Patrick's Day Liaison Committee has met once and Staff has FESTIVAL ARTWORK Thc City has a tradition of creating colorful, eye-catching, posters for the SI. Patrick's Day Festival. In the past the City has commissioned an artist to prepare unique artwork for the event poster. Last year, Staff created a watercolor drawing from a parade photo. The City has been using the same layout for the poster for the past five years which features the festival artwork surrounded by a green border listing the event information. This year Staff proposes featuring a shamrock on the poster with the leaves featuring pictures representing more aspects of the weekend celebration. Attachment 1 is a sample of the proposed concept. Thc Parks and Community Services Commissioners reviewed the proposed artwork in December and unanimously recommended thc shamrock concept to the City Council. The Commission also recommended reducing the amount of text on the poster aDd making the text less boxy. The festival will be held on Amador Valley Boulevard between Regional Street and Donohue Drive, including the eastern half of the Shamrock Village Shopping Center parking lot. The parade wiH be staged on Amador Plaza Road between Dublin Boulevard and Amador Valley Boulevard. The parade route will begin on Dublin Boulevard at Amador Plaza, head east to ViHage Parkway, north to Amador Valley Boulevard, and west to Donohuc Drive where it will disperse into the Target parking lot. The Fun Run will start on Amador Vallcy Boulevard at Regional Street. Runncrs will head west on Amador Valley Boulevard to San Ramon Road, north to Bellina Drive, and south through tbe residential neighborhoods to fiDish in the Shamrock Village Shopping Center parking lot. Pre and post race activities will be held in the Shamrock VilIagc Shopping Center. Each year the City Council adopts a resolution to temporarily close the streets for the events. Vehicle Code section 21101, subdivisioD (e), provides that local authorities may, by ordinance or resolution, temporarily closc a portion of any street under their jurisdiction for "celebrations, parades, local special events, and other purposes" as long as the authorities dctermine that the closing is "necessary for the safety and protection of persons who are to use that portion of the street during the temporary closing." Attached is a resolution authorizing the temporary strcct closure for the festival (Attachment 2). In addition to authorizing the temporary street closure for the festival, the resolution also authorizes the temporary street closures necessary for the SI. Patrick's Day Paradc and the Shamrock 5K Fun Run and Walk. Following the adoption of the resolution, Staff will prepare a direct mailing in January to all residents and businesses affected by the road closures. RECOMMENDATION Staff recommends that the City Council take the following action: I. Approve the proposed artwork for thc 2005 St. Patrick's Day Poster or providc Staff with alternate direction. 2. PATRICK'S DAY FESTIVAL, PARADE AND SHAMROCK 5K FUN RUN & WALK WHEREAS, the California VehicJe Code section 21101, subdivision (e) provides that local authorities may, by ordinance or resolution, temporarily close a portion of any street under thcir jurisdiction for "celebrations, parades, local special events, and other purposes: as long as thc authorities determine that the closing is "necessary for the safety and protection of persons who are to use that portion of the street during the temporary closing"; and WHEREAS, the City annually celebrates St. Patrick's Day with a Festival, Parade and Fun Run; and WHEREAS, these events are held on City streets; and WHEREAS, the City has determined that it is necessary for the safety aDd protection of the public to temporarily close City streets as follows; FESTIVAL Amador Valley Boulevard, from Regional Street to Donohue Drive Start: Friday, March 11,2005 at 7:00 P.M. End: Saturday, March 12, 2005 at 12:00 Noon Westbound Dublin Boulevard. from Village Parkway to Amador Plaza Road Southbound Village Parkway,from Amador Valley Boulevard to Dublin Boulevard Eastbound Amador Valley Boulevard, from Village Parkway to Donohue Drive Start: Saturday, March 12, 2005 at 9:00 A.M. FUN RUN Westbound Amador Valley Boulevard, from Regional Street to San Ramon Road One lane of northbound San Ramon Road, from Amador Valley Boulevard to Bellina Street Limited vehicle ingress and egress in the neighborhood east of San Ramon Road including Bellina Street. WHEREAS, signs giving notice of the street closures will be posted at all road entrances; and ATTACHMENT 2 WHEREAS, traffic control dcvices erected by the City to effectuate the ro}~s~s will conform to the uniform standards adopted by the State Department of Transportation. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby authorize the aforementioned temporary street closures for the 2005 SI.
