD has identified to ensure a successful ongoing program: Proposal to the City of Dublin Addendums #4 and #5 13 Livermore Dublin Disposal November 16,2004 · Presentations to Service Organizations. Through the term of the contract, LDD's Public Education Coordinator will visit school science fairs, company recycling events and other community invitations as requested and will create new venues to deliver the message and to engage the community in discussions about recycling and protecting our natural resources. These newsletters will provide LDD the opportunity to educate residents about upcoming events and about such topics as electronic waste collection, environmental conservation, holiday tree recycling, bulky-item collection, and the new Food Scrap Program. · Brochures. Livermore Dublin Disposal understands the need for regular distribution of easy-to-understand, clearly written educational material. We look forward to working closely with the City on the design and implementation of these outreach efforts. LDD knows that effective public education and promotion is a crucial component to increasing resident and business participation in the new services. · New Customer Welcome Kits. Livermore Dublin Disposal will deliver New Customer We1come Kits for new residential and commercial customers. These kits will introduce new customers to the existing recycling programs and make commercial customers aware of the ability to recycle at no cost. · Coordination with City Staff and Council. Livermore Dublin Disposal will work closely with City staff during the program implementation and throughout the entire contract. Our goal is for our staff to work hand-in-hand with City staff, to coordinate promotional activities and to insure that the City Council is kept abreast of our activities in the City. These newsletters will provide LDD the opportunity to educate residents about upcoming events and about such topics as Electronic Waste Collection, environmental conservation, holiday tree recycling, bulky-item collection, and the new Food Scrap Program. Approximate Quantiiesy (see above) · Ongoing Education Pieces. Livermore Dublin Disposal will design, produce, and distribute an annual services brochure to all Dublin residents. The brochure shall include services offered, contact information, and a list of acceptable items in the recycling and food scrap programs. In addition to the annual brochure, quarterly newsletters will be designed, produced, and distributed to all Dublin residents. These newsletters will be designed to promote and explain the services offered. Approximate Quantiies (see above) · Public Education Staffing. LDD will employ the equivalent of one full-time employee to work on public education and commercial recycling waste audits. This person will also work with local schools on education programs. Please refer to our original proposal for information regarding our Public Education staff. · Proposed Annual Budget for Public Education and Outreach. $130,000 The continued success of the program depends on regular contact with the customers to address additional concerns, space or contamination problems, education for new employees, and ongoing education to expand participation and increase diversion. LDD has an excellent track record of the development and execution of public education efforts - a service that the City can rely on in the future. Upon review of Addendum #4, Waste Management has made several service enhancements to its original Diversion Plan. Overview For over fifteen years, Waste Management's LDD has led the charge to divert material from the waste stream in Dublin and throughout Alameda County. LDD has demonstrated a willingness to suggest and to implement innovative and aggressive diversion programs, including single stream recycling, E- Waste collection programs and food waste collection and composting. Through a combination of aggressive new residential and commercial single stream recycling programs, in addition to our current commercial C&D recovery, the City of Dublin can be assured that its diversion rate will improve. LDD will be able to help the City of Dublin achieve the most aggressive county and state mandated recovery goals. The Diversion Plan as earlier submitted is a realistic guide to increased diversion in the City of Dublin. Livermore Dublin Disposal has demonstrated a willingness to partner with its cities in Alameda County to create innovative and aggressive diversion programs. Our approach for continued diversion compliance will be targeted on public education and implementing new diversion programs. Program implementation focuses the delivery of actual recycling and diversion programs supported by creative and aggressive outreach and public education efforts by LDD. Program Implementation We expect to see the greatest impact on the City's diversion program from the implementation of two programs: Proposal to the City of Dublin Addendums #4 and #5 16 Livermore Dublin Disposal November 16, 2004 ..D!. 'fif¡iL .