Openings are advertised extensively within the community. This year, the City advertised: J) at the Day on the Glen Festival held in September; 2) on the City's web site; 3) through newspaper ads which ran multiple times; and 4) through the City's first Leadership Academy. e PLANNING COMMISSION A total of J 7 applications were received by the advertised deadline in response to the 3 openings. Mayor Lockhart recommends the appointment of Donald Biddle, Doreen Wehrtnberl! and Bill Schaub to 4 year terms which expire in December 2008. PARKS & COMMUNITY SERVIç:~S COMMISSION A total of 7 applications were received by the advertised deadline in response to 3 openings. Mayor Lockhart recommends the appointment of Sue Flores and Steven Jones to 4 year terms which expire in December 2008, and the appointment of An:l!ela Muetterties to a term which expires in December, 2006. The growth has been well thought throm!h and revresents a hcalthv balance of meeting the needs oflow to high incomc families as well as providing greater and greater amounts of public svac",. 4. What should the City's position be regarding growth? GencralpJans need to be constantlv followed rigorously. The plans as oftodav include accommodation of free space. parks and reasonable densities of business and residences. 5. What type(s) of housing do we need? Housing in DubJin Ileeds to include a full range of single family to high density multi- family housing that will accommodate all levels of incomes and age factors. What,if anything, should be donetóenhance the Downtown business districts? Somctimes I wish I could simply savtear it down. but the'60's tilt-ups that domInate the area and they are stilJ functional. We needto t1nd awav to work withtheseto enhance the facades and the entire appearancc of the downtown area. The most recentbuiJdirigs approved are starting to change tile tone. so continue this as well as encourage the present owners to make Bome improvements. 8. It is never fun to see nei ghbors react badlv to unpopular decisions. but sometimes this is the case. T have no issues with. this. but I also want to make sure that evervbodv involved feels thatthev have been heard. and more importantly that tlleir position is understood. Otherwisc.thev will never accept any rational that is applied. 10. What is the most important contribution you can make as a member of the. Planning Commission? Why are you interested in serving on the Planning Commission? I believe that the utilization of our City land is one of the most important aspects of our community and our residents deserve honest, ethical representation in how our land is used. I have 30 years of professional business experience where "special interests" needed to be negotiated with the common interest and good. I can represent the common interest of our neighbors in the midst of' special interest pressures. I have been a Dublin resident for over ten years and believe that citizens should contribute to their communities from time to time. 2. What is your knowledge of and experience in Planning and Zoning? I have much experience in planning as a long and short term process but have no direct expertise in civil zoning. I have attended various planning meetings when issues in front of the Board had direct impact on my neighborhood. 3. How do you feel about the growth that has occurred in recent years in Dublin? Though most of Dublin's growth has taken place on the East side and not where my wife and I live, I believe that growth has been remarkably well managed given the limited City resources that I am sure where available when much of this initial planning took place 4. What should the City's position be regarding growth? The City has both a fiscal responsibility and a moral responsibility in representing the Dublin residents as well as respecting resident's needs of our neighboring communities such as Pleasanton, San Ramon and Livermore. Dublin should insure that we aggressively pursue and compete for development and its revenue opportunity when this development is in the common interest of our residents. However, we live in the TriNalley and share many infrastructures that must be utilized and built out in harmony with those others who rely on this same infrastructure. Certainly, traffic, water, power and sewers are examples of common infrastructure that can not be prematurely exploited by one city. 5. What type(s) of housing do we need? The housing that we support must reflect the needs of our current residents and those new residents that we are targeting, including employees for our commercial and civic organizations and hopefully for our maturing children who wish to stay in their family community. 6. What do you think are the major concerns of Dublin residents regarding future planning? Our residents first want unimpeded access to their place of employment, schools, services and life's necessities. Second, they want access to enhanced services, entertainment and recreational options and this includes upgraded architecture and community design. This starts with Interstate traffic where we in Dublin have the luxury and burden of two Interstate arteries that are, unfortunately, close to melt down during both peak workdsys and now IZ D6 ~q weekends. This escalating dilemma will increase surface street congestion and delays that will soon dominate City planning meetings and strip Board time away from focusing on balanced growth planning. e 7. What, if anything, should be done to enhance the Downtown business districts? Our Downtown is still in need of a quality, core draw that will incubate development that can compete with the downtowns of Pleasanton and now Livermore. The prospective West End BART complex seems to be the most likely opportunity for that core and should be pursued aggressively. Once that complex becomes a committed reality, we can encourage other developers to replace the strip mall, parking lot encircled existing buildings. Though I don't have financial insight into the success of the Pleasant Hill's metamorphosis, that endeavor seems a good model for Dublin We must transition the 60's tilt-ups into quality facilities with consistent, appealing architectural design without the acres of asphalt and endless rows of parked cars. For the most part, Downtown Dublin looks like a parking lot interspersed with large cement boxes. On a side note, it is a shame that Dublin decided to teardown their historic buildings and focused effort should be made to preserve and rebuild that heritage at and about the corner of Dublin Blvd. and Donlan Way, widening to San Ramon Blvd. and the "Springs" area. This historic architectural theme could anchor the West side nicely. 