FINANCIAL STATEMENT: Thc grant award will be for an amount not to exceed $11,999. A
budget change will bc ncccssary to recognize increased revenue from thc OIS grant and the expenditure
of additional police overtime for the Seat Belt Compliance Campaign.
DESCRIPTION:
The Califomia Omce of Traffic Safcty (OTS) increased the allocation for thc highly successful California
Seat Bell Compliancc Campaign (CSßCC) mini~grants I\-om $2 million in 2004, to $2.5 million in 2005.
Local law enforcement participation in the mini-grant program increascd from 87 agencies in 2002, to 181
agencies in 2004. Thc CSBCC goal is to increase seat belt use statcwidc to 94 percent in 2005, through
the combincd cfforts of the California Highway Patrol (CHP), OIS and local law enforcement. Thc
CSßCC strategy is to ((Jeus public information and enforcement on persons who fail to use seat belts
during the May 2005, 13uckli.: Up America/Operation ABC National Mobilization. OTS will coordinatc
the public information element oUhe campaign for one week prior to, and during thc May enforcement
mobilization pcriod.
The mini-grants offset overtime and reporting costs for seat belt enforcement during a thrcc-week (May 16
through Junc 5, 2005) mobilization period that includcs the Memorial Day Holiday. Thc mini-grant covers
actual overtime costs for supervisors and ofticcrs. Officers must be assigned solely to seat belt
enforcement duties.
Each agcncy is eligible for a maximum mini-grant amount for three weeks total overtimc cnforcement
based upon their city's population. The funds that have been allocated to Dublin Police Serviccs will not
cxceed $11,999.
RECOMMENDATION:
1. Staff recommends that thc City Council accept the errs grant and authorize the Chief of Poliee to
execute a grant agreement with OTS for the purposc of receiving the grant lunds and
implementing the Calili,rnia Seat Belt Compliance in Dublin.