~1ín~';œ WAWn MÃlliAA.MÐn' Task 1: Immediate implementation of Post-Consumer Food Wwaste Collection Residential Food Waste Collection Residential customers will be provided information on how to prepare food waste for recycling along with green waste in their green waste carts. Based on actual numbers collected in other locations, LDD has assumed that an average of2lb/hh/month (all households) will be collected. Over the past year, Waste Management has begun to implement residential food waste collection programs in many communities in the Western United States. These popular programs have been well received and successful in every way. On average, 25% of the households participate in the program, recycling an average of 8 Ibs. of food waste per household per month. Residents place their food waste in their green waste carts for weekly collection. Customers are provided with kitchen containers for collection of their green waste and are also instructed to place their food waste in paperboard cartons. Waste Management's food waste processing subcontractor, Grover Compo sting, has been pleased with the quality of the material with virtually no contamination problems. There have been surprisingly few problems associated with the collection and processing of the materials. Contamination is not a problem, and collectors and processors have not had complaints with post-consumer residential food waste in the yard waste in any ofthe programs that Waste Management has implemented or piloted. Providing extensive education on ways to minimize odors and mess will help residents become familiar with the program. The key criteria for success includes the use of carts in a weekly green waste collection program combined with permitted processing sites. Sample studies of participa ting municipalities shows participation rates of 25%, with set outs averaging 81bs/wk. The following information is provided based on our experience in other communities: Adequacy of current greeD waste carts. Waste Management has been working with Cascade Engineering for several years to supply 64-gallon yard waste carts. We have used these same carts in Dublin for many years with positive results. Proposal to the City of Dublin Addendums #4 and #5 17 Livermore Dublin Disposal November 16, 2004 Indoor Kitchen Containers Since participation is a significant challenge in successful residential food waste collection programs, provision of indoor collection containers can improve the success rate of the program in several ways: First, the container provides a tangible way to educate customers· (labels and brochures accompanying the delivery); second, the container serves as a physical reminder of the program when it is located in the kitchen; and finally, an indoor container may help some residents to overcome the "yuk" factor and try out the program. Livermore Dublin Disposal would rely on Cascade Engineering' Kitchen Compost Carrier ®, for an indoor food waste collection containers. This container is small enough to fit under most sinks or on a kitchen counter; it's easy to carry, has a compartment for an odorizer, and can be washed in the dishwasher. The capacity of the Kitchen Compost Carrier is 9.6 quarts and it measures 8.5" x 9" x 11". We have found that many communities choose to distribute in-kitchen collection containers for food waste. However, in the long run education on other options must also be communicated to residential customers. For example, an alternative program that educates customers on the option of placing food waste into paperboard milk cartons has proven to be successful. Recognizing that food waste collection is a new program with challenging hurdles to overcome for many residential customers, LDD will provide customers with in-kitchen containers and educational materials regarding the option of using paperboard cartons to collect food waste. Food Waste Processing Opportunities. As the largest collector of food waste outside of San Francisco, Waste Management relies on several different processors for its various food waste programs. Residential organics will be transferred at the Altamont Landfill for delivery to Grover Compo sting Facility in Modesto, California. Commercial Food Waste We will work with businesses on an initial and ongoing basis to train management and staff, to make the businesses active and ongoing participants in the program. w,.