8. What considerations should the City be concerned with in future developments in Dublin? First, I think that our residents, like all citizens, expect government entities to keep them safe. And, that includes local government. For its part, the Planning Commission should insure that all projects and initiatives provide emergency response crews with complete and timely access environments that they require throughout our greater Tri Valley area. e Second, I believe that our residents want ease of access to life's basics, such as describe previously. Third, our residents expect that developments conform to a standard of architectural excellence that fits our community and our City heritage. We also must define and pursue an architectural standard that allows us to compete esthetically with our more "upscale" neighbors in Pleasanton and rapidly appealing Livermore. Pleasanton's popular appeal has been it's revival of the historic downtown frequented by all Tri- Valley residents. And now, the proximity of Ruby Hill will encourage more upscale downtown Livermore development. We need to capitalize on the availability of the higher disposable income our new upscale East Side residents by encouraging quality development around a cleariy defined downtown core. If we don't do this soon and effectively, our town will stay a parking lot interspersed with large cement boxes. 9. How do you feel about making a decision for overall good of the community, but unpopular with some neighbors? I have held and continue to hold senior management positions where effective decision making does not and cannot be popular with all constituents. The key is to make these decisions with honest, ethical consideration for the well being of our collective community, the fiscal health of the City and our infrastructure providers and make every effort to find a win-win for all of the diverse needs of our residents. I am enthusiastic about Dublin's growth in the near future and there are many pivotal and crucial decisions that will be made in the next few years. I have also conlemplated being a Planning Commissioner for many years as I believe it would be a very rewarding experience. 2. What is your knowledge of and expericnce in Planning and Zoning'? As I nwntioned above, I have significant experience in planning and zoning. I have been involved with planning and land use for my entire career. 1 hold both a Bachelor and Masters Degree in Planning and possess a law degree. I also have municipal law experience, serving as a Deputy City Attorney for the City of San Jose, assigned to the Redevelopment Agency. My attached resume discusses in morc detail my involvement in these areas. e 3. How do you feel about the growth that has oeeurred in recent years in Dublin? There has been a good balance between residential, office and commercial b'Iowth in Dublin. I believe the City has been on the right track. I also believe thcrc arc many additional opportW1ities in tbe future, particularly in the areas in the vicinity of the existing DubJinl Pleasanton BART Station and the future West Dublin BART Station. 4. What should the City's position be regarding growth? The City should strive for a jobs/housing balance with measured growth, creating a more densely populated downtown, but preserving open space and parkJand to balance the urban development. The City should seek to create a true "Downtown Dublin", to give its citizens a signature City of Dublin identity. 5. What type(s) of housing do we need'! Dublin needs a variety of housing typcs, including low and moderate income housing, particuJarly for seniors and city workers including school teachers. There should bc a mix of housing types including rental apartments, condominiums, townhouses, duplexes, as well as single family residences. e e . e ;I~ (;0 8) 6. What do you think are the major concerns of Dublin residents regarding future planning? Residents are concerncd with the ever incrcasing tramc, Jack of affordable housing, and over- building of commercial strip mall deveJopment. In addition, residents wish to preserve open space and set aside land for parks to retain thc suburban feel of our community. 7. What, if anything, should be done to enhance the Downtown business districts? There needs to be more of a downtown identity. Right now, Dublin does not have a downtown pcr se, like a Pleasanton or Livcrmore. I believe, however, that Dublin has two areas that couJd be successfully fashioned into a rcal downtown to give the City the identity it is looking for. The two candidate areas both lie near the BART Stations (the existing Dublin/PJeasanton station and the future West Dublin BART Station). The current commercial strip mall "downtown" areas just do not evoke a "downtown" feel. I believe there is a great opportunity to create a true "downtown" in one of the two locations near BART. 8. What considerations should the City be concerned with in future developments in Dubliu? The City needs to strive for ajobslhousing balance. There should be controlled growth with varying densities, resistance to suburban sprawl, with parks and open space to balance the growth. Also, the City should encourage office and commercial growth, with an eye to increasing the City's sales tax revenue basc to aid in providing its citizens a superior level of City services and schools. 9. J would feel comfortable with making such a decision since it is almost impossibJe to make everyone happy with all your decisions. Some people just do not like change, so no matter what you decide, unless you change nothing, they will be unhappy. So, sometimes you need to make a decision for the benefit ofthe majority even if some disagree. 