œ Food Waste Collection Program As we found out over the past two years in Dublin, commercial food waste collection is easily promoted, yet often difficult to "sell" to customers, and even harder to maintain. LDD's recycling coordinator will visit all businesses that sign up for the service to conduct staff training. Color-coded containers will be placed in the kitchens (i.e. gray for garbage, green for food waste, blue for other recyclables) for color-coded sorting. Each container will be labeled with graphic-based labels (see sample on this page). For the first two months, Waste Management will carefully monitor each new food waste customer for contamination and will provide regular on-site training. Customers must continue to receive regular, ongoing training, signage must be maintained, and the drivers must monitor quality to address any contamination concerns as soon as they arise. Equipment and Contain'er Assumptions and Costs. Livermore Dublin Disposal is proposing to provide a combination of 96-gallon carts and re-enforced metal front- load containers to collect commercially generated food waste in the City of Dublin. All collection containers will be serviced with front-end loader collection vehicles. Proposal to the City of Dublin Addendums #4 and #5 19 Livermore Dublin Disposal November 16, 2004 ~ VUftA" _..~.~~~ Implement Additional Recycling Services to Commercial and Multi-Family Customers Free Commercial and Multi~Family Recycling The introduction of free commercial and multi-family recycling will create an economical incentive for many of these customers, thereby increasing diversion throughout the City. With on-site waste audits and customized program development by our experience recycling coordinator, LDD expects to see a significant increase in diversion from commercial businesses, in particular. Task 2: Livermore Dublin Disposal will implement an aggressive Education Plan to inform commercial and multi-family customers of new city rates that include recycling services as part of their garbage rates. At the same time, LDD will be able to promote the City's no-cost single stream recycling for its commercial and multi-family customers. In combination, these two service enhancements are expected to increase recovery by over 20% fÌ'om these sectors. A flyer will be mailed to each business in the City and our Recycling Coordinator will visit each business to discuss opportunities for improved recycling. Ongoing education will insure the success of this program in the short and long-term. Other programs that will enhance the City's diversion activities include: Commercial Dry Waste Diversion Diverting waste fÌ'om the commercial sector is one of the most effective ways to significantly increase overall diversion. LDD will work with commercial customers who generate large quantities of dry garbage (such as offices with mostly paper) to develop dry waste collection routes. The material collected fÌ'om these routes will be delivered to Waste Management's Davis Street Transfer Station in San Leandro for processing and recovery. Continued Promotion of Waste Management's Construction and Demolition Waste Recycling Program Waste Management of Alameda County (WMAC) aggressively promotes its ability to recover C&D materials fÌ'om the waste stream. Because this material is very heavy, recycling it significantly increases the amount of diversion that is received. By increasing our local promotion activities, we can increase the awareness companies have for an alternative to disposal of this valuable material. Through an exclusive collection program for all C&D in the City of Dublin, Waste Management can assure the City of perhaps the highest diversion percentages in the region. Livermore Dublin Disposal will work with the City to distribute this information to anyone applying for building permits. Continued Promotion and Expansion of Existing Programs Single Stream Recycling Waste Management has found that promotion efforts regarding new recycling programs and program changes can have a positive effect on existing programs. Waste Oil Recovery from All Sectors and the Addition of Oil Filter Recovery LDD will continue to collect used waste oil in addition to used oil filters as part ofthe City's curbside recycling program. Special Collection Events Supervision of all Neighborhood Cleanup Events will be provided at no additional cost. Task 4 Waste Reduction and Recycling Education and Tracking Ongoing Waste Reduction and Recycling Workshops Livermore Dublin Disposal will sponsor waste reduction and recycling workshops for businesses and multifamily customers in conjunction with the city and the Dublin Chamber of Commerce. We will provide infonnation about establishing and implementing recycling and source reduction programs and will encourage customers to help the city to continue meeting its diversion goals. Other Education Programs and Tracking Efforts Document Exemplary Recycling Programs and Nominate Businesses for the CIWMB Waste Reduction Awards Program As part of the waste reduction and recycling technical assistance audit programs, auditors will identify and nominate businesses with excellent waste reduction and recycling programs for the CIWMB awards program. Case studies of exemplary waste reduction programs will be documented in order to share the information with the City and other businesses. Complete Annual Recycling and Diversion Reports Livennore Dublin Disposal will provide the City with all required recycling and diversion information to enable proper preparation of its annual State of California diversion report. Requirements for other recyclers to report tonnage collected will insure that the City achieves all of its AB 939 goals. Waste Management will partner with Cedar Grove Compost Company, the largest processor of high-quality compost in the United States. After modification of our permit at the Altamont Landfill and Compost Facility has been approved to accept food waste, the Gore Cover System can be installed in 4.;.6 months. The propriety Gore Cover System utilizes covers made ofthick GoreTexl]\) to eliminate odors, increase compo sting throughput and produces a high-quality compost product. The simplicity of the system, combined with its proven technology, reduces staffing requirements, cost and produces a high-quality finished compost more quickly than the City's current system. The Gore Cover System has been in use throughout Europe for almost a decade, and is currently being used successfully in over 100 locations. There are four operating sites in North America: three in Washington State (120,000 + tpy), and one in Canada (40,000 tpy). ill addition, through an exclusive arrangement with compost experts Cedar Grove Composting (CGC), Waste Management expects to take compost marketing to a whole new level upon implementation of the Gore Cover Process. Proposal to the City of Dublin Addendums #4 and #5 24 Livermore Dublin Disposal November 16, 2004 Cedar Grove Composting has grown to become the largest single dedicated yard waste composting facility in the United States ~ Gore Cover In-Vessel System In 2002, Cedar Grove Composting began implementing a technology upgrade incorporating a Gore Cover In-Vessel System. The Gore Cover, manufactured by Gore Creative Technologies Worldwide, utilizes positive aeration, control and a specially designed cover to create an enclosed system that controls odors, microorganisms and creates a consistent process unaffected by outside environmental conditions. Medium pressure aerators connect to on'-floor aeration pipes or in-floor aeration ducts. Stainless steel probes inserted into the pile monitor oxygen and temperature parameters. The data is relayed to and stored in a computer. This data controls the aerators to keep pile conditions consistent. After a pile is constructed, the Gore Cover, a specially developed Gore- Tex membrane laminated between two polyester layers, is pulled over the pile. The Cover protects the pile ftom weather conditions, but allows the release of C02. These controlled conditions allow consistent product to be produced without the risk of damp pockets, resulting in anaerobic conditions and, therefore, increased odors. The Gore Cover controls odor emissions in three ways: · Prevention of anaerobic pockets, · The Cover acts as a physical barrier against gas escape ftom the decomposing pile · Controlled condensation on the interior ofthe cover. A fine film of condensation develops during the compo sting process that collects on the inside of the cover. The moisture helps to dissolve the gases. The condensation then drips back onto the pile, where it continues to be broken down by the composting process. Material movement includes unloading and mixing material in a tipping building and grinding onto the zone with a portable grinder. The system shortens the time required to produce finished, premium compost. Experience With Post-Consumer Food Waste Since 1994, Cedar Grove Compo sting, Inc. has successfully worked on six (6) different pilot post-consumer food waste programs with the City of Seattle and selected suburbs of King County, Washington. Through the ten (10) years of pilot studies and significant financial, developmental and technological investment, Cedar Grove Composting in Maple Valley has received its permanent permit to process post-consumer food waste using the Gore™ Cover System. This system has been in use at CGC Maple Valley since May of2003. Since May of2003, the CGC Maple Valley facility has operated a 41,OOO-ton capacity Gore™ Cover Membrane Laminate Technology. In July of2004, a second Cedar Grove Composting facility with an 82,000 ton capacity will open in Everett, Washington that is exclusively a Gore TM Cover facility. This technology has been successfully implemented throughout Europe since 1994 to successfully compost green waste, pre and post-consumer food waste and bio-solids. It is an in-vessel, low energy use system with a proven track record. Additional technical information (published by Gore TM) is included at the end of this section. As one of only three (3) Gore TM Cover Systems in North America, Cedar Grove Composting is leading the way in upgrading its systems to further improve upon odor and VOC control while improving the quality of its products. All Disposal Service proposals shall include the $1.25 County Open Space fee as a governmental fee. 7. Proposers shall review their original proposals, including those alternatives included in their original proposal, and consider ways and means of reducing costs including the assumptions regarding the operating costs of an AFV fleet used in developing the original compensation proposal.