10. What is the most important contribution you can makc as a member of the Planning Commission'? I would bring to the Commission 28 years of relevant experience in planning and law. The vitality ofthc City can be felt from th" revitali?..ation of existing shopping centers to the bustling construction activity in the DubJin Ranch Villages area. In the midst ofthc Slat,,'s financial crisis many local jurisdictions'. coffers are being pilfered; yet Dublin has managed to keep its head above water. This is mostly because of the policies and goals in place regarding development within the City limits. As 0. What do you think are the maj or concerns of Dublin residenls regarding future plan.ning? e All is the case throughout many Bay Area and Tri-Valley communities, local residents a~ most conceme:d aboul increasing traffic, affordable housing opportul1¡tie~, and recreational opportunities. Dublin residents in particular see:m concerned with maintaining the small commlUllty feel and fabric in the midst of hewthy economic growth. The fabrk of our COllUUUlUty is maintained, in the eye:s of the residents, if development does not exacorÞale traffic and if open space is roaintaincdaround the borders oflhc City. 'l'he r""idents seem to be fairly united on preserving ridgeJincs and buffers, but more divided on what do with the: 1a.¡1d available for iniillprojects, such as tho Ikea site. Typically, it comes back to a balancing act, making sure the project stich impaets as traffic arc rnhigated and the projcct is II good fit for the C¡t~'. 7. What, if anything, should be done to enhance the J)owntown busincss districts? The Downtown bWiiness districts can be cnhanced through working with C()w¡cil to develop eoollomic incentives and other programs to aid in business recruitmcnt and retention. Fa.çade improvement programs, oommunity outreach and education Ü) inerea:;e public support and awareness of downtown are a critical element of any incentivcs program. Public cduciUion is iJ:uportl:l/Jt to increase awarcne:ss an.d activity in the area, which wiJl help make the area profitable place to locate a business. Being a .~uccessful Planning CommissionÐr mea.ns bcing good at balancing what are often competing interests, A Planning CommiMicrn must work closc:Jy with Cily scaff, the pubJic, and the Council to balance individual concem~ with project outcomes and b",nefits.lfthcre are options, a PJa1\oing Commissioner should look for a course of action that would be most consistent with applicabJe Zoning and G"'m~ral Plan policies while coinptomising to meet neighbors' needs. I would be comfortable in such a position so long as I worked with the developer, staff and concerned neighbors at the very least to agrec to disllb'l'ee. Because while my primary job as a Commissioner is to serve the: public gc)od, it is also to maintain and even enhance thc public trust in the planning process. As a Commissioner for the past two years, I would Jike to see ongoing projects completed and future projects completed. 2_ ~ In 30 years, I have had many opportunities to use the facilities throughout the city. As a member of several non-profit groups, I have pJanned many functions at Shannon Center, City Hall and Old St. Raymond's Church. ;> - As a parent in Dublin, my children have attended Shannon Pre-SchooJ, played in city sports programs and taken classes offered through the city. I have also played in adult sports programs. My wife has participated in Jazzercise at Shannon Center. This summer my granddaughter attended a gymnastics class held in the library. "-f -- Our recreation department has a wide variety of programs that fit the community for now, but as Dublin grows, we need to continue to offer programs that will change with our growing population. With the expansion of Emerald Glen Park and the Fallon Sport Park, we are meeting the needs of the community. In the future, I feel we will need to add small community garden parks. I also feel a dog park should be incorporated somewhere in our city. ..- - '-' I feel user fees are necessary as long as they are reasonable and the city is not making a profit fTom them. ¿.. .- In the past, as a member of many non-profit boards, I have had to make unpopular decisions for the overall good of the organization. As a Commissioner for the past two years, I have also made some decisions that individuals in the community may not have agreed with, but have been necessary. 7·· I bring to the Commission, my experience as a Commissioner for two years, over twenty years work with youth sports boards, Dublin High School Athletic Booster President and two years on Dublin High School Site Council. I have also been on the Dublin Lion's CJub Board of Directors for the past ten years. On the commission we classified art .into public art. private art in public places, and the Art in the Parks proaram. All art since the H&CA Commission have been reviewed andapprovedbv them.. I insisted that the. city's share of "Dublin Does Art" funds be used for a map of all public art in Dublin. I am Qlad to see that the city has incorporated this map. 8. One of the reasons I felt that the initial Arts Assessment was imoortant was so that we could. take the pulse of the community before amounts of money would be expended. For the public art projects. community participation at some staQe of the art development and installation is critical. Early on, I encouraaed the commission members to scrutinize drafts and models presented. before it was presented to the City. Council. We have avoided mistakes of other cities in projects. which were misspelled or otherwise unacceptable. 8. My answers to the 2000 form are still applicable. In addition I am adding information of additional events that I have participated in during my current position as chairperson of the Mayor's Senior Center Advisory Committee. I am currently the presiding officer of the Mayor's Senior Center Advisory Committee. During my term of office I have chaired and contributed to the selection of various elements that will be used at the new senior center. As an officer on the Senior Center Advisory Committee I am the "lead" representative from the Senior Center in the Fallen Ranch Sports Park Task Force. I am also the first alternate from the Senior Center Advisory Committee on the Camp Parks Development Committee. As an active member of the Senior Center I developed a method for relocating and implementing the furniture in the Directors office to facilitate the expanding programs within the Senior Center. During mr term as chairperson of the Advisory Committee I developed and implemented a unique availability" form. This forms identifies the events that the Advisory Committee has committed to attend. The form shows assignment dates, identifies the "lead and alternate" for each event and indicates if our commitment was met. The form has been successful in showing a major improvement in the Advisory Committee's abili!y to attend important meetings.
